MINUTES OF STOW ON THE WOLD TOWN COUNCIL’S PLANNING, TRAFFIC & PARKING COMMITTEE HELD ON TUESDAY16TH AUGUST 2016 AT THE STOW YOUTH CENTRE, FOSSEWAY, STOW ON THE WOLD, GLOUCESTERSHIRE GL54 1DW AT 7.00 PM

  1. MINUTES OF MEETING HELD ON 26THJULY 2016

RESOLVED –That the Chairman should sign the Minutes as being a true an accurate record. RECORD OF VOTING – 3 in favour, 2 abstentions. Motion carried.

  1. CLERK’S REPORT AND MATTERS ARISING FROM ABOVE MINUTES

Bromford Re Spring Gardens Resurfacing– Clerk read out response from Bromford in relation to the Council’s complaint about how the project had been handled and the fact that Bromford will not be having the highway adopted by GCC. Clerk requested to ascertain how much the residents have been charged for this work. Cllr Clarke said he knew one of the residents and would ask her.

Outstanding Enforcement Issues – “Sid James” noticeboard on the Kings Arms – Enforcement Officer is also not happy with this and will take up with the owner.

Clarendon Fine Art –Enforcement Officer has asked for a photograph of the building so he can assess the new stonework.

McCarthy & Stone Planning Application for Lane North of Tesco – A reply had been received from the Planning Officer in relation to the legal advice taken by Council on this application. McCarthy & Stone had also taken legal advice and a copy of this had been forwarded to the Council. Chairman said that the Clerk had forwarded all this information to the Council’s legal advisor and a reply is awaited.

Rose Cottage – GCC Highways had confirmed the ownership of the grass verge detailed on this planning application. Clerk had drawn this to the Planning Officer’s attention and GCC Highways too.

Clerk had received a complaint about the advertising board that had been placed on the small grass area outside the Unicorn. Clerk to refer to GCC Highways as the land owner.

Council had received several comments/observations in relation to what appears to be a huge increase in traffic on the Fosseway. One resident had suggested that perhaps the traffic lights may be out of sequence. Clerk had taken up with GCC Highways who confirmed that both sets of lights are in full working order and said it was the same countywide attributed to the holiday season.

The Square improvements being carried out by GCC Highways in partnership with the Council will commence on 14th September and end on 23rd. Letters will be distributed to traders and residents living in The Square ahead of the works commencing.

Planning Application for South Hill House – Clerk had received a response from the Planning Officer in relation to the Committee’s query in relation to an extension that had been built and yet did not appear on the plans submitted. Officer had confirmed that planning permission had been permitted – the first application in 2007 and the second in 2013.

  1. TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS

a)Planning Application No 16/02977/FUL – The Unicorn Hotel, Sheep Street – Change of use of the first and second floors to provide 9 no serviced guest apartsuites

A representative of Pegasus Planning was present and was given the opportunity to speak. Several other members of public present spoke including the applicant.

RESOLVED – That the Council object to this application on the grounds laid out in the draft letter presented at the Meeting. RECORD OF VOTING – All in favour. Motion carried.

b)Planning Application No 16/02650/FUL – The Sheep on Sheep Street – Retrospective application for erection of garden wall and pergola

RESOLVED - No objection providing CDC can confirm that the footprint of the building has not been increased.General consensus is that the footprint has been enlarged and to achieve this the owner has removed the conservatory and the very old grapevine which was of historic interest. However, on the latter point the Council accept that neither the building nor the vine is listed. Councilis also concerned that with the building works that have been carried out this has been to the detriment of the number of car parking spaces putting even more pressure on the town which already has a serious lack of parking spaces. RECORD OF VOTING – All in favour. Motion carried.

c)Application No C/16/00125/PRMV – Variation of Premises Licence for The Sheep on Sheep Street

Cllr Day declared an interest as he owns a property in Back Lanes. RESOLVED – That the Council object to the extended hours on Prevention of Public Nuisance. This is based on the fact that people will be leaving the premises after midnight and whether walking or leaving by car will undoubtedly call a nuisance to the adjacent residents. There is also piped music into the garden and again with music playing till midnight will be a nuisance to neighbouring residents many of whom are elderly. Clerk is also to mention that when The Talbot was granted extended hours it provoked a great deal of ASB and the Police got involved.

  1. OFF STREET CAR PARK ON LAND IN WHITE HART LANE

A discussion ensued with regard to the lack of off street parking in the town which is mentioned in the emerging Neighbourhood Plan. It is alleged that the site has not sold as the owner of the Lane will currently not give access. It was unanimously agreed that the Committee should ask Council’s permission for the Clerk to research into the possibility of the Council purchasing this land but at a much reduced cost than that marketed, including groundwork costs, for turning it into a car park.Spaces could then be rented out to residents or businesses in the town for a fee.

  1. NEIGHBOURHOOD PLAN UPDATE

Cllr Eddolls said he had nothing further to report at the moment.

  1. POLICE & CRIME PLAN 2017-20121 SURVEY

The deadline for this is 21st August 2016. Due to the format of the Survey it was extremely difficult for the Committee to comment as a Body. It was therefore agreed that the Clerk would resend the email to all Members of the Committee/Council to encourage them to complete the survey as a member of public.

Clerk reported that she would be on annual leave at the next Meeting and that the Deputy Clerk had agreed to cover the next Meeting in her absence.

Clerk requested to speak to GCC Highways to ask them to get the ramps removed by the owners of Clarendon Fine Art & R A Bennett’s. These were installed when building works were being carried out and had not been removed.
