2017 S.T.O.P. VAWA GRANT
INFORMATION AND INSTRUCTIONS
I. GRANT APPLICATION INFORMATION

·  To apply for the 2017 S.T.O.P. Violence Against Women Act (VAWA) Victim Assistance Grant, go to the UOVC website at www.crimevictim.utah.gov for access to all required forms (grant application and certifications).

A.  WHO SHOULD APPLY?

· 

·  The Utah Office for Victims of Crime has determined that $1,100,000.00 of 2017 VAWA funding will be allocated through a ‘Fast Track’ process. UOVC will be accepting proposals from agencies that are currently funded through VAWA. Carefully review the Fast Track VAWA Grant Application Checklist to ensure all required sections of the application are complete.

Please be aware of the following requirements:

o  All goals and objectives must be VAWA eligible

o  Award amounts must be consistent to what the agency was awarded in 2016, with exception for a 3-5% personnel wage adjustment or VOCA wage increase equivalent

o  In-direct costs are available on the 2017 VAWA funds

§  Agency’s requesting ‘In-direct costs’ funding, must submit all the required documentation and must be calculated to stay within the award amount allocated in 2016

·  The remaining $100,000.00 of 2017 VAWA funding will be allocated through a ‘Competitive’ process. UOVC will be accepting proposals from agencies not currently funded through VAWA. Carefully review the Competitive VAWA Grant Application Checklist to ensure that all sections of the application are complete.

Utah’s total VAWA funding available for 2017 is: $1,200,000.00

The award period will be January 1, 2016 to December 31, 2016

B.  SUBMIT APPLICATION:

·  Applicants must submit a fully executed application to the:

C.  DUE DATE:

·  Fast Track/Non-Competitive: An original and two (2) unbound copies of the completed grant application must be submitted to the Utah Office for Victims of Crime by 5:00 p.m. on Tuesday, October 11, 2016.

·  Competitive: An original and six (6) unbound copies of the completed grant application must be submitted to the Utah Office for Victims of Crime by 5:00 p.m. on Monday, October 24, 2016.

PLEASE NOTE: In an effort to save paper and the expense of printing, you may:

·  Submit one (1) full set of certifications with the original grant.

o  Be sure to have the certifications signed in BLUE INK

·  Submit just the original copy of the LETTERS

For agencies outside Salt Lake County, applications may be sent by overnight mail, but must be postmarked by 5:00 p.m. on October 11, 2016 (Fast Track) or 5:00 p.m. on October 22, 2016 (Competitive).

D.  AUTHORITY:

·  The Violence Against Women Act of 2005 was reauthorized in May 2013.

·  The S.T.O.P Program was authorized in 1994 through Title IV of the Violent Crime Control and Law Enforcement Act of 1994 (the Violence Against Women Act, Pub. L. 103-322, 108 Stat. 1796), reauthorized through Division B of the Victims of Trafficking and Violence Protection Act of 2000, and reauthorized again in 2005. S.T.O.P. is administered by the Violence Against Women Office, Office of Justice Programs, U.S. Department of Justice.

·  The Violence Against Women Act (VAWA) of 2005, signed into law in December, 2005, reauthorizes the S.T.O.P. Violence Against Women Formula Grant Program.

II. APPLICATION PROCESS

The S.T.O.P. Violence Against Women Program encourages the development and/or enhancement of effective strategies to improve the criminal justice system’s response to violence against women.

2017 VAWA funding will be awarded through ‘fast track’ and ‘competitive’ processes and allocated, by statute, in the following categories:

CATEGORIES

Prosecution Category: Development and implementation of effective prosecution strategies within city, county, and/or district attorney’s offices to improve the response to violence against women (for example hiring victim advocates/prosecutors). $300,000.00 (25%) is available statewide in VAWA funds.

Law Enforcement Category: Development and implementaion of effective law enforcement strategies within city and county law enforcement officers improving the response to violence against women and victim safety (For example: hiring victim advocate/law enforcement officers). $300,000.00 (25%) is available statewide in VAWA funds.

Victim Services Category: Development and enhancement of victim services in domestic violence and rape crimes (For example: hiring domestic violence shelter staff and hiring rape crisis service staff). $360,000.00 (30%) is available statewide in VAWA funds.

Discretionary Category: Development and enhancement of programs which combat violence against women through trainings, civil protective orders, stalking injunctions, U VISAS and T VISAS and enhance victim safety. $180,000.00 (15%) is available statewide in VAWA funds.

Court Category: $60,000.00 (5%) will be awarded to the Courts to develop and implement strategies to improve the courts response to violence against women and victims.

·  Applications must be submitted on the 2017 Grant Application Forms

·  Certifications must be completed correctly and signed by the appropriate person

·  Assigned 2017 grant numbers will be updated to reflect the current grant calendar year (i.e. 17VAWA__)
