Prefatory Statement
Security or safety for children must be assured because they are susceptible element in the community. Most of the victims of violence, abuse, and exploitation are children. These can happen anytime and anywhere. As such, they need special safeguards and care, including legal protection, consequently, in 1989, the United Nations General Assembly formulated in the Convention on the Right of the Child (CRC) safety measures and protection of children against all forms of violence, injury and abuses, neglect, maltreatment and exploitation, including sexual abuse.
Bullying can foster a climate of fear and disrespect which seriously impairs the physical and psychological health of its victims and creates conditions that negatively affect any learning and working environment. Pamantingan Elementary School is committed to maintain proper behaviour where every pupil conducts himself/herself in manner which demonstrates proper regard for the rights and welfare of others. This Anti-Bullying Policy therefore seeks to educate the pupils about bullying, and to promote civility and respect among its members, including the teacher in-charge, teachers, pupils, parents, vendors and visitors as well, to lessen the case of bullying in school and in the community.
Legal Basis
The same is mandated under the Philippine Constitution which shall defend the right of the children to assistance, including proper care and nutrition from all forms of neglect, abuse, exploitation and other conditions prejudicial to their development (Article XV, Section 3[2]).
Accordingly, the Department of Education issued DepEd Order No. 40 S. 2012, also known as the DepEd Child Protection Policy. This is a set of guidelines in ensuring the protection of school children who are gravely threatened or endangered by circumstances which affect their normal development over which they have no control and to assist the concerned agency in their rehabilitation.
Definition of Terms
Bullying is defined as the aggressiveness and hostile acts of a pupil/ individual or group of pupils/individuals which are intended to humiliate, mentally or physically injure or intimidate, and/or control another pupil/individual or group of pupils/individuals. The acts occur as a single, severe incident or repeated incidents and may manifest in the following forms:
Physical Bullying include pushing, shoving, kicking, poking, and/or tripping another, assaulting or threating a physical assault; damaging a pupil’s/person’s work area or property.
Verbal/Written Bullying includes ridiculing, insulting or maligning a pupil/person, either verbally or in writing; addressing abusive, threatening, derogatory, or offensive remarks to a pupil/person and/or attempting to exploit a pupil’s/individuals known intellectual or physical vulnerabilities.
Non Verbal Bullying includes directing threatening gestures toward a pupil/person or invading personal space after being asked to move or step away.
School Policy
- Every pupil/individual can report any evident act of bullying within the school premises.
- The school anti-bullying team chairman or the teacher in-charge accepts and reviews all reports of bullying including anonymous reports.
- Victims should be assessed and referred to appropriate counselling and psychological interventions as needed in the school and so with the respondents.
- If the acts of bullying were repeatedly done by the respondents, the chairman shall give disciplinary action in a form of additional classroom task.
- If the case of bullying suspected to be of criminal in nature shall be referred to local law enforcement authorities.
Education and Prevention
Raise the awareness of teachers, parents, pupils, vendors, visitors and individuals on the nature of bullying in general assemblies and in subject areas to eradicate such behaviour.
- Anti-bullying policy should be incorporated in day to day school interaction.
- Teachers should discuss the policy in teaching.
- Give pupils the responsibility in the policy set.
- Parental involvement can reinforce to lessen the case of bullying.
- Set as one of the school rules.
- Update the teachers, parents, pupils, vendors, visitors about the status of the policy at the end of every semester.
Other Remedies
- The school will review the policy annually.
- Assess its implementation and effectiveness.
