RFQ Information:

One hard copy, and one emailed copy, of the RFQ response packages are due at the San Francisco office of Charles Pankow Builders, Ltd. to the attention of Jason Duong () by 5:00 p.m. on the above listed RFQ Due Date. Questions or clarifications regarding the pre-qualification forms must be submitted in writing no later than April 11th, 2013 via email to Jason Duong at .

Qualification packages will be reviewed and scored with the City of San Francisco and design team.

Charles Pankow Builders, Ltd. (“Pankow”) is seeking to shortlist subcontractors based on qualifications, and for the purpose of soliciting a Request for Proposal, for the San Francisco War Memorial Veterans Building Seismic Upgrade & Improvements.

A. Scope of work includes:

1)  Enter into a Subcontractor Agreement with Charles Pankow Builders, Ltd to furnish and install a complete and operational Interior Framing / Plaster & Drywall at the San Francisco WMVB, including supply shop drawings, permits and inspections.

2)  Furnish and install ornamental plaster restoration, drywall & stud assemblies, metal lath, gypsum plastering and gypsum veneer plastering,

3)  Project architectural, structural, metal stud/drywall and MEPFS scopes are being modeled in Revit 2012 by the design team. Subcontractor shall prepare a BIM model using Revit 2012, or 3D CAD software compatible with Navis Works and Revit 2012, for design coordination, clash detection, and fabrication. Subcontractor may outsource the BIM modeling component of the work, however, Subcontractor will be responsible to attend all BIM coordination meetings, and make adjustments to their model as necessary.

4)  Approximate Budget for the scope of work: $7,200,000.0

2.  LBE / Local Hiring

a)  We strongly encourage responses from City and County of San Francisco certified LBE firms, Veterans Business Enterprise (VBE) firms, Disabled Veterans Business Enterprise firms (DVBE), or teams assembled to partner with LBE, VBE and DVBE companies. We also encourage City and County of San Francisco local resident hiring. Note that HRC rating bonuses will not be applicable to trade subcontractor’s bids.

b)  The LBE participation goal for this trade package will be 20%.

c)  The local workforce participation requirement for this Contract is 25% of the Project Work Hours in each trade shall be local San Francisco residents. Additionally, at least 50% of the Project Work Hours performed by apprentices within each trade shall be performed by local residents, with a goal of no less than 25% of Project Work Hours performed by apprentices within each trade to be performed by Disadvantaged Workers.

3.  Addenda

Additional information may be issued during the RFQ period in the form of an Addendum. Trade Subcontractors shall include a response to the Addendum in their submittal package and acknowledge all addendum packages received on the declaration page.

PREQUALIFICATION AND BIDDING PROCESS

The purpose of this RFQ is to identify Trade Subcontractors qualified to perform the scopes of work for the Project. Selected pre-qualified Trade Subcontractors will be invited to bid through a competitive bidding process. The contracts for the Trade Work will ultimately be awarded by Pankow Builders to the lowest responsible bidder subject to the approval of The City and County of San Francisco.

Pre-qualification Requirement:

All Trade Subcontractors who wish to submit a bid for their respective scopes of work must be pre-qualified. It is mandatory that the respective Trade Subcontractor fully complete the pre-qualification questionnaire, provide all materials requested herein, and receive approval to be on the final qualified Bidders list. No bid will be accepted from a Trade Subcontractor who is not pre-qualified. If two or more business entities submit a bid as part of a Joint Venture, or expect to submit a bid as part of a Joint Venture, each entity within the Joint Venture must be separately qualified to bid. An LBE does not have to prequalify if they are subcontracting to a qualified first tier subcontractor.

Incomplete, False, or Late Submittals:

Pankow reserves the right to request, receive, and evaluate supplemental information after the above time and date at its sole determination. Pankow reserves the right to waive minor irregularities and omissions in the information contained in the pre-qualification application submitted to make all final determinations.

Pankow may refuse to grant pre-qualification where the requested information and materials are not provided, or not provided by the last date to submit the questionnaire noted above. Trade Subcontractors may be deemed not qualified for apparent falsification of information. There is no appeal from an incomplete, false, or late application.

Interviews:

Pankow, at its own discretion, may conduct interviews with any or all of the Trade Subcontractors responding to the RFQ to better determine their qualifications to perform work required under the project. Interviews will be for the purpose of clarification of Trade Subcontractor's responses in the Pre-Qualification Application, for discussion of additional information and to supplement Trade Subcontractor's responses in the Pre-Qualification Application.

Appeals Process:

Where a timely and completed application results in a rating below that necessary to pre-qualify, an appeal can be made. The Trade Subcontractor may file an appeal by submitting a completed Request for Appeal (Attachment 2) to Pankow, no later than five business days after Pankow’s notification date. Appeal can be emailed, mailed or hand delivered. The Trade Subcontractor waives any and all rights to challenge the decision of Pankow, whether by administrative process, judicial process or any other legal process or proceeding by failing to submit within this timeframe.

If the Trade Subcontractor files a complete and timely Request for Appeal, a review of the appeal shall be conducted so that it is concluded within five (5) working days after receipt of the Request. The review shall be an informal process conducted by Pankow in consultation with the DPW and will be based upon the information submitted by the Trade Subcontractor in its Request for Appeal. Pankow will notify the Trade Subcontractor in writing of their decision at the conclusion of the review. The decision of Pankow is final and is not subject to appeal or challenge whether by administrative process, judicial process or any other legal process or proceeding.

Prequalification and Bidding Process

Costs of Responding; Retention by SFWMVB of Questionnaires and Related Documents:

Pankow accepts no financial responsibility for any costs incurred by a trade subcontractor in responding to this RFQ. Completed questionnaires and any other documents or materials submitted in response to this RFQ shall, upon submission, become the property of Pankow and may be used by Pankow in any way Pankow deems appropriate.

Reservations of Rights:

The issuance of this RFQ does not constitute an agreement by Pankow that any subsequent selection process will occur or that any contract will be entered into by Pankow. Pankow expressly reserves the right at any time to:

• Waive any defect or informality in any Questionnaire or the procedure set forth in this RFQ

• Reject any or all Questionnaires

• Issue a new Request for Qualifications in lieu of this RFQ

• Modify the subsequent selection process

• Procure all or any portion of the Work by any other means

• Determine that the Work will not be pursued

RFQ SCORING

The scoring will be based on the following objective evaluation criteria:

·  Pass / Fail Questions

To pre-qualify, a Trade Subcontractor must comply with the requirements within these sections. Trade Subcontractors may be immediately disqualified if the answer to any of questions in Part A are “no” or if any answer to questions in Part “B” are “yes”.

·  Scoring Sections:

Included in these sections are questions, responses to which, will be scored. The Trade Subcontractor must score a minimum of 26 points out of a maximum possible 40 points for each of sections 10, 11, and 13; and a minimum of 60 points out of a maximum possible 80 points in section 12. In addition, Trade Subcontractors must score a minimum total of one hundred and seventy five (175) or more points out of a maximum possible of two hundred (200) points. In addition to the questionnaire, Trade Subcontractors must provide the requested information for the project experience category. Trade Subcontractors must submit three (3) relevant projects, and one (1) of their largest projects (see Attachment 1). A project may qualify under both categories

Trade Subcontractor must qualify under Section I and receive the minimum points under Section 2 to pass the Pre-Qualification requirement.

Trade Subcontractor will be notified in writing about their qualification status within one month of RFQ due date. Pankow reserves the right to adjust, increase, limit, suspend or rescind the pre-qualification rating based on subsequently learned information. Trade Subcontractor whose rating changes sufficiently to disqualify them will be notified, and given an opportunity for an appeal consistent with the appeal procedures described below for appealing a pre-qualification rating.

In the event an insufficient number of firms qualify under the above stated scoring guidelines, Pankow reserves the right to adjust the minimum required score to achieve an adequate number of pre-qualified bidders for a particular trade.
