14. General Summary of Function/Purpose of Position
This position serves as the Unit Supervisor of Keith J. Charters Traverse City State Park, Leelanau State Park, and associated recreation facilities/programs located in nearby State Forests.. The park facilities offer a variety of outdoor recreation including camping, trails, beaches, day use areas, boat launches, and cabins/lodge rentals. The Unit Supervisor oversees: KJC TCSP, Leelanau State Park, 5 State Forest Rustic Campgrounds, 2 Equestrian Rustic Campgrounds, 4 pathways, 2 ORV trails, 3 x-country ski trails, 13 Boating Access Sites, and provides minimal oversight of the Old Mission State Park, which is leased to Peninsula Township. The function of the position is to provide quality recreation opportunities to the public and to preserve and protect the natural and historic resources of the facilities. This position also directs and supervises the day to day operations, maintenance, and administration of the parks, boating programs, and forest recreation facilities in compliance with the Department and Division policies and procedures. This position serves as the first line Supervisor for 31 employees including two Park Ranger E’s, five Ranger A’s, and 25 State Worker 04’s.

Duty 1

General Summary of Duty 1 % of Time 25%
PERSONNEL MANAGEMENT
Individual tasks related to the duty.
·  This person will select and assign staff, ensuring equal opportunity in hiring and promotion
·  Coordinates activities by scheduling work assignments, setting priorities, and directing work of subordinate employees.
·  Evaluates and verifies employee performance through the review of completed work assignments and work techniques.
·  Completes performance appraisals.
·  Approve/disapprove leave requests, overtime, and time sheets
·  Provides counseling, reprimands, and progressive discipline steps when necessary, in consultation with Supervisor/HR rep.
·  Will conduct on-going training for employees including, but not limited to; policies, procedures, safety, emergency response, uniform requirements, grooming standards, right to know.
·  Ensures that proper labor relations and conditions of employment are maintained.
·  Recruits candidates for seasonal and/or special employment programs.

ADMINISTRATIVE / FINANCIAL CONTROL
Individual tasks related to the duty.
·  Oversee the collection, remitting, and recording of revenues
·  Train and supervise employees in accepted fiscal policies and procedures.
·  Prepare budgets, projections, and reports.
·  Evaluate, plan, and implement short and long term budget/maintenance needs.
·  Maintain records, prepare reports, and compose correspondence relative to work.
·  Maintain inventories of equipment, facilities, vehicles, supplies, etc.
·  Issues Use and Event Permits and oversees various commercial operating agreements.
·  Operates park and projects within budget allotments
·  Completes documented routine inspections of facilities correcting deficiencies, holding public and employee safety in the highest regard.
·  Coordinates projects/budgets/staff hours with other DNR Division staff to achieve maximum efficiencies in providing safe and well maintained facilities and programs.

Duty 3

CONSTRUCTION/MAINTENANCE
Individual tasks related to the duty.
·  Plans, directs, supervises, and participates in routine maintenance, special maintenance, and/or minor/major construction projects.
·  Implements Universal Accessibility into all construction projects.
·  Prepares materials lists, bid packages, recommends potential vendors, and purchases materials.
·  Inspects facilities to ensure proper maintenance and upkeep.
·  Supervise and instruct employees in the safe and proper use of facilities and equipment.
·  Trouble shoots cause of malfunctions in utility systems, equipment, vehicles, tools, etc. Determines courses of action to repair or replace.
·  Detects safety risks and hazards to customers, general public, and employees and devises corrective measures.
·  Prioritize and assign work.

Duty 4

General Summary of Duty 4 % of Time 15
PUBLIC RELATIONS / SECURITY / ENFORCEMENT
Individual tasks related to the duty.
·  Functions as the liaison between the park staff and the public as to training and public relations.
·  Directs and oversees park security and patrol issues.
·  Maintains relationships and represents the parks with local government agencies and employees, including emergency services and district court / magistrates offices.
·  Check boundaries for trespass
·  Responds to enforcement/ security issues on a 24/7 basis.
·  Handles confrontational situations with the public.
·  Maintains good working relationships with Conservation Officers, local law enforcement, and Department staff.
·  Maintains and implements up to date emergency plans for facilities in the Unit sharing plans with local emergency agencies.
·  Represents the Department and Unit collaboratively with other agencies, volunteer groups, and stakeholders.
·  Will serve as the primary contact for “Friends Groups” Neighborhood Associations”, etc. affiliated with Unit Parks
·  Will work collaboratively with Forest Resources Division and their staff on providing safe and well maintained recreational facilities/programs on Forest Lands.

Duty 5

STEWARDSHIP (NATURAL AND HISTORIC)
Individual tasks related to the duty.
·  Assures protection of assigned properties to benefit present and future generations.
·  Enforces compliance of rules, which protect the land and facilities from unauthorized uses.
·  Complies with environmental and/or endangered species and historical features within properties.
·  Assists in natural and historical interpretation and recommends interpretive signage or displays.
·  Interacts with Grand Traverse Lighthouse Museum Association Staff and Board Members
·  Works with SHPO and other staff regarding any facility improvements to historical structures.
·  Provide Oil and Gas lease reviews in coordination with Forest Resources Division as necessary

Make independent decisions regarding budget spending, enforcement/security efforts, requesting enforcement assistance and settling differences involving users and/or staff. Decisions are made on whom to hire, where work is assigned, and disciplinary actions. Determination of unsafe conditions and/or equipment in the Unit to ensure public and employee safety. Day to day expenditures of budget allotments.

Seasonal heavy park use may require overtime, weekend and/or holiday hours and may generate situations and confrontations that are stressful in nature. On an almost daily basis, experiencing physical activities such as, sitting, bending, lifting, and standing. On an occasional basis, experiencing climbing, balancing, stooping, kneeling, crouching, reaching, and running. Physical and mental ability to safely use items such as; hand tools, power tools, and /or wheeled/tracked vehicles periodically. Periodically work in environmental conditions including both in and outdoors in all climatic and seasonal conditions.

23. What are the essential functions of this position?
Supervision of employees and the day to day operations of Keith J. Charters Traverse City State Park, Leelanau State Park, boating access sites, forest recreation rustic campgrounds, trails heads and trails, and all related facilities. This includes facility and site maintenance, equipment operations and maintenance and public security issues. Duties include the hiring and training of seasonal and short term worker positions for the units. Public relations, revenue handling and budgetary request development, budgetary tracking and accountability. Employee must be computer literate and able to understand and use programs such as Microsoft-Office-Word, Excel, and Access, State of Michigan licensed programs such as DCDS, MAIN, and CAMIS/Central Reservation System. Must be able to understand how to retrieve computerized reports, read and understand reports, balance credit card logs and reports, and approval of time and attendance.

There have been no major changes to this position. There have been several minor changes such as addition of an MRS Crew at Leelanau State Park and the creation of a new Friends Group at Leelanau State Park. This position may be receiving Snowmobile Program Responsibilities in FY 17/18.
25. What is the function of the work area and how does this position fit into that function?
The function of this work area is to provide high quality recreation opportunities to the public, while preserving and balancing the protection of natural and historic resources. The function of this position is to carry out those tasks necessary to operate the parks and assigned outdoor recreation programs and facilities on a day to day basis in compliance with the Department and Division policies, procedures, and standardized operating practices.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Education typically acquired through completion of high school.
EXPERIENCE:
Four years of park and recreation experience, including one year equivalent to a Park and Recreation
Supervisor 9 or one year as a Park and Recreation Ranger 9.
OR
Four years of park and recreation experience, including two years equivalent to a Park and Recreation Ranger E8.
Alternate Education and Experience
Completion of at least 8 semester or 12 term, college-credit hours in natural resources, park
management or outdoor recreation may be substituted for one year of experience as a Park and
Recreation Ranger-E.
Completion of at least 15 semester or 22 term, college-credit hours in natural resources, park
management or outdoor recreation may be substituted for two years of experience as a Park and
Recreation Ranger-E.
KNOWLEDGE, SKILLS, AND ABILITIES:
-  Knowledge of DNR Rules, regulations, policies, and procedures pertaining to the operation and management of PRD Division lands and facilities.
-  Knowledge of methods, techniques, and requirements for the maintenance and upkeep of buildings, facilities, grounds, and equipment.
-  Knowledge of methods and techniques used in building construction activities.
-  Knowledge of training and supervisory techniques and employee policies and procedures.
