Salary range: SP 35-38, £29,236 to £31,754
Main Purpose of Post
To lead and manage West Yorkshire Learning Consortium (WYLC), in line with its strategic plan, developing new and existing projects. To work with other partners, including community and voluntary organisations involved in the delivery of learning and skills. To provide relevant information and resources that helps champion the voice of third sector learning and training. To develop an organisation committed to equality, quality and continual improvement.
Tasks
Strategic development
· To work with the Board to develop strategic and other operational plans for WYLC and build a sustainable and vibrant organisation.
· To monitor the implementation and evaluation of these plans and be able to assess the impact of WYLC’s aims and objectives.
· To develop quality assurance systems and processes.
· To support and help develop the Board to meets its formal responsibilities.
· To meet all relevant Company and Registered Charity legal requirements.
· To support the activities of the Board and its sub-groups.
· To organise an AGM and act as Company Secretary.
· To prepare relevant reports on the progress of projects and strategies of the WYLC for the Board or other stakeholders.
Projects management
· To have overall responsibility for all contracts and other externally funded projects undertaken by WYLC.
· To project manage if required.
Partnership development
· To develop a partnership and collaborative approach with all relevant stakeholders, especially smaller voluntary and community organisations, to build new WYLC business.
· To develop projects based on effective research of new, emerging and existing needs of learners and community/voluntary organisations.
· To encourage a strategic approach to the development and delivery of projects, based on effective research and close liaison with potential funders and contractors.
· To co-operate with other learning providers in the sector including CVSs to work towards promotion of greater integration and co-ordination of our combined work.
· To liaise with the 3 other sub-regional consortia in the region to share information and good practice and improve strategic regional links with statutory and voluntary organisations in association with the YH Regional Forum.
Finance and Funding
· To continue to diversify the income streams for WYLC.
· To develop and write bids for contracts and make other funding applications.
· To manage the finances and financial reporting for WYLC.
· To prepare and monitor budgets with the agreement of the Board including responsibility for managing the finances of projects for which WYLC takes responsibility.
Staffing
· To develop and implement a staff development strategy and monitor its implementation.
· To line manage and support relevant staff employed by the Consortium.
· To support the work of the team by participating in appropriate meetings and promotional activity.
Marketing and Promotion
· To co-ordinate the development and implementation of a communications strategy for WYLC.
· To lead on the promotion and marketing of WYLC ‘s activities and help promote the concept of a learning culture to the sector and its partners throughout West Yorkshire.
Other
· To undertake relevant training and staff development activity commensurate with the post
· To work flexible hours when necessary to fulfil the responsibilities of the post.
· To undertake health and safety duties commensurate with the post and/or as detailed in the WYLC Health and Safety Policy.
· To undertake such other duties and training as may be reasonably required and which are consistent with the general level of responsibility of the job.
Supervision & Guidance
The post holder will receive supervision, direction and line management from the Chair of the Board.
