The relocation of the Central/East CWES offices to one facility by mid-November presents many opportunities for the program and its operation to solidify its infrastructure, improve its efficiency, and expedite services.

CWES enters this new building and chapter in Employment Services at a tumultuous time: we continue to be charged with reaching a WPR goal of 50% at a time of increased applications, rising unemployment, and looming county deficits.

Despite these obstacles, I am confident that we can provide quality customized services to our families and realize our performance goal(s). To do so, the CWES program will realign its resources to the following functional areas: Intake, Employment Connection, Quality Control/Data Assurance, Case Management and Facility Management. This realignment will require a shift of management resources in order to improve oversight and supervision in these areas, effective on November 17, 2008. A Functional Organization Chart has been attached for your information.

We anticipate that this functional management structure will improve:

·  Engagement services upfront in Intake, by implementing the Behavioral Health screenings at all orientations,

·  Customer service at all levels; including an increase in referrals and enrollments into all welfare-to-work activities;

·  Data Integrity, Quality Assurance, and Quality Control;

·  Development of in-depth tracking and evaluation of WPR projects; and

·  The expertise and skill level of each staff person within the program, by improving the oversight of accountability by functional area and job role.

I look forward to seeing the CWES program flourish as our managers assume their new roles. In addition to this strategic realignment, opportunities will soon be available for staff to identify best practices and needed program enhancements.
