3. ORAL QUESTIONS FROM ELECTORS (115/04)

An elector asked that the footpath between the Skatepark at Sunderland Road and the Village Hall Car Park be kept clear of detritus from the embankment.

The Deputy Clerk informed Members that the office staff were aware of the problem and were taking steps to rectify it.

5. MAYORAL COMMUNICATIONS (117/04)

The Mayor thanked Members for their support of his Charity dinner at the China Express, either in attending or by sending a donation. He said that the event raised £1234.00 for the East Anglian Air Ambulance and The Leprosy Mission.

He also spoke about the High Sheriff’s Awards Ceremony held in the Council Chamber at Sandy. Four of the eleven nominees for the region were from Sandy, although unfortunately none was the overall award winner.

At the Chairman of Mid Beds District Council Awards, Mr Ken Lynch was the first runner-up.
The Mayor reminded Council Members that the Sandy Civic Service was to take place on the 13th March 2005 at 3.00 pm.
21.1.05 Supported by the Mayoress, Deputy Mayor and Deputy Mayoress, attended the

Mayor of Wisbech’s Charity Dinner/Dance.

22.1.05  With the Mayoress, attended the Mayor of Houghton Regis’ Burns Night.

23.1.05  Gave the Civic welcome to the Bedfordshire Royal British Legion County

Annual Conference which took place at Sandy Upper School.

26.1.05  With the Mayoress, met with the Reverend Derwyn Williams to finalise the

arrangements for the Civic Service.

4.2.05  Supported by the Mayoress, attended the film premiere screening of

“This Was Me” at Sandye Upper School. The film was commissioned by

Manor Farm Family Centre and was shot in Sandy and Biggleswade.

6.2.05  Attended with the Mayoress, the Town Mayor of Leighton-Linslade’s Civic

Service.

8.2.05 Attended the Budgens Community Pancake Races held at St Swithun’s V C

Lower School.

11.2.05  With the Mayoress, attended the Mayor of Flitwick’s Fundraising Valentine’s

Dinner.

18.2.05  Supported by the Mayoress, attended the Mayor of March’s Charity Ball.

19.2.05  Attended with the Mayoress, the Town Mayor of Dunstable’s Black & White

Charity Ball.

23.2.05  With the Mayoress, hosted a Charity Dinner at the China Express Restaurant.

24.2.05  Supported by the Mayoress, attended the High Sheriff’s Awards Reception for

East Mid-Bedfordshire held in our Town Council Chamber.

25.2.05  Attended with the Mayoress, the Chairman of Mid Bedfordshire District

Council’s Civic Reception, Dinner and Awards Presentation held at Cranfield

University (Silsoe Campus).

(a) Meeting of Planning Parks & Open Spaces Committee held on Monday 10th January 2005.

RESOLVED: That the Minutes as previously circulated be approved and adopted.
RECOMMENDATIONS: There were none.

(b) Meeting of Sandy Town Council held on Monday 17th January 2005.

RESOLVED: (a)That the Minutes, including Exempt Minute, Minute No (103/04), which had been previously circulated, be received, approved and signed as a correct record.

(b) That Exempt Minute, Minute No (103/04) remain as an Exempt Matter.

(c) Estimates Meeting of Sandy Town Council held on Monday 24th January 2005.

RESOLVED: That the Minutes which had been previously circulated, be received, approved and signed as a correct record.

(d) Meeting of Finance & General Purposes Committee held on Monday 31st January 2005.

RESOLVED: (a) That the Minutes, including Exempt Minute, Minute No (F67/04), as previously circulated be approved and adopted with the following amendment to item 6:
ALSO RESOLVED: That the Clerk be requested to write to Mid Beds D C to object to the proposed reduction in the hours that the CCTV cameras were monitored.
(b) That Exempt Minute, Minute No (F67/04) remain as an Exempt Matter.
RECOMMENDATIONS:

PURCHASE OF RAMPS FOR LOADING LDV VEHICLE
RESOLVED: That TFL Truck Fitments of Bedford be instructed to undertake the supply of ramps to the LDV at a cost of £720.00. The additional £524.00 required above the original estimate should be taken from the Interest received on the Capital Account.

STRATFORD ROAD INTRUDER ALARM

RESOLVED: (a) That the action taken by the Deputy Clerk in consultation with the Mayor and Deputy Mayor be endorsed.
(b) That the sum of £539.00 be funded from the Contingency Account.

RESOLVED: (a)That the Minutes, including Exempt Minute, Minute No (113/04), which had been previously circulated, be received, approved and signed as a correct record.

RECOMMENDATIONS:

TOWN CENTRE ENHANCEMENT

RESOLVED: That the grant already promised by the Town Council in respect of the provision of trees, seats, litter bins etc in this scheme be increased from £15,000.00 to £25,000.00 with the finance actually being found from the Capital Account.
MATTERS ARISING: That the Clerk be requested to contact Biggleswade Town Council to enquire as to the source of the notices they have acquired for their street lights.

7. MATTERS ARISING (119/04)

(a) Sunderland Road Pavilion/Secure Storage Depot (77/04) (18.10.04)

The Chairman of Sandy Upper School Governors’ reply to the Clerk’s letter of 2nd October which had been previously circulated was received.

RESOLVED: That the reply received be noted.

(b) Oral Questions from Electors - re Budgens Supermarket Entrance (83/04)

No reply had been received to the Clerk’s letter of 10th December 2004.

RESOLVED: That a further letter be sent to the Management Surveyor of Budgens in order to hasten a response.

(c) WAGN Rail Services to Sandy and Related Problems (101/04) (17.1.05)

No replies had been received to the Clerk’s letters to the Area Manager of WAGN (28.1.05) or the Managing Director (31.01.05).

RESOLVED: That further letters should be sent in order to hasten a response and that these should be copied to the Rail Passengers Council.

8. REPORTS FROM REPRESENTATIVES (120/04)

(a) The Minutes of the Community Liaison Forum Meeting held on Monday 7th February 2005 were received.

(b) Cllr Blaine reported that he had attended a meeting of the Community Warnalarm and that at present they have 35 units in use with 18 available. The Community Liaison Forum had given a grant to the group to enable it to provide an alarm for resident with special needs.
Cllr Downing reported on:

The Good Afternoon Club whose programme of events for the year includes talks on Bedfordshire Privies, the Battle of Trafalgar, Remembrance Day and WWII.

Mid Beds Council for Voluntary Service whose new Training and Development Officer has arranged a Funding Fair for Thursday March 10th 2005.
Youth Club Management Committee. This is now under the control of OFSTED and the service in Sandy has recently been inspected.
Talk of the Town Bus. A report has been prepared on a meeting held to get feedback from users and Mr Stephen Sleight would like to give a presentation on it to the Town Council. Cllr Downing was asked to liaise with the Clerk to identify a suitable date.
Cllr Aldis reported that a meeting of the DART Transport Group was to be held in the Council Chamber on 1st March 2005.
He also reported that the Community Safety Group was in the process of obtaining wheelie bin stickers (Kill your speed) for several areas of Sandy. He also said that they were looking for secretarial help at meetings.
Cllr Jaeger reported on a Local Council’s Joint Charter Meeting attended by the Deputy Clerk and himself. A written report would be produced for the next Finance and General Purposes Committee.
Cllr Gale informed Members that work would start on the Cambridge Road Bridge project the following week.

9. CLERK’S REPORT (121/04)

(1) (a) Accounts 01.04.04 to 31.1.05

RESOLVED: That the list of Receipts and Payments for January 2005, which had been on display prior to the meeting, be received and approved.

(2) Sports College Monitoring and School Sports Co-ordinator Partnership

Sandy Upper School had written to request that Sandy Town Council appoint a member of the Council to join the “Annual Review Board” in connection with the monitoring of the Sports College Status and the Partnership. This Board will meet annually on or around the 11th July. The first meeting being on 11th July 2005.

Other representatives of the Board will be from the Youth Sport Trust, LEA, County Council, District Council, Clubs and the School.

RESOLVED: That Cllr D W Jaeger be appointed as the representative of Sandy Town Council
to the Annual Review Board.

(3) Biggleswade Area Crime Prevention Panel
Cllr Mrs Gautier Groom is the Council’s nominated representative on this Panel. It is unlikely that Cllr Mrs Gautier Groom will be able to attend meetings for some time and Cllr Goss (her substitute has intimated that he does not wish to be the Council’s regular representative.

Meetings are held 5 times a year with the next being on the 16th March, 18th May, 20th July and 21st September.
No Member was available to attend these meetings.

(4) Town Council Appointed Director of S.A.N.D.Y. Ltd
RESOLVED: That Cllr D W Jaeger be appointed as a Town Council Director of S.A.N.D.Y. Ltd.

(5) Controlling Commuter Parking in “Railway Towns”

Harlington Parish Council propose to host an exploratory meeting to see if the five railway towns in Mid Bedfordshire might be able to persuade the District Council to impose Traffic Regulation Orders on roads near railway stations where there are known commuter parking problems. Council was invited to send up to two members to this first joint meeting to be held on Tuesday 22nd March at 7.30pm at the Parish Hall, Church Road, Harlington.
A Member of the District Council informed the Town Council that a recent meeting of Mid Beds District Council had resolved to undertake an urgent review of the Decriminalised Parking Enforcement and that Towns and Parishes were to be involved in the review.

RESOLVED: That Cllrs Blaine and Jaeger be appointed to attend the joint meeting in Harlington.
