2019 ALLOCATION OF GRANT FUNDS
FOR STATEWIDE NUTRIENT MANAGEMENT IMPLEMENTATION SUPPORT
WISCONSIN DEPARTMENT OF AGRICULTURE, TRADE AND CONSUMER PROTECTION (DATCP)
SOIL AND WATER RESOURCE MANAGEMENT PROGRAM
Applications must be received or postmarked no later than April 16, 2018.
DATCP is soliciting applications for the calendar year 2019 from one or more entities to provide statewide implementation support activities with a focus on nutrient management. Applications shall not exceed the dollar amounts in each of the categories listed below. DATCP will allocate and administer grant funds in accordance with Ch. 92, Wis. Stats., and Subchapter IV of Ch. ATCP 50, Wis. Administrative Code.
Grant Requirements and Restrictions
As more fully described below, DATCP is providing funding in two project areas for (1) maintenance and improvement of the Soil Nutrient Application Program –Plus (SNAP-Plus) and (2) expansion and support of nutrient management planning through education, outreach, and project implementation. DATCP now provides grant funding for nutrient management farmer education under a separate grant application, https://datcp.wi.gov/Pages/Programs_Services/NMFEGrants.aspx
Applicants may apply for funding in one or both of the project areas described in this application. Applicants must have statewide capacity to carry out project activities. Awards are not intended to fund the individual county efforts to provide education or training to implement nutrient management plans.
DATCP may fund more than one applicant in each category, and may fund one applicant in both categories. DATCP may use one or more grant contracts to administer grants awarded to an applicant. Project activities must be completed between January 1 and December 31, 2019, unless DATCP approves a one year extension.
Payment of grant funds is made on a reimbursement basis. Grant recipients will be required to set performance measures as part of their grant applications and report on their success in reaching each of their targets. DATCP may consider past performance including under-spending and success in meeting performance measures in making future grant awards.
DATCP will award funds and administer these grants in accordance with s. ATCP 50.35, Wis. Admin. Code. The grant may reimburse costs for staff, independent contractors, training and support consistent with the provisions in s. ATCP 50.32(3m) and (4) (a)-(d), without imposing the cap in s. ATCP 50.32(5)(b). No grant funds may be used to pay for county staff services, lobbying activities, or overhead or indirect costs.
Application Instructions
An applicant must (a) submit a specific request for funding in the space provided on this form, (b) answer all questions using attachments if necessary to provide complete information about planned or past performance, (c) submit a separate budget summary (not to exceed one page) providing such details as staffing costs to carry out project activities, and (d) complete the last section of this form that requires the applicant to identify itself, provide total funds requested, and sign the application form. DATCP may return incomplete applications or request additional information from applicants.
A. Maintain and improve the Soil Nutrient Application Program (SnapPlus)

a. Design and implement software features in response to priority needs identified by nutrient management planners and conservation agencies, such as a manure spreading log mobile application and increasing SnapMaps capabilities.
b. Provide on-going coordination with USDA on changes to RUSLE2 and soils database updates.
c. Evaluate user concerns, identify needed fixes, and resolve programming issues, including support for advisory and user groups.
d. Provide technical and other support for watershed or other large-scale projects to promote use of SnapPlus in identifying runoff priorities and developing nutrient management plans.
e. Support SnapPlus training to consultants and farmers to ensure its effective use.
f. Improve the research base supporting SnapPlus and SnapMaps and update predictive models as needed.
g. Facilitate distribution of SnapPlus through the web site and track user access.
h. Collaborate with the UW Soil and Plant Analysis laboratory on providing nutrient recommendation software.

Note: Grant recipients will be expected to ensure that participants share their nutrient management plans or related documentation with counties and others to meet requirements for programs such as farmland preservation. Annual reports should document success in the sharing of plans.
