Role:Contracts Manager(Construction)

Location:Merseyside & North West

Role Purpose

To be responsible to the Operations Director for the delivery of a first class Construction service for HMS customers’ and client organisations.

The development and provision of a performance related culture within the service ensuring the highest standards of customer care and service delivery are met through effective management and taking a lead role in the management of change.

To direct and develop resources to achieve optimum levels of performance, efficiency and effectiveness.

To promote and uphold the companies vision values and aspirations.

Specific Responsibilities

  1. Lead, motivate and communicate agreed performance targets within the team to ensure that the quality of service given to all customers is the highest possible within the resources available, ensuring continuing service improvement by the application of the principles of Best Value.
  1. To direct and motivate the operational workforce, sub contractors and our specialist partners and promote good employee relations within the division to provide an efficient, professional and high quality service to customers.
  1. To assess the workload through forecasting, programming and performance measurement to determine priorities and operational requirements in order to meet defined objectives.
  1. To manage all the resources provided for construction and development works in order to ensure an effective and efficient service, and to plan, and schedule works so that they are carried out:

(i)within agreed cost limits

(ii)within agreed time scales

(iii)to specified standards.

(iv)surpassing customer expectations

  1. Act as lead manager in the implementation and use of suitable IT systems for the construction division to ensure that real service benefits accrue through proper exploitation of IT and new technology.
  1. To monitor income and expenditure against forecasted budgets within annual turnover targets. To ensure compliance with the HMS standing orders and financial regulations.
  1. To monitor construction project budgets in conjunction with the Quantity Surveying team and be an active influence in the cost value reconciliation process.
  1. To investigate areas of high cost, inefficiencies and poor performance and make necessary changes to operational working practices.
  1. To direct the management of the contract administration process for all construction activities from receipt of order from client, programming, procurement, delivery, variation, completion and handover.
  1. To monitor performance against objectives and take necessary action to ensure that the division achieves all of its contractual obligations with respect of construction activities.
  1. To assist in the preparation, planning, and implementation of the training needs of the workforce and contractors.
  1. To initiate, develop and implement new and improved methods of operation to ensure continuous service improvement.
  1. Prepare performance and service development reports for Directors Team, keeping them apprised of the effectiveness of service delivery.
  1. Promote a positive health and safety culture throughout the service and operational workforce.
  1. To investigate and satisfactorily resolve customer complaints and enquiries
  1. Assist the Management Team to identify and develop new initiatives and take advantage of business opportunities available to HMS.
  1. Where required work as part of a rota to supervise and receive calls out of normal working hours relaying work instructions to staff to provide a seamless repair and maintenance service to customers. (Separate payment agreement).
  1. Provide support and assistance to colleagues within the team through training, coaching, and leading by example.
  1. Effectively lead and manage all people issues in line with policies, strategies, and guidance from HR Support.
  1. Implement effective performance management systems to meet the requirements of HMS.
  1. To deputise for the as The Operations Director, or other Contracts managers,as required.
  1. To carry out such other duties and responsibilities as are consistent with the concept of the role.

  1. To maintain a comprehensive knowledge of HMS departments, services, policies and procedures in relation to the role and to be responsible for maintaining effective working relationships with internal services, external agencies and organisations.
  1. Management of budgets to ensure allocated resources meets the need of service users.
  1. Responsible for managing risk and generating and implementing effective risk management solutions.
  1. Responsible for the generation and implementation of innovative and proactive service delivery mechanisms, which will deliver cost effective and efficient services.

Continuous Improvement

  1. Contribute to the development of the HMS Construction and Development division business planning process so thecorporate objectives of HMS are delivered effectively.
  1. Support the continuous improvement of quality management practices and systems.

Education and Qualifications
HNC/HND or NVQ Level 4 in a construction discipline. /  / AF/CQ

Experience, Skills & Knowledge

Minimum 3 years experiencein strategic management of construction disciplines including new build and refurbishment. /  / AF/I
Proven experience of managing health and safety in a site environment and able to contribute to developing construction phase H&S plans. /  / AF/I
Experience of usingIT software packages including Word, Excel, Outlook and associated Microsoft office elements. /  / AF/I
Ability to produce detailed programmes of works using Microsoft project software packages /  / AF/I
Full UK or EU driving license. /  / AF/I
Extensive knowledge of Constructionmethods, technologies, theory and issues. /  / AF/I
Thorough understanding of construction contractual requirements to multiple contract formats including NEC and JCT and be well versed in site contract administration methods. /  / AF/I
Proven employee management skills which enable the post holder to manage multiple Site Management teams. /  / AF/ I
Minimum 3 years experience in a construction site management position. /  / AF/ I/ R
Proven track record in a senior position within a construction contracting organisation. /  / AF/ I/ R
The implementation of performance measures, and development of staff though coaching. /  / AF/ I/ R
Experience of managing construction programmes and budgets to deliver contracts on target and within budget. /  / AF/ I
Ability to liaise with Quantity Surveying teams to develop robust cost management processes and to maximise the commerciality of the organisation. /  / AF/ I
Ability to assistin the development of pre qualification submissions and cost certainty/cashflowforecasting when required. /  / AF/ I
