CONSTITUTION

BY-LAWS

KERN SECTION

Article I.  NAME AND PURPOSE

Section 1.01  The name of the organization shall be known as the Kern Section of the National FFA Organization.

Section 1.02  The purpose of the organization is the same as that listed in the National Constitution and specifically enlists the cooperation of the chapters within the section to promote activities on a sectional level.

Article II.  ORGANIZATION AND FUNCTION

Section 2.01  The organization is composed of the local FFA chapters within the eastern parts of Kern County. Chapters shall consist of;

(a)  Arvin

(b)  Bishop

(c)  Bakersfield

(d)  Foothill

(e)  Golden Valley

(f)  Highland

(g)  Lone Pine

(h)  Kern Valley

(i)  Mira Monte

(j)  North

(k)  Kern ROC

Section 2.02  The function of the organization shall consist of the following items:

(a)  To promote and encourage cooperative FFA activities on a sectional basis.

(b)  To secure finances as needed. There will be a yearly budget report distributed to every chapter.

(c)  To preside over meetings involving sectional FFA activities.

(d)  To provide suitable awards for any activity the section sponsors. Activities such as Parliamentary Procedure, Public Speaking, or Athletic events.

Article III.  MEMBERSHIP

Section 3.01  Membership in the Kern Section shall consist of two forms:

(a)  Active

(b)  Honorary

Section 3.02  The Executive Committee of the Kern Section shall be organized as follows:

(a)  The Executive Committee will consist of the six elected officers.

Section 3.03 Sectional Delegates

(a) Each delegate shall be an active member of the chapter represented and shall be currently enrolled in a vocational agriculture class within that high school.

(b)  Voting delegates must be designated prior to a business session.

Section 3.04 The Kern Section FFA is open for membership to any student who is a member in good standing of a chapter within the Section.

Section 3.05 Responsibilities of Sectional Officers

(a) Each officer is charged with the responsibility of upholding the ideals and principles of the organization, as well as participating in all sectional activities, unless approved in advance by the Sectional Advisor.

(c)  Each officer shall be in appropriate official dress at all sectional events where required.

(d)  Sectional officers shall conduct themselves at all times to be a credit to their organization, section, chapter, school, community, and family.

(e)  Each officer must meet and maintain minimum levels of eligibility for athletics and activities. Violation of this rule shall result in an officer’s inability to serve out their term of office.

(f)  Each officer should strive to observe the guidelines outlined in the FFA Code of Ethics.

Article IV.  SECTIONAL OFFICERS

Section 4.01  Offices of the section shall consist of;

(a)  President

(b)  Vice President

(c)  Secretary

(d)  Treasurer

(e)  Reporter

(f)  Sentinel

(g)  Advisor (The advisor shall be appointed by the Sectional California Agriculture Teachers Association at their Spring Planning Meeting. The Advisor is paid a stipend each semester as approved in the annual budget.)

(h)  Regional Vice President representing Section (To serve as an ex-officio member

of the executive committee.)

Section 4.02  Procedure

(a)  The officers of the section shall be elected annually by a majority vote of those delegates present at a designated meeting. The election shall be done by secret ballot. The incoming Regional Vice President and sectional advisor will do the counting of ballots and announce top vote receivers.

(b)  The Regional Vice President representing the Section shall be elected at the spring regional meeting in the position of Regional Vice President. The regional vice-president shall serve as an ex-officio member of the Sectional Officer team.

(c)  Each chapter may nominate a maximum of two candidates to run for sectional office. A third, provisional application from any school may be submitted at the same time as regular applications but may only be used if the original total number of applications for the section does not reach ten 10. Chapters will be notified about the eligibility of provisional applicants no later than the end of the day applications are due.

(d)  The sectional officer applications (given to the delegates at the spring regional meeting) must be received by the sectional advisor three weeks prior to the election. These applications will be posted on the regional website for viewing by the sectional delegates.

(e)  Members wishing to serve as a sectional officer may not serve as a regional officer in the same year.

(f)  Candidates for sectional office must hold the Chapter FFA Degree and have a minimum 2.5 GPA.

Article V.  DUES

Section 5.01  The sectional delegates will determine annual dues at the fall meeting.

Article VI.  MEETINGS

Section 6.01  Meetings shall be in accordance with the program of work. The sectional president shall call any special meetings required.

Article VII.  PROCEDURE

Section 7.01  Parliamentary procedure used in all meetings will be in accordance with Robert’s Rules of Order.

Article VIII.  PROGRAM OF WORK

Section 8.01  The executive committee shall approve and distribute a Program of Work at the fall sectional meeting.

Section 8.02  Any recommended changes for the program of work must be submitted to the Kern FFA Section by the annual election meeting.

Article IX.  AMENDMENTS

Section 9.01  Copies of proposed amendments shall be submitted to each chapter at least fifteen days prior to voting on said amendment.

Section 9.02  A two-thirds majority vote of the sectional delegates present at a sectional business meeting is necessary for the passage of the amendment.

Section 9.03  Proposals of changes in the Kern Section Constitution will be submitted to all chapters by the Kern Section officer team in resolution form. Voting regarding the change(s) will take place at sectional meetings.
