MAY 27, 2014 VILLAGE BOARD MEETING

MEMBERS PRESENT: Mayor Kurt Wheeler,Trustee Amy Mann,Trustee Dave Porter, Trustee Jim Joseph, Trustee Fritz Koennecke

ALSO PRESENT: Bill Carr, Mike Hayes

The meeting was called to order at 5:31 pm by Mayor Kurt Wheeler. The Village Board reviewed the end of the year bills along with the end of the year budget transfers. A short discussion followed. The Board decided to shift remaining unspent funds in the police budget to unallocated cash reserves to boost that total since a number of unbudgeted police items were already purchased with funds remaining at the end of this fiscal year. The budget was amended to reflect that shift.

Motion made by Mayor Wheeler and seconded by Trustee Fritz Koennecke to pass the following resolution:

RESOLUTION #80 – BE IT RESOLVED, that the Village of Cazenovia through its governing body, the Board of Trustees, hereby authorizes the budget transfers as shown on the attached list.

By vote of the Board – Mayor Kurt Wheeler – aye, Trustee Amy Mann – aye, Trustee Dave Porter – aye, Trustee Jim Joseph – aye, Trustee Fritz Koennecke – aye.

Five in favor. Approved.

Motion made by Mayor Wheeler and seconded by Trustee Mann to approve the end of the year Village bills (see attached list).

Vote taken. All aye. Approved.

Motion made by Mayor Wheeler and seconded by Trustee Mann to pass the following resolution:

RESOLUTION # 81 - BE IT RESOLVED that the Village of Cazenovia through its governing body, the Board of Trustees, hereby resolves to submit unpaid 2013 water and sewer charges in the amount of $813.91 to the Madison County Department of Real Property Tax Services to be added to the 2014-2015 Village Taxes.

By vote of the Board – Mayor Kurt Wheeler – aye, Trustee Amy Mann – aye, Trustee Dave Porter – aye, Trustee Jim Joseph – aye, Trustee Fritz Koennecke – aye.

Motion made by Mayor Wheeler and seconded by Trustee Koennecke to pass the following resolution:

RESOLUTION # 82 - BE IT RESOLVED that the Village of Cazenovia through its governing body, the Board of Trustees, hereby resolves to write off in the General Fund old outstanding check # 17441 in the amount of $117.94, check # 18435 in the amount of $ 97.65 & check # 18615 in the amount of $67.93 dated 8/31/12 to 3/15/13.

RESOLUTION # 83 - BE IT RESOLVED that the Village of Cazenovia through its governing body, the Board of Trustees, hereby authorizes the transfer of $34,829.03 from the General Fund Unreserved Fund Balance (A-909) to the Highway Equipment Capital Reserve Fund.

RESOLUTION # 84 - BE IT RESOLVED that the Village of Cazenovia through its governing body, the Board of Trustees, hereby authorizes the transfer of $81,416.20 from the General Fund Unreserved Fund Balance (A-909) to the Highway Improvement Capital Reserve Fund.

RESOLUTION # 85 - BE IT RESOLVED that the Village of Cazenovia through its governing body, the Board of Trustees, hereby authorizes the transfer of $5,000.00 from the General Fund Unreserved Fund Balance (A-909) to the Tree Replacement Capital Reserve Fund.

RESOLUTION # 86 - BE IT RESOLVED that the Village of Cazenovia through its governing body, the Board of Trustees, hereby authorizes the transfer of $112,179.82 from the General Fund Unreserved Fund Balance (A-909) to the Fire Equipment Capital Reserve Fund.

RESOLUTION # 87 - BE IT RESOLVED that the Village of Cazenovia through its governing body, the Board of Trustees, hereby authorizes the transfer of $ 2,108.53 from the General Fund Unreserved Fund Balance (A-909) to the Police Equipment Capital Reserve Fund.

RESOLUTION # 88 - BE IT RESOLVED that the Village of Cazenovia through its governing body, the Board of Trustees, hereby authorizes the transfer of $10,926.08 from Water Fund Unreserved Fund Balance (F-909) to the Water Equipment Capital Reserve Fund.

The Board reviewed the Budget Cash Fund History. Mayor Wheeler reported the Village was slightly below the 15% desired threshold with 14.54% which is the lowest it has been in recent history. Hopefully we will see an upward swing in the Village’s total assessed value and growth in sales tax by the next budget year.

Mayor Wheeler reported he had received a quote from Dan Kwasnowski of Applied Planning to help with the Creekside PD. The Mayor added he felt it would be very helpful to have an expert outside look at the big picture. This item will be discussed at the June meeting.

The committee that is doing the certified local government and the Western Gateway met with the village attorney and made some minor improvements to the WG zoning. Those changes have been forwarded to the county with the original. Letters have been sent to all the property owners that could be affected informing them of the proposals. Also, signs have been put up.
