Subject: MDMS and Capital Costs of the Data Collection Head End

Please provide the following information as it becomes available but no later than February 27, 2009. Please note that we are asking for an expedited response due to our upcoming March 9 testimony due date. If you are unable to provide the information by the date requested, please provide a written explanation to the DRA project coordinator by February 24, 2009 as to why the response date cannot be met and your best estimate of when the information can be provided. If you have any questions regarding this data request, please call the originator at the above phone number. Please also indicate the name of the person answering each of DRA’s questions. In each and every response to the data request question(s), please provide cross-references to the testimony, workpapers, and a hardcopy of any supporting material. Fully explain any calculations, assumptions inherent in the calculations, and any other assumptions supporting your response.

Request 1: Please provide any materials that explain the criteria, justification and cost analyses used to select Itron as a sole source placement for a MDMS versus a competitively bid system.

Request 2: Please provide any materials that provide explanation, justification and cost analysis to support the decision to develop and install SAP device management/inventory instead of securing the same functionality from a MDMS vendor offering.

Request 3: Please provide any materials, studies, explanation and cost analysis for transitioning functionality from current legacy applications to a new MDMS.

a. Please explain how the decision was made to include functionality onto the MDMS instead of relying on AMI vendor head-end services.

Request 4: Please provide any analyses and studies that demonstrate the planning and rationale behind the configuration of the AMI components (LAN, WAN, Head-end, MDMS, and legacy interfaces).

a. Please explain how this configuration of components was determined to be the most cost effective and beneficial with regard to costs for selecting, configuring and implementing hardware, software and related IT efforts.

Request 5: The following request pertains to the Financial Template_Deploy Full 6[1].1 Excel file located in the Chapter III electronic folder of SoCalGas’ workpapers. Please explain why there is no line under the Financial Template tab reflecting the Capital Costs of the “Data Collection Head End” that are listed on line 26 of the Ref 52-54,57 Cap Network tab.
