Mr. Steve Kulick made a motion to accept the minutes of the June 3, 2013 meeting of the City Planning Commission. Ms. Linda Henley seconded the motion. The motion passed unanimously.

Mr. William Walton, of Walton Architectural Group, P.C., at 225 Wilkinson Street, spoke to the Commission about the proposal, which consists of establishing a restaurant as a carry-out and delivery pizza shop on property situated at 788-790 Butternut Street.

No one spoke in favor of or in opposition to the proposal.

After further discussion and review, Ms. Rebecca Livengood made a motion to approve the request with a negative SEQR declaration. Ms. Linda Henley seconded the motion. The motion passed unanimously.

Special Permit Modification-Restaurant

Allow Live and/or Electronically Amplified Entertainment

Ms. Ann Vigliotti, at 907 East Genesee Street, spoke to the Commission about the proposal, which consists of modifying the floor plan to a restaurant in order to establish live and/or electronically amplified entertainment on property situated at 907 and 913-917 East Genesee Street.

No one spoke in favor of or in opposition to the proposal.

After further discussion and review, Ms. Linda Henley made a motion to approve the request with a negative SEQR declaration. Mr. Steve Kulick seconded the motion. The motion passed unanimously.

Neither the applicants nor a designated representative were present for the public hearing. Ms. Heather Lamendola, City of Syracuse Zoning Administrator, spoke to the Commission about the proposal which consists of combining two parcels into one new Lot in order to construct a 400-square foot garage on property situated at 133 and 137 Stafford Avenue.

No one spoke in favor of or in opposition to the proposal.

After further discussion and review, Ms. Rebecca Livengood made a motion to approve the request with a negative SEQR declaration. Ms. Linda Henley seconded the motion. The motion passed unanimously.

Ms. Heather Lamendola, City of Syracuse Zoning Administrator, spoke to the Commission about the proposal, noting that it necessitates additional permission from the Syracuse Common Council for use of the City’s right-of-way.

After discussion and review, Mr. Steve Kulick made a motion to approve the request with a negative SEQR declaration, noting the need for encroachment permission from the Common Council. Ms. Linda Henley seconded the motion. The motion passed unanimously.

1)  Correspondence from the Common Council Relative to

the Proposed Syracuse Comprehensive Plan 2040

Ms. Heather Lamendola, City of Syracuse Zoning Administrator, spoke to the Commission about Resolution No. 20-R from the City of Syracuse Common Council, wherein the Common Council determined that Chapter 3 of the City of Syracuse Comprehensive Plan 2040, Implementation Plan shall be amended.

After discussion and review, Mr. Steve Kulick made a motion to authorize the ten requested amendments for individual public hearings on July 15, 2013. Ms. Linda Henley seconded the motion. The motion passed unanimously.

X.  Authorizations

Mr. Steve Kulick made a motion to authorize those cases listed for Public Hearings on Monday, June 24, 2013, in addition to the ten requested amendments to the Comprehensive Plan 2040 as discussed at tonight’s meeting. Ms. Linda Henley seconded the motion. The motion passed unanimously.
