Specific Regulations
Article 1. Organization
The 53rd TOUR OF SLOVAKIA is organized by Medzinarodne cyklisticke preteky OKOLO SLOVENSKA, Junácka 6, 831 04 Bratislavaunder the regulations of the International Cycling Union. It is to be held from 02. 09.to06. 09. 2009.
Article 2. Type of event
The event is open to athletes of the Men Elite and Under 23categories. The event is entered on the UCI Europe Tour calendar
The event is registered as a class2.2 event. In conformity with the UCI rules, points are awarded as follows:
First eights riders in general classification
1st pl. / 2nd pl. / 3rd pl. / 4th pl. / 5th pl. / 6th pl. / 7th pl. / 8th pl.40 / 30 / 16 / 12 / 10 / 8 / 6 / 3
First three riders of every stage or half-stage - 8, 5, 2 points
Leader of the general classification in every stage and half-stage – 4 points
Article 3. Participation
As per article 2.1.005 of the UCI regulations, the event is open to the following teams: UCI Continental Team,National Team, Regional or Club Team
As per article 2.2.003 of the UCI regulations, teams must be formed of minimum 4and maximum 6 riders.
Article 4. Race headquarters
At the start, the race headquarters shall be open 1stSeptember 2009starting 2 PM (14.00)and located at the following address:PARK KULTÚRY A ODDYCHU, Námestie Slobody 3, 974 00 Banská Bystrica.
Team representatives are requested to confirm their starters and collect their race numbers at the race headquarters on the 1stSeptember 2009from2 PM (14.00)to 5 PM (17.00).
The team managers' meeting, organized in accordance with article 1.2.087 of the UCI regulations, in the presence of the Members of the Commissaires’ Panel, is scheduled 1st September 2009 at6 PM (18.00) at PARK KULTÚRY A ODDYCHU, Námestie Slobody 3, 974 00 Banská Bystrica, in room on 1st floor (100 m from Hotel Lux).
The team presentation with official opening ceremony is scheduled 1st September 2009 at 8 PM (20.00) at NÁMESTIE SNP BANSKA BYSTRICA. All riders and all teams must attend this team presentation in team jerseys with bike.
Article 5. Radio-tour
Race information will be broadcast on the following frequency: 424,6625 MHz
Article 6. Neutral technical support
The technical support service is handled by organizers.
The neutral support is taken care of by means of: three regular car.
Article 7. Feeding procedures at time trial
For the 3rdstage VRÁBLE – VRÁBLE – ITT 21,0 km - run off as an individual time trial, riders will start every 1 minute – first 15 riders in general classification every 2 minutes - in reverse order of the general classification by time after 2ndstage BANSKÁ BYSTRICA - VRÁBLE.
However the Commissaires Panel may alter this order in order to avoid two riders of one team starting in succession.
Article 8. Bonuses
Time bonuses (applied only to the individual general classification) are awarded for the following stages (2.6.019):
1st, 2nd, 4th and 5th stage.
They are awarded for intermediate sprints and the stage finish. The time bonuses awarded are as follows:
1.)For each intermediate sprint 3, 2 and 1 seconds are awarded to the first 3 riders classified respectively
2.)At the stage finishes, 10, 6 and 4 seconds are awarded to the first 3 riders classified respectively
Article 9. Finishing time limits
Taking into account the characteristics of each stage, the finishing time limits have been set as follows:
*Moderately hilly stages15 %stages:1st , 2nd,4thstage, 5th stage
*Time trial stage25 %stage: 3rdstage
The time limit may, in exceptional circumstances, be increased by the Commissaires' Panel in agreement with the organizer according to the article 2.6.032.
Article 10. Classifications
The following classification(s) will be issued:
Individual General Classification By Time
Classification shall be calculated in accordance with UCI Regulations.
The leader of the general classification on time will wear aYELLOW jersey.
When two or more riders make the same time in the general individual time placings, the fractions of a second registered during individual time trial (3rd stage) shall be added back into the total time to decide the order.
Mountains/Climbers´ classification
A Mountains/Climbers´ classification is to be contested over the 12 counting climbs for this classification.
The following points are allocated for each category:
1st category climbs (7)
-to the 1st:7 points
-to the 2nd:4 points
-to the 3rd:2 points
2nd category climb (3)
-to the 1st:4 points
-to the 2nd:2 points
-to the 3rd:1 point
A general classification will be drawn up by totalling the points scored on all the climbs counting for the Mountains/Climbers´ classification.
The leader of the classification will wear aRED POLKA DOT jersey.
In accordance with article 2.6.017 of the UCI regulations, in the event of a tie in the individual general classification of the Mountains/Climbers´ competition, the following criteria shall be applied until the tie is broken:
- Number of first places in the 1st category climbs
- Number of first places in the 2nd category climbs
- General individual classification by time
To receive the prizes for the general classification, each competitor must have completed the whole course of the race within the time limits set by the regulations.
Points Classification
A point classification will be drawn up by totalling the points awarded in each of the 4 stages and 1 half-stage and in the intermediate sprints.
The following points are allocated for each intermediate sprint:
- to the 1st3 points
- to the 2nd2 points
- to the 3rd1 point
At the finish of the 1st, 2nd, 4th and 5th stage
10, 9, 8, 7, 6, 5, 4, 3, 2, 1 points to the first 10 finishers.
The leader of the classification will wear a BLUE POLKA DOT jersey.
In accordance with article 2.6.017 of the UCI regulations, in the event of a tie in the individual general classification of the points competition, the following criteria shall be applied until the tie is broken:
- Number of stage wins
- Number of the wins in the intermediate sprints counting for the general classification on points
- General individual classification by time
To receive the prizes for the general classification, each competitor must have completed the whole course of the race within the time limits set by the regulations.
Team Classification
In accordance with in article 2.6.016 of the UCI regulations, the team classification for the day shall be calculated on the basis of the sum of the three best individual times from each team. In the event of a tie, the teams are separated by the sum of the places acquired by their three best placed riders on the stage. In the event that the position is still tied, the teams are separated by the placing of their best placed rider for the stage.
The team general classification shall be calculated on the basis of the sum of the three best individual times from each team in each stage ridden. In the event of a tie, the following criteria shall be applied in order until the teams are separated:
- Number of first places in the daily team classifications
- Number of second places in the daily team classifications
Etc.
In the event that the position is still tied, the teams are separated by the placing of their best placed rider in the individual general classification.
Any team reduced to fewer than three riders shall be eliminated from the team general classification.
Under 23 classification
The Under 23 classification is restricted to riders born since the 1. January 1987.
The leader of the classification will wear a WHITE jersey.
Article 11. Priority of the distinctive jersey
If a rider is leading more than one classification, the order of priority of the distinctive jersey shall be a follows:
1. general classification by time - YELLOW
2. general classification by points – BLUE POLKA DOT
3. general climber´s classification – RED POLKA DOT
4. general classification Under 23– WHITE

In accordance with 2008 Financial obligations the organizers race in cat. 2. 2 are authorized to collect 2% of the prizes money paid to the athletes for the Council of the Fight Against Doping (CFAD).
A grand total of 16 010 euro will be awarded in prize money in accordance UCI Reglement.
Article 13. Antidoping
The antidoping tests will take place at

Article 14. Awards ceremony
In accordance with article 1.2.112 of the UCI rules, the following riders must attend the official awards ceremony:
The first three riders of the stage
The leaders of thegeneral classification and following secondary classifications: classification by points, climber´s classification, classification young riders.
The riders will present themselves at the podium in a time limit of maximum 15minutes after crossing the finish line.
Moreover, at the general finish of the event, the following riders must also present themselves at the final awards ceremony:
The first three riders of the event
The winners of the following secondary classifications: classification by points, climber´s classification, classification young riders and the best team in team´s classification.
Article 15. Penalties
The UCI penalty scale is the only one applicable.
