25/14 MINUTES OF THE LAST MEETING

The minutes of the Planning Committee meeting held on 01 July 2014 were submitted as circulated and read.

26/14 MATTERS ARISING

26.1 14/02425/VAR 1 Red Barn Lane Variation of Condition

The Town Clerk reported that she had received complaints from Mr Good, the applicant regarding the Town Council’s objections to his application. He accused the Council of regularly leaving unprofessional comments on the planning portal but, when asked, could not give specific examples, other than his own.

Members reviewed the comments submitted and whilst accepting of the request to remove reference to the Planning Inspectorate their objections to the application remained.

RESOLVED:

That the reference to the Planning Inspectorate in comments made to application 14/02425/VAR be removed but the sentiment of the objections to the application remain.

27.2 Shelton Hospital Development Update

The Town Clerk reported that Andy Gittins and Richard Harman were unable to attend today but sent the following responses to members’ comments made at the last meeting.

Highways – The roundabout proposed on the Welshpool Road (connecting the site to Shelton Gardens) is under review. Shropshire Council’s Highway department supported it as the roundabout acts as a traffic calming measure but they have concerns over the visibility splays. Moving it further south would impact further on the protected trees.

Councillor Nutting reiterated his preference to have a T-junction instead of the mini roundabout on Welshpool Road if feasible.

Pedestrian Link – This has now been included in the latest site design plan. The applicant was initially reluctant to include the path due to security risks and whilst a site visit has been conducted, specific details are still to be submitted and agreed. It is thought that the footpaths will be finished in a hard standing material i.e. tarmac.

Sporting facilities – Shropshire Homes are aware of the issues with the cricket and bowling facilities and propose to use retractable netting along the boundary of the cricket pitch to improve safety. The players insist this will not address the problem as the houses are still too close and as the ball does not stay within the pitch, still posing Health and Safety issues.

Vehicle Access and Parking – It is unclear who is required to provide access and parking facilities as it does not form part of the application.

Trees – The Tree Officer, Steven Shields, has raised concerns about the arboricultural impact on the site as groups of trees are likely to be lost and the plans do not suggest how such loss will be mitigated.

Land Adoption/amenity green space – The Town Clerk explained that the plans for the adoption of the open space are vague and the Town Council’s position on adopting green space is still unknown.

Loss of junior football pitch – The Town Clerk reported that Shrewsbury Town Council Officers met with the Sports Development Team and found a solution to fitting in the junior football pitch without the loss of car parking space.

RECOMMENDED:

That the Case Officer, a representative from Highways and Howard Thorn from Shropshire Homes be invited to the next meeting.

Members considered the Tree Preservation Order proposed for the land at and adjacent to the former Highfield Dairy and raised no objections.
