Job Title / PDEI Funding and Project Officer
Line Management / Head of Programme Development, Evaluation and Impact. (PDEI).
Grade/Salary / 4.4 - £27,369 -£28,475.

Main Purposes /
  1. Support the Programme Development, Evaluation and Impact team (PDEI) members to achieve Panos London’s programme development targets by contributing to and being responsible for parts of the entire project fundraising cycle.
  2. Provide project management support to PDEI team members who are responsible for implementing projects and support for responding to work generated through PL participation in framework agreements and large tenders.
  3. Provide administrative support to the PDEI head in completing team administration and in maintaining effective communication with Panos network offices

Specific Responsibilities / Programme Development/Fundraising
  • Support the PDEI team in development of specific programme funding strategies
  • Carry out regular scanning of a range of funding sources to identify suitable donors for specific programmes / projects, researching specific funding themes and advising on ways to match Panos London’s needs with donors’ interests for specific applications, including
-Keeping abreast of donor and other funding source developments;
-maintaining updated donor records and profiles on the database
  • Assist in the planning and research of new fundraising approaches
  • Ensure all funding applications, proposals, tender or consulting bids or offers meet all of the stated donor or client requirements, including correct and complete budgets and supporting information.
  • Ensure that all applications are submitted according to all deadline requirements
  • Make inputs into the production of promotional materials for various audiences
  • Maintain up to date electronic and paper records, administrative and filing systems for all PDEI-related documents.
  • Attend and provide support and help with the planning and organisation of donor meetings and other events.
Project Management
  • Assist PDEI team members manage existing projects for which they have responsible implementing duties, including implementation planning, administration, logistics, reporting and maintaining budgets
  • Contribute to keeping RASCIs updated and ensuring the work is completed on time
  • Assist team members in responding to framework agreement or other bids by helping to rapidly identify and recruit technical expert consultants
  • Maintain an updated consultant database
PDEI Team Operations
  • Attend meetings as requested by the head of PDEI.
  • Provide support to the PDEI team and carry out tasks as requested by the Head of PDEI.
  • Contribute to the production of regular team reporting and planning, reflection and M&E exercises
  • Provide administrative support to the PDEI head in completing team administration and in maintaining effective communication with Panos network offices

Finance / Assist with drawing up budgets related to the work of the PDEI team, including proposals, bids for tenders and the like.
Person Specification
The person specification describes the specific traits, skills and experience that it is expected the post holder will have in order to work effectively in the role. All the criteria outlined below are essential unless specified.
Essential Criteria / Desirable Criteria
Qualifications / Educated to Masters degree level, with a degree in a relevant field
Knowledge / A good understanding of international development issues.
Knowledge of all aspects of development-related project cycle management
Knowledge of International development-related funding Sources. / Knowledge of the communication for development
Knowledge of public health, reproductive health, climate change, gender and development or other relevant development-related thematic expertise.
Knowledge of UK and EU funders of the non-profit sector
Knowledge of M&E for development projects, with a preference for participatory M&E and learning and feminist M&E frameworks
Experience / Proven track record/experience of working in a fundraising environment related to non-profit development organisations
Proven ability of working with institutional donors (proposal development and contract management),e.g. EU, DFID, Comic Relief, Big Lottery Fund, specifically writing proposals and applications
Experience responding to tenders and other competitive bidding
Demonstrated experience managing projects, including reporting and budgets / Experience of working in overseas development and/or the voluntary sector.
Experience working on a team responsible for meeting multiple targets under regular time pressure
Working in a consulting firm where experts in relevant fields had to be recruited.
Prior use of RACIs or RACSIs
Skills / Ability to work productively and collegially on a team responsible for a complex set of tasks and outputs.
Very strong writing ability.
Ability to create, manage and report against project budgets.
Ability to work on own initiative.
Ability to work within tight time constraints.
High computer literacy including ability to use relational databases and MS Office, with excellent skills in Excel
