CONSIDERATION OF APPROVAL OF A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OR DESIGNEE TO AMEND CONTRACT
NUMBER00-146-250-0 WITH LAKE ELSINORE AND SANJACINTO WATERSHEDS AUTHORITY (LESJWA) FOR A PUBLIC RELATIONS PROGRAM

DISCUSSION

On October 19, 2000, the State Water Resources Control Board (SWRCB) adopted Resolution No. 2000-082 authorizing the Executive Director or designee to enter into a contract with LESJWA in accordance with the Costa-Machado Water Act of 2001 (Act), Lake Elsinore and San Jacinto Watershed Subaccount (Subaccount). The initial subject contract (Number00-146-250-0) for an amount not to exceed $1.75 million was executed on May 3, 2001, awarding a portion of the $14.55 million Subaccount. Under this initial contract, LESJWA will perform the tasks outlined below.

LESJWA has asked the SWRCB to amend the contract and add a task for implementation of a public relations program with a budget of $200,000. The program is needed in order to educate the public on such matters as fishery enhancement, bio-manipulation, and metal salt addition to Lake Elsinore. This program contributes to nutrient control and fishery enhancement by encouraging stakeholder involvement and providing overall awareness of water quality issues. This program will increase the current contract amount from $1.75 million to $1.95 million.

APPROVAL FOR THE EXECUTIVE DIRECTOR OR

DESIGNEE TO AMEND CONTRACT NUMBER 00-146-250-0

WITH LAKE ELSINORE AND SAN JACINTO WATERSHEDS

AUTHORITY (LESJWA) FOR A PUBLIC RELATIONS PROGRAM

WHEREAS:

  1. On October 19, 2000, the State Water Resources Control Board (SWRCB) approved Resolution No. 2000-082 authorizing staff to execute a contract with LESJWA for work to be completed under the auspices of the Lake Elsinore and San Jacinto Watershed Subaccount of the Costa-Machado Water Act of 2000.
  1. Contract Number 00-146-250-0 was executed on May 3, 2001 to perform various tasks including monitoring and feasibility studies and program administration.
  1. The language in SWRCB Resolution No. 2000-082 authorizing execution of a contract and the subsequently executed Contract Number 00-146-250-0 specifies an “amount not to exceed,” thereby requiring that a new authorizing resolution for this amendment is required.
  1. Section 79104.104 of the California Water Code authorizes the SWRCB to fund various water quality projects, including nutrient control and fishery enhancement.
  1. An amendment to Contract Number 00-146-250-0 in the amount of $200,000 is needed to implement a public relations program task directed toward nutrient control and fishery enhancement, thus increasing the current contract amount from $1.75 million to $1.95 million.
  1. The public relations program contributes to nutrient control and fishery enhancement by encouraging stakeholder involvement and providing overall awareness of water quality issues.
  1. The State Budget for Fiscal Year 2000-01 allocated $8,000,000 to the Subaccount for the SWRCB to fund local assistance projects. Funding this request from LESJWA will leave $6,050,000 still available for this year’s authorization for local assistance projects.

THEREFORE BE IT RESOLVED THAT:

The SWRCB authorizes the Executive Director or designee to amend Contract Number00-146-250-0 to add a $200,000 public relations program task directed toward nutrient control and fishery enhancement.
