Horam Parish Council –MARCH2017 Reports
Chairman (Cllr M Cousins): Nothing to report.
Planning (Cllr M Cousins):
- By the time this is read the draft Wealden District Council Plan should be published and we will have a better idea of the number of housing that is proposed for Horam.
- General Planning see published minutes.
- Still trying to get a meeting with Beech Homes.

Highways Working Party/SLR:
- SLR meeting 10th March 2017 – notes to follow.
- Please continue to use the Highways website to report potholes etc. and keep the Clerk informed so we don’t double up.
The Horam Centre (Cllr M Cousins):
- The AGM was held on 28th February 2017. Robin Philips was re-elected as Chairman. Janet Fairweather as Treasurer and Virginia Roberts as Secretary.
- Next meeting of THC Management Committee will be in May. Further notes in due course.
Emergency Officer (Cllr L Parkyn): Need to update “emergency plan” to reflect communications and information section.

Last month 27 vehicle drivers were logged over the 30mph limit in Horebeech Lane.
24 letters were sent, by the police, to the vehicle owners. (Some vehicles had number plates obscured by mud; making accurate recording difficult.) Nine were travelling at or over 40 mph, with one Jaguar travelling at 48mph!
However, I believe the group is having a positive effect in reducing repeat offenders. This is borne out by the fact that, since October 2016, only one vehiclehas beenlogged fora second time. This Vauxhall was recorded both timesat 36mph.
With the days getting longer and the weather improving, it is hoped that more group members will be able to become active again.
Manor Oak Surgery Patients Group(Cllr Roberts): Nothing to report.
Maynards Green County Primary School(Cllr L Parkyn):
- ESCC education department (Admissions and transport) will not attend;
- New parent have joined us as governors;
- H,S & W inspection has taken place;
- Staffing levels at optimum;
- Three year budget in place;
- School may increase security fencing;
- School to extend play/activities area;
- Outdoor learning space and classroom is fully used; and,
- School will apply for a grant from the disposable “community fund)
Vines Cross News
- Parking disputes are increasing at main junction by pub, Hurstshaw Gardens, the top of Ballsocks Lane and by the main pond. Concern about access for larger Lorries and emergency services.
Other Matters: Library has been tidied up.
