OUTLINE ROLE AND RESPONSIBILITIES

1. SUMMARY

Job Title / Development Officer (Ambition For Ageing)
Reporting to / Programme Manager
Ambition For Ageing responsibilities / Using ideas generated by older people and programme partners, deliver a development programme for Ambition for Ageing which is aimed at:
  • Supporting AfA to drive system change by promoting successful practice to GM institutions and programme partners
  • Working with partners to develop new projects which will generate match funding for AfA and bring resources into GM
  • Identify opportunities to “scale up” successful small projects supported by AfA

General Responsibilities / Responsible for delivery of one or more projects of varying size and complexity (e.g. from organising an event to multi-partner projects)under supervision, personally or in collaboration with a team of colleagues and partners. Responsibility includes project planning and delivery, liaising with project partners, technical support as required, reporting and evaluating; being aware of environmental changes and responding to them; being alert to funding opportunities for future work and assisting with preparation of tenders and grant applications.
Responsible as requiredfor managing project delivery budgets; for reporting to funders and/or steering group; for achieving income generation targets; for coordinating and supportingvolunteers and colleagues working on the project(s).

Participate in negotiation with funders
Expected to be alert to opportunities to secure grants or contracts for GMCVO, and for the further development of current GMCVO work

2. ROLE

Main area of work / Supporting the development of allocated projects and deliver projects through to completion.
Project Tasks / 1 / Identify good practice within the AfA programme and promote it to stakeholders
2 / Assist the Programme Manager to create a development plan for AfA
3 / Identify organisations best positioned to deliver good practice approaches and new projects developed through AfA
4 / Assist in the development of new, externally funded projects or social enterprise opportunities.
5 / Supporting GM approaches in the development of Age Friendly Communities through the production of reports, briefings and events.
Generaltasks / 1 / Use the GMCVO project management approach to coordinate and deliver projects.
2 / Optimise, manage and report on project resources including finance and people.
3 / Develop and maintain relationships with potential and existing partners, stakeholdersand networks, and act as main point of contact.
4 / Actively promote projects and their successes and raise awareness of challenges internally and externally.
5 / Develop a strategic overview of the context in which projects are being delivered and contribute to organisational understanding of the wider operating environment
6 / Identify opportunities for further development of projects and/or new initiatives.
7 / Develop areas of knowledge and/or expertise.
GMCVO staff are required to undertake work outside their current role description as necessary to meet organisational needs.

3. PERSON SPECIFICATION

Skills, knowledge & experience required / Ageing
An ability to develop knowledge of public policy related to ageing
Greater Manchester
Understanding of the voluntary sector
Understanding of equality issues
Understanding of public sector commissioning processes
Development
A good knowledge of relevant funding developments and good practice
An ability to research, understand and apply to practical circumstances a range of policy, strategic and legal information.
Experience of project development
Experience of bid writing
Communication
Ability to present complex information in understandable formats to a high standard, including analysis of documents and use of social media
Ability to use of a range of consultation methods
General
Project management skills including:
  • organisational skills
  • a problem solving approach
  • negotiation, communication and facilitation skills
  • resilience
General ICT competence including adaptability to new software and familiarity with project software
Experience of developing professional relationships with senior representatives of other organisations
Experience of undertaking income generating activity
Ability to work within a delivery team
Ability to work unsupervised and take operational decisions as required
Willingness to attain a relevant qualification if required.
Other job related conditions / Travel across Greater Manchester and occasionally further afield
Able to work flexible hours to meet business needs including occasional late meetings.

4. SUMMARY CONDITIONS OF SERVICE

Salary: / NJC equivalent: Points 28-31
£24,964 to £27,668 p.a. (2017/18)
Plus 7% pension contribution and Death in Service insurance
Hours of Work: / The contractual hours of work are 35 per week.
The post is eligible for flexible working in accordance with current GMCVO policies.
You may need to undertake occasional duties outside normal working hours for which time off in lieu will be given.
Holidays: / 22 days per year plus statutory Bank holidays, rising annually to maximum of 25 days [pro rata]
Pension: / The post is eligible for the GMCVO non-contributory pension scheme. In addition employees may choose to make extra voluntary contributions.
