Department General Rules

1.  All entries can be made using one of the following options:

a. Online entries – see online entry instructions, online entry deadline midnight July 3, 2015.

b. Mail in entries must be received in the fair office no later than July 3, 2015.

2.  Unsigned or incomplete forms will not be processed.

3.  Entry fee: $1.00 per entry for adult classes. Entry fees are non-refundable.

4.  Youth up to age 17 may enter youth/junior sections/classes at no charge in sections 11, 16, 17, 19, 21, 22 classes 13 - 14, 24, 26, 27, 29, and 30.Youth /Junior exhibitors may also enter adult classes under adult rules and entry fees.

5.  All adult class exhibitors must purchase a season pass ($20.00) or membership ticket ($25.00). Membership tickets can be sold only to Franklin County residents and include voting privileges for FCAS Board Members.

6.  Departments 7, 8, 10 vehicle pass may be purchased for $15.00.

7.  Three (3) entries per class maximum.

8.  No class changes will be allowed on day of check in.

9.  Entry tags may be picked up at the Secretary's Office prior to exhibit drop off and must be securely attached to articles. During drop off hours, entry tags will be available in the Fine Arts building only if entry fees have been paid. Otherwise they will be held in the Secretary’s Office for payment and pick up.

10.  Entries must be the original work of the exhibitor and not be previous Franklin County Fair first place or best of show winners from the previous 2 years.

11.  All precautions will be taken to protect exhibits from loss or damage, but the Directors, chairpersons and the Franklin County Agricultural Society will not be liable. Nor is any provision made for insurance, which shall be wholly the responsibility of the exhibitor.

12.  The Chairperson in charge reserves the right to reject or return all or part of any entry. Soiled or damaged articles will not be accepted.

13.  Any exhibitor who interferes with the judge in any way during the deliberation shall forfeit any and all premiums, which may be awarded them.

14.  The decision of the judges will be final.

15.  An entry may be given a downgraded placing (award) if the judge feels the item is not of expected quality. If only one entry is in the class, the judge can downgrade or give no placing (award) if the item is not of expected quality.

16.  Non-food exhibits must be brought to the Edwards Building on Thursday, July 16, 2015 between 3:00 pm and 7:00 pm. Times for food exhibits are listed with each section.

17.  Judging time schedule will be posted in the building. Classes will not be held for late exhibits.

18.  Food entries become property of the FCAS and will be used at the discretion of the Chairperson.

19.  Entries may be picked up from 9:00 am - 1:00 pm, July 26, 2015. You must have claim check to pick up entries. Entries not picked up become the property of the Fair Board.

20. As classes and rules may change on a yearly basis, it is the responsibility of the exhibitor to read and understand currently offered classes and rules and to meet the stated requirements for entry.

SECTION 1 - COMMISSIONERS’ PEACH PIE CONTEST

Judged by the Franklin County Commissioners. This contest draws much attention from fair spectators, politicians, and news media.

1.  Pies must be at the Edwards Building by 9:45 am Thursday, July 23.

2.  Judging is based on the scores from the following criteria.

Crust: Appearance, Color, Tenderness, Texture, Taste and Flavor.

Filing: Consistency, Texture, Color, Taste and Flavor.

SECTION 2 - ENGINEER'S CHILI CONTEST

Sponsored by Franklin County Engineer Dean Ringle and judged by local firefighters.

Red or White, Hot or Mild. Will the judges pick your chili?

Samples will be given of the exhibitors’ creations at the conclusion of the contest.

1.  Exhibits must be brought to the Edwards building by 5:00 pm Wednesday, July22.

2.  Chili must be in a kettle or pot.Containers will be returned after judging.

3.  Chili will be judged on overall taste as determined by judges.

SECTION 3 - CHEESECAKE CONTEST

1.  Exhibits must be brought to the Edwards building by 4:00 pm on Monday, July 20.

2.  Judging will begin after check in is completed.

3.  Cheesecakes can remain on the spring form pan bottom. Please make sure you pick up pan bottom after contest is finished.

3.  Recipe MUST accompany the entry, typed (portrait) on 8 ½ X 11 white paper using black ink.

4.  Judging is based on the following criteria: Original & creative use of ingredients, Taste, Appearance and Ease of Preparation.

5.  Entry Requirements: The entry must have at least one (1) pound of beef product.

4.  Display on paper or plastic plate. Bread should be well covered with plastic wrap. No pans will be accepted.

SECTION 14 – CANNING

1.  Entries should be brought to the Edwards building on Thursday, July 10, between 3:00 pm and 7:00 pm.

2.  All entries must be in a sealed pint or quart colorless glass jars with a metal lid. Jellies and jams may be submitted in 1/2 pint jars.

3.  Each entry must consist of two (2) jars of each variety, one for display and the other to be opened and judged.

4.  Attach tag to ring with rubber band and mark exhibitor number on the bottom of both jars with label or sticker.

5.  No decorated jars or lids will be accepted.

6.  Opened jars will be returned after they are judged. Jars can be picked up after the judging in the Edwards Building.

GENERAL RULES FOR ART EXHIBITS

1.  No kits, all entries must be the original work of the artist.

2.  Work must be securely mounted or framed with a securely attached wire to the back for hanging. Any item, excluding sculptures, not conforming to this rule will not be accepted and/or disqualified by the Department Chairperson.

3.  Sculptured pieces may not measure greater than 72 inches in any direction.

4.  All exhibits are to be of good taste and non-offensive to any person viewing the show.
