National Shuras’ Coordination Workshop:
MoPH/CBHC had a new initiative with the close collaboration of MRRD, MoE, MoWA and WHO conducted the first ever national coordination workshop for all shura members (Shura-e-sehi , Shura-e- Inkeshfi or CDC and Education shura with women shuras) in Kabul on October 28th & 29th, 2009.
Shura-e-Sehi is an important element of community based health care; CBHC found the opportunity to conduct this workshop to strength coordination among all community based shuras included shura-e-sehi.
Objectives of the workshop:
• Strengthening coordination among shuras at the community level which are formulated by different ministries and sectors.
• Contribution to share the ideas and perspectives of different shuras representative
• Strengthening the active participation of community by shuras elders
This was the first time that from 4 ministries the H.E ministers and deputy ministers attended all community based shuras first coordination workshop, and listened to their suggestions and recommendations.
The workshop was inaugurated by the speech of H.E minister (Dr. Said Mohammad Amin Fatimi). He praised that all the projects which are done by the community will have positive and successful results, and will increase the efficiency and effectiveness of the project implementation as well as ensure cohesion among people, because the people feel that they are the owner of the project, also H.E minister congratulate the conducting of the workshop and added that by this opportunity we could evaluate ourselves that “are the people in the community having the active participation in our plan and projects”.
H.E minister appreciate Dr. Said Habib “Arwal” for the good arrangement of such workshops and his hard working, also he mentioned that Dr. Arwal is always working how to improve the health status of the people in the community, and he has never asked or thought about the high posts/positions.
Eng. Wais Barmak (deputy minister for MRRD), Mr. Kakar (deputy minister of MoE), and Mrs. Palwasha Kakar (deputy minister of MoWA) were the other speakers of the workshop and each of them talked about the important role of shuras in the community.
The representatives of shuras talked about of the workshop and appreciated the hard working of CBHC department.
The participants of the workshop were divided in four mix groups, for answering the questions made.
In the second day, the working group results were presented by each group representatives, and had the following suggestions and recommendations from each sectors:
1. All ministries are requested to commit on which they promised
2. Concentrate more attention on shura-e-sehi
3. Conducting awareness workshops, trainings for all shuras on health and other issues
4. Exhibit health videos and messages at schools and other public areas
5. Establish proper coordination mechanism among (HFs and mobile team as well as CHWs)
6. Supply enough drugs to HPs, especially prior to winter seasons
7. Respect all community based shuras recommendations
8. It would be better to integrate all shuras based on common goals and create a strong coordination among them
9. Different shuras should have monthly meeting
10. No permission for creation of new shuras in the community
11. Strength the coordination among different ministries
12. Conduct more trainings for CHWs & supply drug as per their needs and motivate them to perform better job for the community even by in kind or incentives
In the closing ceremony, H.E minister said that on behalf of MoPH, MRRD, MoWA, and MoE I will say that your decision is our decision and we will accept your recommendation and will present it to H.E president.
H.E minister instruct his office responsible to write a requisition for H.E president to get the approval of first degree appreciation letter for Dr. Arwal.
At the end H.E Minister of Public Health and Dr. Arwal appreciated all donors and BPHS implementers for supporting national shuras coordination workshop, especially thanked (GAVI, USAID/Tech-Serve and HSSP) for their direct support.
Dr. Arwal added that so on we would conduct meetings together with other line ministries for following best coordination among shuras Inshallah.
