TSPC Domains of Professional Competency:

For purposes of renewal of licensure, educators shall choose at least one of the following professional development standards. These standards for professional learning are aligned with the national standards developed and adopted by Learning Forward in 2011 (OAR 584-090-0110).

1)Learning Communities: Professional learning that increases educator effectiveness and results for all students occurs within learning communities committed to continuous improvement, collective responsibility, and goal alignment.

2)Leadership: Professional learning that increases educator effectiveness and results for all students requires skillful leaders who: develop capacity, advocate and create support systems for professional learning.

3)Resources: Professional learning that increases educator effectiveness and results for all students requires prioritizing, monitoring, and coordinating resources for educator learning.

4)Data: Professional learning that increases educator effectiveness and results for all students uses a variety of sources and types of student, educator, and system data to plan, assess, and evaluate professional learning.

5)Learning Designs: Professional learning that increases educator effectiveness and results for all students integrates theories, research, and models of human learning to achieve its intended outcomes.

6)Implementation: Professional learning that increases educator effectiveness and results for all students applies research on change and sustains support for implementation of professional learning for long-term change.

7)Outcomes: Professional learning that increases educator effectiveness and results for all students aligns its outcomes with educator performance and student curriculum standards.

Core Teaching Standards:

  1. Planning and Preparation: Plans based on extensive content knowledge and understanding of students, are designed to engage in significant learning. All aspects of the plans – instructional outcomes, learning activities, materials, resources, and assessments – are in complete alignment and are adapted as needed for individual students.
  2. Classroom and Instructional Environment: The classroom and/or instructional environment functions smoothly, with positive personal interactions, high expectations, student pride in work, seamless routines, clear standards of conduct, and a physical environment conducive to high-level learning.
  3. Instruction: All students are highly engaged in learning and make material contributions to the success of the class through their participation in the discussions, active involvement in learning activities, and use of assessment information in their learning. There is evidence of persistence in the search for approaches to meet the needs of every student.
  4. Professional Responsibilities: Ethical standards and sense of professionalism are highly developed, showing perceptive use of reflection, effective systems for record-keeping and communication with families, leadership roles in both program and district projects, and extensive professional development activities.
