REGULAR MEETING

APRIL 8, 2013

A regular meeting of the Sherrill City Commission was held at 7:00 p.m. on April 8, 2013. Present were Mayor W. Vineall, Commissioners M. Hennessy, J. Merrill, J. Gilbert, City Manager B. Comis and City Clerk M. Holmes.

The city commission meeting was opened with a moment of silence in memory of three people that recently passed away with ties to the City of Sherrill. Dick Northrup, longtime firefighter and regular commission meeting attendee, Judy Quesnelle, former dog control officer and Howard Mellen, a regular PAC 99 camera operator for the commission meetings.

MINUTES

Motion was made by J. Gilbert and seconded by M. Hennessy that the minutes of the previous regular meeting be approved as written.

Motion was made by J. Merrill and seconded by M. Hennessy that the following bills be approved for payment and W. Vineall be authorized to sign the warrant.

AUDITED FINANCIAL STATEMENTS

Lenny Carissimo of D’Arcangelo & Co. was present to go over the recently completed audit of the city’s financial statements. Overall the financial statement and the city’s finances, fund balances and reserves are in good shape. Carissimo was aware that the city is in the process of contacting the New York Power Authority (NYPA) about starting an electric rate review and adjustment. Carissimo noted that although the financial statements overall are in fine shape, he concurs with the anticipated rate review.

GAMES OF CHANCE LICENSE

M. Holmes reported that he has received an application to amend the games of chance license by the American Legion. Motion was made by J. Merrill and seconded by J. Gilbert that the new member, Karlie Ness, be approved to be added as an assistant to members in charge of games.

BID RESULTS – SLUDGE REMOVAL

R. Comis reported that the following bids were received for the sludge removal contract.

Comis reported that WeCare Organics has no fuel adjustment however Casella Organics does. Comis also reported that despite of that, he still felt confident that over the term of the contract Casella would still be the least expensive contract and it was his recommendation to award to them. Motion was made by J. Gilbert and seconded by J. Merrill that the contract will be awarded to Casella Organics.

AUTHORIZE BIDS FOR 2013 CITY STREET WORK

Comis reported that he is wrapping up the bid document for the 2013 city street projects. Motion was made by J. Merrill and seconded by J. Gilbert to authorize the city manager to complete the task and advertise for bids on the 2013 street projects and the commission would approve once they were returned.

AUTHORIZE BIDS FOR CAC ROOF REPLACEMENT & ASBESTOS REMOVAL

Comis reported that he is also wrapping up the bid documents for the CAC roof replacement and asbestos removal as needed with the project. Motion was made by J. Gilbert and seconded by J. Merrill to authorize the city manager to complete the documents and advertise for bids. The commission would approve the contract once the bids were received.
