Town of Pine Bluffs, Laramie County, Wyoming
Present: Mayor Alan Curtis; Councilmember Thomas Mohren; Councilmember Janna Kestner; Councilmember Donn Randall; Councilmember Michael Ragsdale; Kim Patterson, Treasurer; Carleen Graves, Clerk; Jerry Lamb, Public Works. Also, present, Nancy Sundin and Gary Collins, Pine Bluffs Post. Mayor Curtis called the meeting to order at 7:00 pm followed by the Pledge of Allegiance.
AGENDA APPROVAL Councilmember Ragsdale made a motion to accept the Agenda as proposed with a second heard from Councilman Randall. Motion passed unanimously with 4 ayes.
APPROVAL OF CONSENT AGENDA Councilmember Randall made a motion to Approve the Consent Agenda with a second Councilmember Kestner and the motion passed unanimously with 4 ayes.
CONSIDERATION OF CLAIMS
NEW BUSINESS Second Reading of Ordinances 2017-03; Ordinance creating Chapter 6, Article 15 of the Code of Ordinances of the Town of Pine Bluffs, WY prohibiting through truck traffic on certain streets, amending Chapter 6, Article 12-Bail Schedule and providing for an effective date. Discussion on controlling the speed was held again and it was the consensus of the Council to use a flashing light and paint “School” on the street at the corner of 6th and Beech. Councilmember Ragsdale made a motion to accept Ordinance 2017-03 on Second reading with a second from Councilmember Randall. Motion passed unanimously with 4 ayes.
Second Reading of Ordinance 2017-04; an Ordinance amending Chapter 6 of the Code of Ordinances of the Town of Pine Bluffs, WY, defining and regulating winter parking of recreational vehicles and providing for an effective date. Kim Patterson refreshed the Council on changes made from last meeting, removing “winter” from the Title as well as the months and seasonal to year-round. After much discussion, it was the consensus of the Council to go year-round with no fee for a 72-hour permit except for Councilman Mohren who only wants the winter months. Councilmember Ragsdale made a motion to accept Ordinance 2017-04 on Second reading as amended with a second from Councilmember Kestner. Motion carried with a 3 to 1 vote.
Review and approve Resolution 2017-08: A resolution amending the Town of Pine Bluffs service charges for solid waste disposal and recycling services: providing for severability and providing an effective date. Mayor Curtis asked Kim to update the Council on the Resolution. After discussion, Councilmember Randall made a motion to approve Resolution 2017-08 with the start date of September 1, 2017. A second from Councilmember Ragsdale was heard and the motion passed unanimously with 4 ayes.
Review and approve Travel and Expense Policy. Mayor Curtis again asked Kim to explain to the Council changes to this policy. This policy hasn’t been updated in quite a few years and it is bringing up to date with an expense chart to keep better track of expenses and where monies are being spent. She asked for approval with a start date of September 1, 2017. Councilmember Ragsdale made a motion to approve Resolution 2017-08 with a start date of September 1, 2017 with a second from Councilmember Randall. Motion passed unanimously with 4 ayes.
Review and approve Recommendation to Bond Projects Related to the 6th Penny Tax. Again, Kim reviewed the 6 projects and the time frame we will be collecting the funds from the Tax. With that in mind she recommended that the only projects to be bonded now would be the Electric Project and Public Works Department. After questions from the Council, Councilmember Mohren made a motion to go ahead and Bond the said two Projects with a second from Councilmember Ragsdale. Motion passed unanimously with 4 ayes. Devin with Sunrise Engineering was here to present to the Council a mapping system and study proposal of the Town of Pine Bluffs. After questions and discussion from the Council Councilmember Randall made a motion to accept the proposal from Sunrise Engineering with a second Councilmember Ragsdale. Motion passed unanimously with 4 ayes.
VISITOR COMMENTS none
DEPARTMENT REPORTS Boyd Wiggam with Patton and Davison is about done working on the two draft Ordinances, Nuisance Ordinance and the Tree Ordinance. Councilmember Randall reported that he met with the Senior Citizens Board in July and they hired Trisha Burry to replace Karen in the kitchen and they are advertising for a part-time bus driver and a sub in the kitchen. Trail Days Committee will meet for a final wrap up. Councilmember Kestner reported that Sonja had 50 plus runners in the 5K run and 25 teams for mud volleyball over the weekend. Will be having a state disc golf tournament and a practice Kite festival in October. Mayor Curtis noted that we had good discussions with a lot of information brought forth at this meeting.

ADJOURNMENT Councilmember Randall made a motion to adjourn the meeting with a second from Councilman Mohren and motion passed with 4 ayes.
