The 121th meeting of State Level Expert Appraisal Committee, Chhattisgarh was held on 09/12/2013 at Conference Hall, SEAC, Secretariat, Commercial Complex Housing Board Colony Kabir Nagar, Raipur at 11:00 AM onwards. Shri Ashok Masih, Chairman, SEAC, Chhattisgarh chaired the meeting. The following members of SEAC were present in the meeting: -

At the outset, the Technical Officer, SEAC, Chhattisgarh welcomed the Chairman and Members of State Level Expert Appraisal Committee, Chhattisgarh. Agenda wise discussions were carried out as follows: -

Agenda Item No. 1 - Confirmation of minutes of the meeting of SEAC, Chhattisgarh

119th and 120th meeting of SEAC, Chhattisgarh was held on 29/11/2013 and 30/11/2013 respectively. Minutes of the meetings was presented before the Committee. Committee approved the same.

Agenda Item No. 2 - Presentation on the proposals received for TOR/EC as per provisions of the Environment Impact Assessment Notification, 2006

(1)  M/s Birendra Thakur, Village-Gudhiyari, Tehsil- Patan, District- Durg

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 14/02/2013 for mining of Limestone (Minor Mineral) of capacity (ROM) 1,000 Metric Tonne Per Year at Khasra no. 17, 43, 74 at Village - Gudhiyari, Tehsil – Patan, District – Durg (C.G.). Mining lease area is 0.91 ha.

The case was discussed in the 97th meeting of SEAC, Chhattisgarh held on 09/03/2013. Committee then decided to ask the project proponent to submit some information / documents. Project proponent was asked to submit some information / documents vide letter dated 18/04/2013. Project proponent submitted some information/documents vide letter dated 25/05/2013 and 30/10/2013. Project proponent was informed to present the case vide letter dated 04/12/2013.

The case was considered in the 121st meeting of SEAC, Chhattisgarh held on 09/12/2013. Project proponent submitted copy of General Power of Attorney. Shri Ajay Singh, authorized representative presented the case.

Committee perused the information / documents submitted by the project proponent. During presentation, following various discrepancies has been observed in application:-

1.  Project proponent has mentioned this proposal as a new mine; whereas, the photograph submitted reveals that mining has been done previously.

2.  Thickness of top soil has been mentioned as 0.4 meter; whereas, the photograph submitted reveals that it is much more than 0.4 meter. Similarly, the quantity of top soil mentioned as 7775 cum is not correct. Depth and quantity of over burden has not been given.

3.  The date of issue of NOC of Gram Panchayat is not clear. Seal and Signature of Sachiv and Sarpanch is not clear. The NOC has been issued to Shri Ajay Singh for mining; whereas, the applicant is Shri Berendra Thakur.

4.  In the General Power of Attorney, total area of land of Khasra no. 17, 43, 74 has been mentioned as 0.31 ha; whereas, in the application total area have been mentioned as 0.91 ha.

5.  In the General Power of Attorney, it is mentioned that lease for limestone mining has been sanctioned by Mining Department; whereas, in the application it has been mentioned as new mine.

6.  Khasra Panchshala submitted is not clear regarding area and Khasra no.

During presentation, the above points could not clarified by the Shri Ajay Singh.

Committee unanimously further decided that after clarification of above issues along with submission of the supporting information/document, proposal shall be considered accordingly. At present proposal is recommended for de-listing.

Project proponent and SEIAA, Chhattisgarh should be intimated accordingly.

(2)  M/s Lekh Ram Sahu, Kurdi Flag Stone Mine, Village - Kurdi, Tehsil- Gunderdehi, District - Balod

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 27/01/2013 for Mining of Flagstone (minor mineral) of capacity - 20,000 metric tonnes per year at Khasra no. 682/1, 682/2, 682/3, 683, 681, 684 at Village - Kurdi, Tehsil- Gunderdehi, District - Balod (C.G.). Mining lease area is 2.38 ha.

The case was discussed in the 96th meeting of SEAC, Chhattisgarh held on 08/02/2012. Committee then decided to ask the project proponent to submit some information/documents. Project proponent was asked to submit some information/documents vide letter dated 14/03/2013. Project proponent submitted some information/documents vide letter dated 22/06/2013 and 01/11/2013. Project proponent was informed to present the case vide letter dated 04/12/2013.

The case was considered in the 121st meeting of SEAC, Chhattisgarh held on 09/12/2013. Shri Lekh Ram Sahu and project consultant Greencindia Consulting Private Limited presented the case.

Project consultant informed that this is new flagstone mine. Mining lease area is 2.38 ha. Nearest State Highway is about 4.8 km away from the site. Nearest habitation Kurdi is about 300 m away from the site. River Tandula flow at a distance of 3.3 km. Nearest Hospital and School are at a distance of 2.5 km and 500 meter respectively. Project proponent submitted NOC of the Gram Panchayat Kurdi. Minable reserve is about 1,72,311 tonnes. Life of mine is ten years. Blasting will not be done. Project proponent has revised the application and proposed mining of flagstone (minor mineral) of capacity - 12,000 metric tonne per year. Green belt will be developed around the mine area. Maximum depth of mining shall be limited to 6 meters. Bench height and width shall be 1.5 meter and 03 meter respectively. No cutting and polishing machine shall be installed. 05 mines having total lease area 5.194 ha are within the 500 meters. 15 mines having total lease area 14.127 ha are within the 05 km.

SEAC, Chhattisgarh considered the activity from the point of view of its location (in rural area), no involvement of forest land for mining, having small lease area of 2.38 ha and felt that no significant impact on the surrounding is anticipated. State Level Expert Appraisal Committee (SEAC) considered the proposal as ‘B2’ category and unanimously recommended to grant environmental clearance for Mining of Flagstone (Minor Mineral) of capacity - 12,000 metric tonne per year in 2.38 ha area at Khasra no. 682/1, 682/2, 682/3, 683, 681, 684 at Village - Kurdi, Tehsil- Gunderdehi, District - Balod (C.G.) subject to the fulfillment of the terms and conditions mentioned in Annexure- I.

SEIAA, Chhattisgarh shall be informed accordingly.

(3)  M/s Smt. Namita Sahu, Kurdi Flag Stone Mine, Village - Kurdi, Tehsil- Gunderdehi, District - Balod

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance vide letter dated 10/01/2013 for Mining of Flagstone (Minor Mineral) of capacity - 10,000 tonne per year at Khasra no. 343, 364, 365, 369 at Village - Kurdi, Tehsil- Gunderdehi, District - Balod (C.G.). Mining lease area is 0.76 ha.

The case was discussed in the 96th meeting of SEAC, Chhattisgarh held on 08/02/2012. Committee then decided to ask the project proponent to submit some information/documents. Project proponent was informed vide letter dated 14/03/2013. Project proponent submitted some information/documents vide letter dated 22/06/2013 and 01/11/2013. Project proponent was informed to present the case vide letter dated 04/12/2013.

The case was considered in the 121st meeting of SEAC, Chhattisgarh held on 09/12/2013. Smt. Namita Sahu and project consultant Greencindia Consulting Private Limited presented the case.

Project proponent informed that this is a new flagstone mine. Mining lease area is 0.76 ha. Nearest State Highway is about 4.8 km away from the site. Nearest habitation Kurdi is about 350 m away from the site. NOC of the Gram Panchayat Kurdi has been submitted. Project proponent has revised the application and proposed mining of flagstone (minor mineral) of capacity - 5,000 metric tonne per year. Minable reserve is about 46,170 tonnes. During presentation, project proponent submitted commitment that annual production (mining) will be restricted to 4000 tonnes per year; hence, life of mine will be ten years. Blasting will not be done. Method of mining will be opencast (Manual). Green belt will be developed around the mine area. Maximum depth of mining shall be limited to 6 meters. Bench height and width shall be 1.5 meter and 03 meter respectively. No cutting and polishing machine shall be installed. 05 mines having total lease area 5.113 ha are within the 500 meters. 15 mines having total lease area 14.127 ha are within the 05 km.

SEAC, Chhattisgarh considered the activity from the point of view of its location (in rural area), no involvement of forest land for mining, having small lease area of 0.76 ha and felt that no significant impact on the surrounding is anticipated. State level Expert Appraisal Committee (SEAC) considered the proposal as ‘B2’ category and unanimously recommended to grant environmental clearance for Mining of Flagstone (Minor Mineral) of capacity - 4000 Metric Tonne Per Year in 0.76 ha area at Khasra no. . 343, 364, 365, 369 at Village - Kurdi, Tehsil- Gunderdehi, District - Balod (C.G.) subject to the fulfillment of the terms and conditions mentioned in Annexure- II.

SEIAA, Chhattisgarh shall be informed accordingly.

(4)  M/s Smt. Bhavnidhi Sahu, Village- Achanakpur, Tehsil- Patan, District- Durg

Project proponent submitted application (Form-I and Pre feasibility Report) for obtaining Environment Clearance vide letter dated 18/02/2013 for mining of Limestone (Minor Mineral) of capacity (ROM) 40,000 Metric Tonne Per Year & Crusher capacity 75,000 Metric Tonne Per Year at Khasra no. 443(part) at Village - Achanakpur, Tehsil – Patan, District – Durg (C.G.). Mining lease area is 1.90 ha.

The case was discussed in the 97th meeting of SEAC, Chhattisgarh held on 09/03/2013. Committee then decided to ask the project proponent to submit some information/documents. Project proponent was asked to submit some information / documents vide letter dated 18/04/2013. Project proponent submitted some information / documents vide letter dated 01/07/2013. Project proponent was informed to present the case vide letter dated 04/12/2013.

The case was considered in the 121st meeting of SEAC, Chhattisgarh held on 29/11/2013. Smt. Bhavnidhi Sahu and project consultant Greencindia Consulting Private Limited presented the case.

Project proponent informed that this is an existing limestone mine. Mining lease area is 1.90 ha. Nearest National Highway is about 12.5 km away from the site. Nearest habitation Godpendri is about 1.0 km away from the site. Hospital and school are at a distance of about 1.2 km and 1.0 km respectively. Project proponent submitted NOC of the Gram Panchayat Achanakpur. Project proponent has revised the application and proposed mining of limestone (minor mineral) of capacity - 25,000 metric tonne per year and crusher of capacity - 25,000 metric tonne per year. Minable reserve is about 2,59,048 tonnes. Life of mine is ten years. Blasting will be done. Water sprinkling system to suppress the dust shall be provided in the crusher and other dust generating points. Wet drilling shall be carried out. Green belt will be developed around the mine area. Maximum depth of mining shall be limited to 10 meters. Bench height and width shall be 1.5 meter and 03 meter respectively. 02 mines having total lease area 3.54 ha are within the 500 meters. 37 mines having are within the 05 km.

SEAC, Chhattisgarh considered the activity from the point of view of its location (in rural area), no involvement of forest land for mining, having small lease area of 1.90 ha and felt that no significant impact on the surrounding is anticipated. State Level Expert Appraisal Committee (SEAC) considered the proposal as ‘B2’ category and unanimously recommended to grant environmental clearance for Mining of Limestone (Minor Mineral) of capacity - 25,000 Metric Tonne Per Year and Crusher of capacity - 25,000 Metric Tonne Per Year in 1.90 ha area at Khasra no. 443(part) at Village - Achanakpur, Tehsil – Patan, District – Durg (C.G.) subject to the fulfillment of the terms and conditions mentioned in Annexure- II.

SEIAA, Chhattisgarh shall be informed accordingly.

(5)  M/s Y. Bhaskar Rao, Village-Jairamnagar, Tehsil- Masturi, District- Bilaspur

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 15/02/2013 for mining of Lime Stone Mines (minor mineral) of capacity (ROM) 4,800 Metric Tonne per year at Khasra no. 252/1 at Village - Jairamnagar, Tehsil – Masturi, District – Bilaspur (C.G.). Mining lease area is 3.0 acres.

The case was discussed in the 97th meeting of SEAC, Chhattisgarh held on 09/03/2013. After deliberation, the Committee decided to ask the project proponent to submit the following information/documents. Project proponent was informed vide letter dated 22/04/2013. Project proponent submitted information/documents vide letter dated 25/06/2013. Project proponent was informed to present the case vide letter dated 04/12/2013. The case was considered in the 121st meeting of SEAC, Chhattisgarh held on 09/12/2013. Project proponent presented the case.

It is an existing mine. Approx. 0.75 acre area has been mined out with the depth of 2.5 meter. Nearest habitation is about 02 km away from the site. Project proponent submitted NOC of the Gram Panchayat Jairamnagar. Mining lease area is 3.0 acres. Minable reserve is about 50,000 tonnes. Life of mine is 20 years. Blasting will not be done. No crusher will be installed. Annual production (mining) will be 4800 Metric tonnes per year. Green belt will be developed around the mine area. There are 48 mines within the 5 km radius. 03 mines having total 3.295 ha lease area are located within 500 meter. Maximum depth of mining shall be limited to 6 meters. Bench width and height will be 3.0 meters and 1.5 meters respectively.

SEAC, Chhattisgarh considered the activity from the point of view of its location (in rural area), no involvement of forest land for mining, having small lease area of 3.0 acres and felt that no significant impact on the surrounding is anticipated. State level Expert Appraisal Committee (SEAC) considered the proposal as ‘B2’ category and unanimously recommended to grant environmental clearance for mining of Lime Stone (minor mineral) of capacity - 4800 Metric Tonne per Year at Khasra no. 252/1 at Village - Jairamnagar, Tehsil – Masturi, District – Bilaspur (C.G.) subject to the fulfillment of the terms and conditions mentioned in Annexure- IV.

SEIAA, Chhattisgarh shall be informed accordingly.
