MEDIAGROUP VAN DYCK BELCAR 2004

TECHNICAL REGULATIONS

  1. These Technical Regulations were published on 21stJanuary 2004 and will immediately come into force. As of this moment, they will replace and annul all previous Mediagroup Van Dyck Belcar Technical Regulations.
  2. Mediagroup Van Dyck Belcar 2004 is open to cars figuring on the list “Brands and Types admitted to Mediagroup Van Dyck Belcar 2004”, joint in Appendix 2 to the Sports Regulations Mediagroup Van Dyck Belcar 2004. The organiser could require a competitor producing a model that has been approved and registered for road traffic for comparison. A car that does not comply with these criteria, but whose chassis is admitted to the FIA GT Championship, the ALMS 2002-2004 (GT/GTS), the ACO-24 Heures du Mans 2002-2004 (LM GT/LM GTS) or the European Touring Car Championship could be admitted as well. The classification of the models in the Divisions is at the organiser’s discretion.

Furthermore, Mediagroup Van Dyck Belcar 2004 is open to chassis of the “silhouette” type, as used in the “FFSA-Championnat de France Supertourisme 2001-2004”, “BTCS-Silhouette Light 2003-2004”, “DMSB-V8Star 2001-2003”, “BRSCC-VSR 2000-2003”, “CAMS-V8 Supercar Championship 2003-2004”, “NZ-V8 Touring Cars 2003-2004”, “SAM-V8 Series 2003-2004” or “SCV8 Supercar Championship 2004”. A chassis must have bodywork of a brand and type of the Tourism Division, as described in the list “Brands and Types admitted to Mediagroup Van Dyck Belcar 2004”, joint as Appendix 2 to the Sports Regulations Mediagroup Van Dyck Belcar 2004. A competitor must indicate the origin of the chassis on the entry form.

  1. For cars that do not figure on this list, a candidate competitor can file in an individual application by means of a detailed record, as presented in Appendix 1, part A of the present Technical Regulations. The organiser will determine the appropriate Division.
  2. Cars that at any time belonged to the FIA group C, the FIA group GT1 or the FIA group Sportscars, or equivalent classes in other disciplines worldwide and that were not differently homologated afterwards, are not eligible.
  3. For the GT and Tourism Divisions, it is permitted to replace the engine of an approved car by the engine belonging to the same group of brands as the engine with which the car is equipped to drive on the public road. A Silhouette Division chassis must have an engine belonging to the group of brands of the bodywork used, with a maximum of 6 cylinders and a maximum volume of 3200 cc. Engines of the FIA group C, FIA group GT1 or FIA group Sportscars or equivalent classes in other disciplines worldwide will not be eligible.
  4. The cylinder capacity of atmospheric engines in the GT and T Divisions is limited to a maximum of 8,000 cc. In the Silhouette Division, the engine may have a maximum of six cylinders and a maximum capacity of 3,200 cc. For compressor engines of any type whatsoever, the maximum cylinder capacity for the coefficient calculation is 3,800 cc.
  5. When a Mediagroup Van Dyck Belcar 2004 competition number has been granted to the car, the team leader must transmit before the deadline of the first meeting, the duly completed passport, as described in Appendix 1, Part B of the present Technical Regulations to the organiser. If the passport is not or unduly completed, the car will not be authorised to take the start.
  6. The team leader ensures that his/her car complies with the present regulations and the Sports Regulations Mediagroup Van Dyck Belcar 2004 throughout the meeting.
  7. The Sports Commission of the NSC will exclude any car that is deemed to be dangerous.
  8. The team leader must notify all radical modifications to the bodywork, dimensions, weight, engine type and transmission to the organiser in written or by electronic mail, at the latest before the deadline of the next meeting.
  9. Any item that is not explicitly described in the present Technical Regulations Mediagroup Van Dyck Belcar 2004 is not allowed.
  10. In case of doubt about the interpretation of the present Technical Regulations Mediagroup Van Dyck Belcar 2004, only the Dutch text will be used.

BODYWORK AND CHASSIS

  1. Sliding and hinged roofs as well as sunroofs are forbidden.
  2. The dimensions and the purpose of the doors of the car must remain original. The original hinges and handles may be adjusted, but with the sole intention to enable a faster evacuation of the driver in case of emergency.
  3. It must be possible to open the front doors both from the inside and the outside without using tools.
  4. Throughout the meeting, the doors must remain in their original position.
  5. A one-part windscreen in laminated glass or a similar FIA-approved material is compulsory. Anyhow, this windscreen must comply with the homologation rules of the FIA and the European Community. Onto this windscreen, only the compulsory publicity, the miniature race number and the car sticker may and must be affixed. It is authorised to install a transparent film on the outside of the windscreen in order to protect the windscreen.
  6. The side and rear windows can be replaced by windows in polycarbonate. Openings in the side windows are allowed, but with the sole intention to ventilate the cockpit. These openings must at least comply with the FIA standards and cannot occupy the whole surface of the side windows. The openings must enable the driver to have a clear view from all sides and must allow a person outside the car to see the driver as well as the contents of the car. Nothing can be affixed onto the side windows, apart from the drivers’ names – in white characters (Arial Bold font) of minimum 5 cm high -, national flag, possible victory sticker(s) and the possible compulsory publicity. On the rear window, only an 8-cm strip can be used.
  7. Onto the side and rear window in glass, a transparent safety film such as SL Lumar Safety Film/D1570) of 0.1 mm maximum must be installed in order to guarantee an appropriate protection in case of splintering. This film is recommended for the outside mirrors as well.
  8. During the practices, the warming-up and the race, all side windows must be closed for ¾, except when a net is installed on the driver’s side.
  9. This net must consist of woven strips with a minimum width of 19 mm (3/4”). The mesh dimension is at least 25 mm x 25 mm and 60 mm x 60 mm at the most. The woven strips must be in fireproof material and the intersections must be sewed to one another. The net may not be provisory and will be attached to the roll cage above the side window using quick-closing attachments. These attachments may not automatically detach in case of a somersault of the car. The net must be detachable with one hand. A push-button system is allowed, provided that it complies with the prescriptions of this article. The push buttons must be visible from the outside. They must be provided with a striking colour, as well as the label “PRESS”. For the fixation of the net to the roll cage, only screw connections are allowed. Any kind of modification of the roll cage is not authorised.
  10. Apart from the lower half of the complete wheel, the bodywork must cover all mechanical components, when seen in vertical projection and from the top. At no point, the car may present protruding parts, sharp edges or borders.
  11. Any air inlet protruding beyond the windscreen may not be located in front of the windscreen.
  12. Any part of the bodywork, including any aerodynamic tool, must be firmly attached to the suspended part (chassis/bodywork) of the car and may not move when the car is driving.
  13. The silhouette of the car in side view must be maintained. Aerodynamic tools such as wings and diffusers are allowed, provided that their length and width do not exceed the maximum dimensions of the car – without outside mirrors. The use of splitters and dive plates is allowed, provided that, in the GT and Silhouette Divisions, they protrude beyond the nose of the car 80 mm at the most and in the Tourism Division 120 mm at the most (as described in Appendix J of the prevailing FIA yearbook, drawings 258-1 and 258-2). Splitters and diffusers should be at least 10 mm thick. At no time, any aerodynamic tool may exceed the top of the original bodywork of the car. Sharp protruding borders are forbidden at all times.
  14. The front and rear bumpers may not be removed or reinforced.
  15. Efficient external rear-view mirrors must be installed on the driver’s and the occupant’s side. The mounting position is free, but each mirror must have a reflecting surface of at least 90 cm². A rear-view mirror inside the car is optional.
  16. The material for the hood, the trunk, the doors and the wings is free, but when an original panel is removed, it should be replaced by a securing and locking system matching at least the original method.
  17. If the original hinges and locking systems of the hood and/or the trunk are removed, safety locks must be installed on the four corners. If the original hinges of the hood are maintained, the two other corners must be equipped with safety locks. All safety locks must be clearly marked using a red (or contrasting) colour. Anyone should be able opening the hood, the trunk and the front doors without using any tool.
  18. Throughout practice, warming-up and the race, the hood and the trunk must remain in their original position when the car is moving.
  19. No part of the car may touch the ground when the tyres on one side are deflated.
  20. Each car must be equipped with a least one efficient windscreen wiper on the windscreen. Motor, position, number of blades and mechanism are free, as well as the volume and the mounting position of the washer tank. The entire washer device of the headlights may be removed.
  21. Any adaptation required for supplementary light supports and refuelling openings are admitted. If the supplementary lights are not mounted and the light supports protrude beyond the bumper, these supports must be removed. If the lights are mounted, they may not protrude beyond the lights either.
  22. Each car must have a towing eye at the front and to the rear that is fixed to the chassis or to the motor bloc on the rear. The towing eye is circular; its opening has a minimum diameter of 80 mm and a maximum diameter of 100 mm. The towing eye must be painted yellow, orange or red. Towing eyes should be mounted visibly and within reach of hand, so that they are operational whenever the car is within a gravel bank. Moreover, the precise location of the towing eye must be clearly marked by an arrow in a contrasting colour.

WEIGHT

  1. The weight of the car – i.e. the weight of the car at any given moment of the meeting, driver not included – is at least:
  • Class GTA:GT cars of 3601-6000 cc and max. 8 cylinders: 1100 kg;

GT cars of 3601-6000 cc and more than 8 cylinders: 1250 kg;

GT cars of 6001-8000 cc: 1250 kg;

  • GTB: 950 kg;
  • GTC: 600 kg;
  • Silhouette:1000 kg;
  • TA: 1100 kg;
  • TB: 1025 kg;
  • TC: 900 kg.

For the calculation of the above-mentioned cylinder capacities, the real cylinder capacity is considered, without application of the coefficients stipulated in Art. 26 of the Sports Regulations.

  1. The weight of any car may be checked at all times throughout a meeting, in the following way:
  • All entered drivers will be weighed as described in Art. 94 of the Sports Regulations Mediagroup Van Dyck Belcar 2004.
  • During qualifying practice:
  • The Technical Commission will install weighing equipment in the weighing area – the zone that will be used for the weighing procedure;
  • The Technical Commission will arbitrarily select cars that will be submitted to this weighing procedure;
  • If a car is selected for the weighing procedure, the driver will immediately proceed to the weighing area and shut down the engine;
  • The car will be weighed and the result will be communicated to the driver;
  • If a car is unable reaching the weighing area under its own powers, it will be placed under the exclusive control of the officials, who will bring the car to the weighing area;
  • The driver or a car may not leave the weighing area without the consent of the Technical Commission.
  • Any car may be weighed at any given time of the meeting, except during the race itself.
  • If the weight of a car during qualifying practice is less than the weight stipulated in Art. 35 of the present regulations, the times set during the session concerned will be annulled, unless the deficiency in the weighing results from an accidental loss of a component of the car due to force majeure.
  • If the weight of a car after the race is less than the weight stipulate Art. 35 of the present regulations, the car will be annulled from the result, unless the deficiency in the weighing results from an accidental loss of a component of the car due to force majeure.
  • No other component, liquid, gas or substance whatsoever may be added to, installed onto or in or removed from the car after it has been selected for weighing, during the weighing procedure or if classified after the race.
  • Only members of the Technical Commission and officials may enter the weighing area. No intervention on the car is allowed there, unless authorised by such officials.
  • Each offence against the regulations regarding the weighing procedure of a car may result in exclusion of the car from the meeting.
  1. The organiser reserves the right to adjust the weight of a car in order to optimise the equality of performance of the different cars. Such ballast must be anchored in such a way that it cannot be removed without tools. If the occasion arises, it should enable the technical commissioners to fix seals.
  2. The self-supporting bodywork may not be lightened. Chassis beams and traverse profiles may not be removed or lightened by removing any material whatsoever. If the car originally is equipped with inner mudguards, these mudguards may not be removed or pierced with the aim to lighten them.

ENGINE

  1. The engine must be incorporated in the original motor compartment and comply with the group of brands. The engine brand will be indicated by the data mentioned on the passport that is drawn up by the team leader. A chassis of the Silhouette Division must be equipped with an engine belonging to the brand group of the bodywork used.
  2. The use of engine blocs and/or cylinder heads in titanium, magnesium or ceramic components is forbidden, unless when they are present in the original engine, as mentioned in the list “Brands and Types admitted to Mediagroup Van Dyck Belcar 2004”.
  3. The cylinder capacity is limited to the capacities stipulated in art. 6 of the present Technical Regulations.

For the calculation of the accurate cylinder capacity, the number Pi will be rounded-off to 3.1416.

  1. All engines with a cylinder capacity of more than 3000 cc and two compressors, irrespective of the type, as well as atmospheric engines of more than 5001 cc and Wankel engines with an equivalent of a cylinder capacity of more than 5001 cc must install one or two flanges or restrictor(s) with a length of 3 mm in the air inlet system. These flanges or restrictors must comply with the FIA standards in the following way:
  • For turbocharged engines: each flange must be installed at less than 50 mm of the front of the blade wheel of the compressor and must be in metal or light alloy materials;
  • All air supplied to the engine must be conducted through this flange;
  • Cars with turbocharged engines may not be equipped with a system regulating the charger’s pressure mechanically or electronically when the car is moving;
  • For atmospheric engines: all air supplied to the engine must be conducted through these flanges in metal or light alloy materials;
  • The entire inlet system, including the inlet collector, injectors, air box and restrictor(s), must fit in a 1000 mm long x 500 mm wide x 500 mm high box or of equivalent volume.
  1. The maximum diameter of these flanges and/or restrictor(s) is determined as follows:
  • For atmospheric engines with more than 2 valves per cylinder and 1 restrictor
  • From 5001 cc to 6000 cc44.9 mm
  • From 6001 cc to 7000 cc47.1 mm
  • From 7001 cc to 8000 cc46.2 mm
  • For atmospheric engines with more than 2 valves per cylinder and 2 restrictors
  • From 5001 cc to 6000 cc32.1 mm
  • From 6001 cc to 7000 cc33.7 mm
  • From 7001 cc to 8000 cc33.1 mm
  • For atmospheric engines with 2 valves per cylinder and 1 restrictor
  • From 5001 cc to 6000 cc46.4 mm

If a flange or restrictor exceeds the maximum dimension for the car concerned, the following penalties will be applied:

  • Qualifying practice: annulment of all practice times realised during that meeting;
  • Warming-up: start from the back of the starting grid.
  • Race: disqualification.
  1. The organiser reserves the right to optimise the diameter of the restrictor(s) of the air inlet, in order to ensure the equilibrium in the performance of the cars, but he will inform all competitors thereof in written and at the latest 14 days before the start of a meeting. From this point of view, engines with one turbocharger or compressor could be equipped with a restrictor as well.
  2. The use of carbon or composite material is limited to the connections, covers and wires and cables that are not under pressure.
  3. The engine cooling system is free.
  4. The oil system is free. A crankcase protection is allowed. If the oil reservoirs are not maintained in their original position, they must be protected using a 10 mm thick deformable structure.
