The General Secretariat of the EU, through DGE VI - Directorate for the Western Balkans, Eastern Europe and Central Asia requests EU Member States and European Institutions to second experts or support the advertisement for contract regime to the following expected positions with the ICO/EUSR for Kosovo, according to the described requirements and profile:

A. Essential Requirements

Citizenship – Candidates must be citizens of a Member State of the European Union (EU), enjoying full rights as citizens.

Integrity - The selected candidates must maintain the highest standards of personal integrity, impartiality and self-discipline within the ICO/EUSR Preparation Team. Participants are not permitted to provide or discuss any information or document as a result of access to classified and/or sensitive information related to the ICO/EUSR Preparation Team or respective tasks and activities. The participants shall carry out their duties and act in the interest of the ICO/EUSR Preparation Team.

Knowledge of the EU Institutions – Candidates should have a good knowledge of EU Institutions, particularly those related to the Common Foreign and Security Policy, including the European Security and Defence Policy.

Knowledge of the Western Balkans – Candidates should have a good knowledge of the history, culture, social and political situation of the Western Balkans, and should be familiar with the work of the ICO/EUSR Preparation Team and the proposals of UN Special Envoy Martti Ahtisaari for a comprehensive settlement of Kosovo’s status.

Negotiation Skills - Candidates must have excellent negotiating skills and the ability to work professionally in a stressful and diverse environment.

Flexibility and adaptability – Candidates must be able to work in arduous conditions with a limited network of support. They must be able to cope with possible extended separation from family and their usual environment. Ability to work as a team player, excellent interpersonal and communication skills. Field experience in a multilateral working environment would be an asset, but is not essential.

Physical and mental health – Candidates must be physically fit and in good health without any physical or mental problems or substance dependency which could impair their operational performance in the ICO/EUSR Preparation Team.

Ability to communicate effectively in English and other languages – Staff members must be fully fluent in written and oral English language. Knowledge of the Albanian and/or Serbian languages would be an asset.

Computer Skills - Skills in word processing and spreadsheets are essential. Knowledge of other IT tools would be an asset.

B. Essential Documents and Requirements for the Selected Candidates

Passport - Seconded personnel should ideally obtain a diplomatic or service passport from their respective national authorities.

Visas - Contributing countries and ICO/EUSR Preparation Team members must ensure that visas are obtained for entry into the ICO/EUSR Preparation Team area prior to departure from their home country. It is also essential to obtain any transit visas, which may be required for passage through countries en route to the Balkans/Kosovo area.

Security Clearance: Selected personnel must have or obtain a national security clearance "EU SECRET" level or equivalent.

Certificate/Booklet of vaccination – Selected personnel must be in possession of a valid certificate/booklet of vaccination showing all vaccinations and immunisations received and should be vaccinated according to the required immunisations for the geographical area.

Medical Certificate: Selected candidates must be in possession of a valid certificate declaring fit to participate in the context of ICO/EUSR Preparation Team activities.

Driver's Licence – Selected personnel must be in possession of a valid civilian driver licence for motor vehicles (Category B or equivalent) and should be able to drive 4 wheel drive vehicles.

D. JOB DESCRIPTIONS

Community Affairs Unit (CAU) Preparation Team

POLICY ADVISOR – COMMUNITY RIGHTS

(1 position, reference PT044)

Main tasks

·  To participate in the planning of the future international presence in Kosovo through bilateral contacts with relevant international and local partners involved with the protection of the rights of communities not in the majority in Kosovo, including central and local government officials, international liaison offices and organisations, NGOs, think tanks and civil society bodies.

·  To advise the ICO/EUSR Preparation Team and prepare strategy papers and analyses on community rights matters.

·  To liaise with international and local partners on current and future developments affecting community rights in Kosovo, providing regular reporting on activities.

·  To assist the head of the ICO/EUSR Preparation Team in drawing up plans for the structure and role of the future ICO/EUSR office dealing with community rights issues.

·  To coordinate closely with Community Affairs Unit staff working in the related fields of Decentralisation and Cultural and Religious Heritage to maximize the effectiveness of the CAU in protecting and promoting the rights of communities and improving inter-ethnic relationships in Kosovo.

Qualifications and Experience

·  Advanced University degree in Political Sciences, International Relations, Diplomacy, Law, History, Social Sciences, Economics or other relevant subject.

·  At least 5 years of working experience in a policy analytical and/or implementation position in a national or international context, or to have a minimum of 7 years of progressively responsible professional experience at management level.

·  Sound knowledge of the EU Institutions and European policies, particularly related to the Common Foreign and Security Policy, including the European Security and Defence Policy.

·  Proven ability to produce imaginative and workable solutions to complex problems.

·  Proven experience in project leadership/implementation.

·  Familiarity with the current political situation in Kosovo and the Balkan region.

·  International experience, particularly in crisis areas, with multi-national and international organisations.

·  Proficiency in Serbian language would be an asset.

Policy Advisor – Spatial Planning (Religious and Cultural Heritage)

(1 position, reference PT045)

Purpose and scope of the position

The Policy Officer assigned to the Religious and Cultural Heritage (RCH) section of the Community Affairs Unit (CAU) will focus on a variety of political and technical issues relating to the implementation of a future Settlement of Kosovo’s status, in particular in the field of RCH. In this capacity, he/she will assist and advise the ICO/EUSR Preparation Team in preparation of the establishment of a future International Civilian Office.

Duties and responsibilities

·  Work in close co-operation with the Ministry of Environment and Spatial Planning (MESP), the Institute on Spatial Planning (ISP), the Kosovo Cadastral Agency (KCA) and local cadastral offices providing overall hand-on technical and advisory services in the field of spatial planning with focus on the establishment of Special Protective Zones (SPZ) and protection of Religious and Cultural Heritage (RCH).

·  In relation to SPZ:

(i)  Analyze/review existing and planned laws and practices on spatial planning and propose amendments

(ii)  Assist on the proper identification of SPZ in the Kosovo Spatial Plan (KSP) and in the spatial plans and maps of all affected municipalities. This entails the incorporation of provisions relating to SPZ in KSP, as well as in urban/municipal development plans and local regulatory plans

(iii)  Provide support to the process of spatial planning at local level and assess the impact of SPZ on local development

(iv)  Identify problems and offer solutions.

·  Assist in physically identifying the perimeters of the SPZ as per Settlement Proposal.

·  Liaise with international and local key stakeholders including UN-HABITAT, OSCE, Council of Europe and Cultural Heritage without Borders (CHWB) throughout the process.

·  Organize and conduct trainings on integration of Religious and Cultural Heritage in Spatial Planning at central and local level.

·  Contribute content-wise to campaigns organized for the promotion and the awareness-raising on SPZ.

·  Conduct field visits collecting information and reporting on issues and events relating to the field of RCH and advising on action to take;

·  Contribute to regular and hoc reporting, as required;

·  Advise on and assist in preparing for the establishment of a future International Civilian Office, in particular the RCH section of the Community Affairs Unit (CAU);

·  During the phase of implementation, monitor, inform and advise in accordance with provisions of the Settlement the Head of the CAU on the indicated above issues;

·  Perform other duties as required.

Qualifications and Experience

·  Advanced University Degree in Architecture, Urbanism and Spatial Planning or related.

·  A minimum of 7 years of reckonable experience in the field of Spatial Planning; direct experience in the field of RCH would be considered an important advantage.

·  Specialized knowledge and experience in drafting and interpretation of laws with regards to the built environment (planning /cultural heritage) in the context of spatial planning will be an asset.

·  Experience of working in advisory/policy-making capacity.

·  Good communication and public relations skills, analytical skills and initiative required.

·  Proven ability to produce imaginative and workable solutions to complex problems.

·  Previous international experience.

·  Negotiating and diplomatic skills, as well as a high degree of flexibility.

The following attributes would be a distinct advantage:

·  Knowledge of Albanian or Serbian;

Policy Unit (PU) Preparation Team

POLICY ADVISOR

(2 positions, reference PT046, one of the posts to be combined with “Reporting Officer” functions)

Main tasks

·  To participate in the planning of the future international presence in Kosovo including through bilateral contacts with relevant international and local partners.

·  To liaise with international and local partners on current and future political developments in Kosovo, providing regular reporting on issues relevant to the ICO/EUSR Preparation Team's mandate.

·  To prepare strategy papers and analyses for the ICO/EUSR Preparation Team on political matters, in particular by assisting with forward planning. To assist the Head of the ICO/EUSR Preparation Team in drawing up plans for the structure and staffing of the future ICO/EUSR offices to deal with political issues.

·  To compile reports on a regular basis for submission to EU institutions in Brussels and EU Member States on the activities of the ICO/EUSR Preparation Team, and relevant developments in Kosovo.

·  To compile special reports as required.

·  To instruct and liaise with ICO/EUSR Preparation Team’s office, units and sections on the information to be submitted; to analyse this information and provide feedback to offices, units and sections.

·  To ensure that ICO/EUSR Preparation Team staff members are aware of reporting procedures and submit good quality information for analysis.

·  To provide advice to the ICO/EUSR Preparation Team on political issues, as required.

·  In accordance with the mandate for the ICO/EUSR Preparation Team, to promote political co-ordination, advise and support the Head of ICO/EUSR Preparation Team's efforts in setting-up and improving on-the-ground coordination on political and future planning matters.

·  To maintain contacts with relevant NGOs, think tanks and civil-society bodies.

Qualifications and Experience

·  Advanced University degree in Political Sciences, International Relations, Diplomacy, Law, History, Social Sciences, Economics or other relevant subject.

·  For the Policy Advisor/Reporting Officer, at least 3 years of working experience, experience with writing reports.

·  For the Policy Advisor/General: at least 5 years of working experience in a policy analytical and/or implementation position in a national or international context, or to have a minimum of 7 years of progressively responsible professional experience at management level.

·  Sound knowledge of the EU Institutions and European policies, particularly related to the Common Foreign and Security Policy, including the European Security and Defence Policy.

·  Proven ability to produce imaginative and workable solutions to complex problems.

·  Proven experience in project leadership/implementation.

·  Thorough understanding of the political situation in Kosovo.

·  Excellent command of written and spoken English (the post holder will be responsible for dealing with sensitive information and so the highest standards of integrity are crucial).

·  International experience, particularly in crisis areas with multi-national and international organisations.

·  Knowledge of security sector legislative and governance issues (advantage).
