The Steele County Board of Commissioners met at 8:00 a.m. Present were Chairman Lance Fugleberg and Commissioners Dennis Lindstrom, Ted Johnson, and Jane Amundson. Commissioner Randy Richards was absent.

The meeting was called to order and agenda reviewed.

Commissioner Lindstrom made a motion, seconded by Commissioner Johnson, to approve the minutes of the April 3, and 12, 2012, meetings as presented. All members present voted yes. Motion carried.

Steele County Public Safety Coordinator Don Huso met to present the changes requested by the commission to the weight restriction and load capacities document. Commissioner Johnson made a motion, seconded by Commissioner Amundson, to adopt the amendments prepared to the Ordinance to Classify Highways as to Weight and Load Capacities for SteeleCounty roads. All members present voted yes. Motion carried.

Steele County Highway Superintendent Tim Lee presented reports on various road department matters: Repairs are progressing on the Newburgh Township bridge; permanent barricades have been placed at the Easton Township bridge site; the Easton Township bridge has been inspected and will not be able to be repaired; approximately 400 yards of sand for Golden Lake was donated by Keith Johnson and was hauled to the Golden Lake beach area; and information from the county auction held April 27, 2012, was reviewed.

Tammy Dollpresented the required Title VI annual training to the commissioners.

Unemployment claims for the highway department were reviewed.

The biennial township road mileage report was reviewed. The final document will be prepared for approval and signatures at the June, 2012, meeting.

Basic repairs were completed on the drinking fountain on the third floor of the courthouse. Replacement of the fountain will not be planned at this time.

Steele County Director of Tax Equalization Emily Halverson met with the commission to review several items. A Steele County Soil Committee has not yet been established. Ms. Halverson explained that there are not individuals interested in serving on this board. Ms. Halverson presented information regarding valuation of the Wetland Reserve Program acres. This program is under a thirty-year easement. It is estimated that 2000 acres of SteeleCounty land is involved in the WRP.

The process for valuing inundated agricultural land was explained. An application is available that must be completed and submitted annually. Land value can be reduced if approved by the county commission.

Modifiers available for use in valuing agricultural land were discussed. EdendaleTownship and RiversideTownship reviewed property within its jurisdiction and have asked to use modifiers. It was again explained that the county needs a soil committee to help develop use of the modifiers in the valuation process.

Commissioner Lindstrom made a motion, seconded by Commissioner Johnson, to value property in the Wetland Reserve Program as the soil survey calculates and that until the county has a working soil committee, SteeleCounty will not implement the use of modifiers for soil valuation. All members present voted yes. Motion carried.

Emily Halverson reported that several properties that were required to be valued were not valued by the local assessors. Ms. Halverson was directed to send a letter to the assessor, township clerk, township chairman and owner of the properties explaining that the valuation will be added to the property under the omitted property law. It will be explained, that in the future, if the county or a private appraiser is required to value property that the assessor was aware needed appraising, the cost of correcting this will be billable to the township. Currently, several townships and the city of Luverne contract with the county to perform assessing duties. If the county needs to perform assessment duties, they should be treated the same as the entities that pay for the services.

A discussion was held regarding the law requiring current property cards for each parcel.

The commission recessed to meet as the Steele County Weed Board at 9:35 a.m.

The commission reconvened at 10:15 a.m.

Sheriff Wayne Beckman presented the information from the auction held last week. The commission approved the purchase of four, six-foot plastic tables to replace the tables sold at the auction. Sheriff Beckman also requested that a portion of the proceeds be used to make repairs to the emergency trailer. Specific details will be presented with cost estimates.

The state mileage reimbursement rate was increased effective April 17, 2012. Commissioner Lindstrom made a motion, seconded by Commissioner Amundson, to set the mileage reimbursement rate at $.60 per mile and to review this rate on a quarterly basis. All members present voted yes. Motion carried.

Recent expenses incurred by our sheriff’s department staff for transporting prisoners from various correctional facilities were reviewed. It was noted that if the facility were contracted to do the transportation, we would be using the correctional facility budget to pay for these costs. The county will use the correctional facility budget to pay costs associated with transportation of prisoners.

The Steele County Water Board provided a document naming it in a complaint brought by Joel and Jane Hashbarger.

Vice-Chairman Jane Amundson will serve on the Steele Canvass Board for the June Primary Election.

A letter was reviewed from the North Dakota Department of Veterans Affairs outlining the training that has been completed by Steele County Veterans’ Service Officer Dennis Kubischta. The commission wanted it noted that it is very pleased with the efforts of Mr. Kubischta in obtaining the required training and in the services he provides to county veterans.

Commissioner Lindstrom made a motion, seconded by Commissioner Amundson, to have Steele County serve as the pass-through agency for the playground equipment project for the west side of Golden Lake. All members present voted yes. Motion carried.

A recap of the recent park board meeting was presented, as Commissioner Amundson was unable to attend.
