A regular meeting of the Corona Village Council was held on April 17, 2015 at 8:30 am at Corona Village Hall, Corona, New Mexico.

The Mayor called the meeting to order.

FIRST ON THE AGENDA

Approval of Purchase Requisitions and Review of Purchase Vouchers

The Mayor stated there were no Purchase Requisitions to approve, however, there were Purchase Vouchers to review and asked if there were any questions in regard to the reports presented.

Councilor Bradford asked about payments to Wex Bank. The Clerk stated that the Fire Department uses Wex Bank for their fuel cards.

Councilor Seely asked how often the Village is billed for natural gas. The Clerk stated that we are billed monthly but that billing is about one month behind.

Approval of Minutes

Councilor Seely moved to approve the Minutes of the Regular Meeting on February 13, 2015 and of the Special Meeting on March 27, 2015.

Councilor Weckwerth seconded the motion.

The Mayor asked if there were any questions or corrections to the Minutes.

There were no questions or corrections.

The Mayor called the vote.

The Clerk called the roll.

Approval of Amended Resolution #15-03 Regarding Budget Adjustments

Councilor Bradford moved to approve Amended Resolution #15-03 regarding Budget Adjustments.

Councilor Seely seconded the motion.

The Clerk explained that the Department of Finance asked for an amendment to the Budget Adjustments previously approved by Council and submitted. The amendment was to strike the adjustment to wastewater expenses because it would cause a deficit in that fund.

The Mayor called the vote.

The Clerk called the roll.

None Opposed.

The motion was approved and the resolution amended.

Approval of Resolution #15-05 Regarding Road Fund Application

Councilor Seely moved to approve Resolution #15-05 regarding the Road Fund application.

Councilor Weckwerth seconded the motion.

The Mayor explained that the resolution was to give staff permission to complete a road fund application which is money used to maintain the streets within village limits.

The Mayor called the vote.

The Clerk called the roll.

Councilor Seely: Yes

None Opposed.

The motion was approved and the resolution adopted.

The Mayor presented Proclamation #15-01 declaring April Fair Housing Month.

Discussion Items from the Mayor

Hwy 54 Speed Control

Joe Mayhill informed Council that he and other citizens had been talking to NM Department of Transportation about placing solar speed monitoring signs on both ends of town. Mr. Mayhill stated that NM DOT had agreed to conduct a survey or study of the traffic patterns on Highway 54. Discussion followed. It was concluded that when the survey was complete, Council would resume discussion on the subject.

Claunch-Pinto Soil & Water Conservation District

Dan Williams, Representative to the Claunch-Pinto SWCD, informed Council that the SWCD had completed a grant application for money to complete some thinning of the Cibola National Forest in the Corona Area.

Tire Recycling

Councilor Bradford reported that Greentree Solid Waste Authority was working on a grant for an open-top container for tires. Discussion followed regarding options for tire recycling.

GSWA Rates

Councilor Bradford also reported that the Lincoln County Commissioners would be holding a rate hearing on April 21st to decide on a rate increase if any.

Report from VOCPL

Denise Williams, Library Director, informed Council that she had attended the NM Library Association Conference. She thanked Council for supporting that and said that it was important to attend in order to keep current on issues.

Mrs. Williams also invited Council to the next library volunteer meeting.
