Call to order: Regular Board Meeting, 7:00PM

Approval of Minutes- No corrections or additions to the November 15, 2011 regular board meeting minutes.

M43 Motion made by Trustee Hedges, seconded by Trustee Thompson, to approve the minutes as written. All ayes. Motion carried.

Reports:

Cemetery – Tom Hunt –Report on file (gray) – Absent- Two burials. As per the December 6th workshop the adult interment charge was raised $25.00 effective 1-1-2012. This is to coincide with the increase charge from Snyder Brother’s.

Code Enforcement Officer- Bill Rusby – Report on file (green) – One building permit issued to Timothy Rawleigh. Certificate of Occupancy issued to Barbara Monaghan. Certificate if Compliance issued to Daniel Thompson. Two single wide trailers on 15 Oak Hill St. will be removed soon. Annual fire inspections will start in January. Scott Slattery will be purchasing the property at 5 Grove St. and asked about codes regarding signs. He has a photography business he will be running out of his home.

DPW/Water Department – Bob Mauro – Report on file (blue) – Will begin servicing the mowers and small engines in the next few weeks. The bracing has been installed on the pavilion to help stabilize the roof. Attended the Steuben County training class December 7th for “Violence in the Workplace”. All Village employees must attend a training session the Village will hold and Bob will conduct. Bob will check and see if we can accept a certificate if someone has been trained at their place of work. The full policy will be voted on with a resolution at the January meeting. The Village will pick-up Christmas trees the first two weeks of January.

General Code – Loriann Shura from General Code presented information regarding the update of the Village Law book. The Clerk has sent all our past legislation to General Code for review. The quote of $9,995.00 can be spread out over three budget periods. The eCode360 (on-line) can be eliminated and picked up at another time. General Code will do a complete organizational analysis and submit to the Village for our review (review period of 30-45 days). A manuscript and editorial analysis will then be produced and submitted to the Village for a review (review period of 120 days). The entire corrected or amended code can then be approved all at once by the Board with one resolution. Final delivery of five code volumes. Fee of $1,195.00 per year for maintenance. The Board will review all quotes and timing of payments.

Book Center – Cathy Smith – Report on file (pink) – Absent- There were 257 Arkport owned books checked out and 59 STLS books for the month of November. Seventy-seven people visited the Book Center, not including Lisa’s Daycare. There were 110 children through the month for “Story Time”. The next Board meeting will be January 10, 2012 at 6:30pm.

Treasurer – Li Gallant – Report on file (white) – See attached.

Resolution#11-14 NYS Retirement Fund mandated payment budgeted by projection was under by $433.00. Decrease Contingency (GF) $342.00 and decrease Contingency (WF) $91.00. Increase State Retirement (GF) $342.00 and increase State Retirement (WF) $91.00. No net change to budget.

M44 Motion made by Trustee Bossie, seconded by Trustee Brewer, to approve Resolution#11-14 as read. All ayes. Motion carried.

Li requested we open an accounts receivable charge account at Lowe’s.

M45 Motion made by Trustee Thompson, seconded by Trustee Brewer, to have the Treasurer, Li Gallant, set up an accounts receivable charge at Lowe’s. All ayes. Motion carried.

M46 Motion made by Trustee Thompson, seconded by Mayor Roderick, to approve the Treasurer’s report as distributed/presented. All ayes. Motion carried.

Public Comment: None

Old Business & Tabled Items:

·  Shared Services at District’s Fuel Island: After discussion at our December 6th workshop it was decided to make a change to the agreement to remove the Fire District, they need to have their own contract in place, and add wording for the salt/sanding agreement to be added to this agreement. No word back from the school yet.

New Business:

·  Resolution# 11-15 Identify Village election polling place and hours. The Village of Arkport village elections, on March 20, 2012, will be held in the Village Community Room, located at 6 Park Ave., Arkport, NY and the polls will be open from 12:00(noon) to 9:00pm.

M47 Motion made by Trustee Hedges, seconded by Trustee Thompson, to approve Resolution#11-15 as read. All ayes. Motion carried.

·  DPW Safety Signs- Bob will get a cost estimate to purchase the new construction signs we need and bring our inventory up to date.

·  Cross Connection Control Policy- Law needs to be established. Policy and procedure put in place. Received from the NYS Dept. of Health. Will set up a workshop for discussion, review and establishing.

·  Fire District Building Lease- Was discussed at length at the December 20th workshop. Lease will expire 12-31-12. The Board will be establishing a new rental amount more in line with current market values.

Ratification of Abstract #6, Voucher #169 to #196, in the amount of $26,656.68.

M48 Motion made by Trustee Hedges, seconded by Trustee Brewer, to approve Abstract #6 as presented.

Public notice of the time and place of said Meeting was duly posted and duly given to the public and the news media in accordance with the Open Meeting Law, constituting Chapter 511 of the Laws of 1976 of the State of New York, and that all members of said Village Board had due notice of said Meetings and that the Meeting was in all respects duly held and a quorum was present and acted throughout.
