SECTION 2 – ASBESTOS REGISTER
This section includes:
- A copy of the new “Asbestos Register”. This is a record of information collected from previous records (where the asbestos remains in-situ) and a Management (formerly Type “2”) asbestos survey of all buildings on the site subject to the caveats below.
- The caveats applied to the collecting of information from the management asbestos survey. These areas should bepresumed to contain asbestos until proven otherwise. All the areas and materials listed should be included in a future demolition and Refurbishment (formerly Type “3”) asbestos survey where refurbishment and alterations(including rewiring or cabling work) or demolition is planned including self financed projects.
- A copy of the old “Asbestos Register”. This is an historical record to show details of asbestos materials that were identified previously but may have been removed between 1985, when the register was originated, up until the issue of this folder. Details of asbestos materials listed on the old register which remain in-situ will be included on the new register.
- The pro-forma “Revisions to the Asbestos Register” form for use by the establishment to advise the Property Consultant (Carillion) of changes. Copies of completed forms must be held in this section as a record of the changes and should be filed after the pro-forma. A new Asbestos Register will be provided to reflect relevant changes.
Notes:
- Materials listed as “presumed asbestos” must be treated as asbestos until analysis proves otherwise.
- Areas that were not surveyed due to access being unavailable at the time of the management asbestos survey must be presumed to contain asbestos materials until proven otherwise. These areas are clearly identified on the register.
- The information contained in the new register is held centrally on the County Council’s K2 property database. It is therefore important that details of any changes to the information regarding asbestos materials as well as changes to floor plans etc is sent to the Property Consultant. Use a copy of the “Revisions to Asbestos Register” form in Section 5. This applies to the discovery of previously unknown asbestos and the repair or removal of known asbestos. Once updated an amended copy of the register will be issued.
- If you have any doubts as to whether the copy of the register included in this folder is the most up to date please contact the Property Consultant.
The supply and use of all forms of asbestos was banned in 1999, however the County
Council banned the specification and use of asbestos in newly constructed buildings in 1990.
Complete buildings that were built after the County Council stopped using asbestos materials for construction were not included in the management asbestos survey programme and are clearly identified on the drawings in the Building Plans section. Properties built from 1990 onwards are issued with a suitably annotated copy of the Asbestos Management file for completeness.
SECTION 2 - REVISIONS TO THE ASBESTOS REGISTER FORM
This form must be completed whenever work is or has been undertaken which results in changes to the floor plans of the establishment or the removal of asbestos materials.

Note: Any plans/sketch drawings of the work undertaken which help illustrate changes to the layout should be included. Where asbestos was removed copies of Clearance Certificates etc must be included. A COPY OF COMPLETED FORMS MUST BE HELD WITH THE ASBESTOS REGISTER FOR REFERENCE.
SECTION 2 - ASBESTOS SURVEYS – CAVEATS
The management asbestos survey included all buildings on the site. During the course of the survey all reasonable efforts were made to inspect all reasonably accessible areas to identify any materials suspected of containing asbestos fibre.
Use of access equipment: Only areas that could be accessed using the existing permanent access routes or surveyors steps or ladder (upto 4 metres high) were inspected. Suspected asbestos materials which would have required specialist access equipment to inspect were recorded as ‘presumed asbestos’.
Heads of Establishment and Site Managers should note that the list below is typical areas or materials that may not have been inspected during the management asbestos survey. This will need to be taken into account should any work be required:
- Lift shafts / HV Sub stations: Lift shafts, High Voltage sub-stations or similar areas which would have required the presence of a specialist engineer to isolate equipment.
- Concealed spaces and voids: Cavity wall voids or concealed spaces in the fabric of the building, where access was not readily available. Asbestos materials were not removed to provide access to ceiling voids, roof voids etc.
- Furniture / fixtures / fittings / floor coverings: Areas or surfaces that would have required the removal of fixed furniture, fixtures, fittings and non asbestos floor coverings to access.
- Manhole covers: Manhole covers that were believed to be part of the drainage system.
- Service ducts: Underground and vertical service ducts, that were not readily accessible. Asbestos materials were not removed to provide access to service ducts.
- Sub-surface material: To minimise damage to the fabric of the building sub-surface examination of permanently fixed non-asbestos materials forming walls, floors and ceilings was not undertaken.
- Fixed electrical / gas equipment: Fixed electrical / gas equipment was not dismantled for inspection. Sampling of suspect asbestos materials associated with such equipment was only carried out if it could be done safely. In all other cases suspected asbestos materials were ‘presumed asbestos’. Electrical fuse boxes were not opened.
- Fixed heating and power plant: Sampling of rope seals or gaskets associated with such equipment was only carried out if it could be done safely. In all other cases suspected asbestos materials were ‘presumed asbestos’.
- Fire doors: Fire doors which could contain an inner sandwich layer of asbestos. Only doors that were damaged, exposing possible asbestos and doors that had been upgraded using external panels were included in the survey.
- Re-insulated pipework and services: Complete removal ofnon-asbestos pipework insulation was not included as part of the survey. Spot checks were made at accessible points to determine if residual asbestos was present.
- Loose equipment: Loose equipment was not included as part of the survey programme.
- Excluded materials: The managementasbestos survey did not include the following:
- All bitumen materials.d. Mastics.
- Sealants and putties.e. Damp proof courses.
- Paints.
- Areas of the building that were not accessible for a management asbestos survey are clearly identified.
- Excluded buildings: Complete new buildings built after 1990. No asbestos surveys are required. However it is policy to provide a suitably annotated Asbestos Management file.
