Establishment of special infrastructure of a new type, oriented to the scientific-technical integration in the Pacific region.

Brief description of Project : its purpose and the principal activities (including when and where) :
The APEC Center for scientific-technical and innovative-technological cooperation put forward an initiative of promotion and realization of complex project on “creation of innovative hub network of APEC economies”.
The proposed project “APEC Innovative Hub” is an element of complex project and pilot in relation to other projects, which will become a part of the complex project.
Project purpose: to create a specialized infrastructure and event-driven complex for strengthening of dynamics of innovative cooperation in the region, including the mechanisms of scientific-technical cooperation of APEC economies through the innovative hub and teaching techniques of preparation of creative personnel (innovative agents) for work in the sphere of S&T developments promotion at international (regional) level in the APEC economies and markets.
Projects tasks:
1)  Creation of a concept of APEC Innovative Hub, establishment of basic infrastructure elements of the hub (business incubators, project centers, innovative-technological centers, consulting systems in the sphere of S&T integration jointly established with APEC economies).
2)  Working out of methodic base of their activity, elimination (harmonization) of inter-economies barriers in the sphere of trans-border innovations’ promotions.
3)  Establishment of small innovative enterprises in APEC economies, based on developments (technologies), developed in different economies.
4)  Holding of Forum “Innovative Hub – basic element of regional innovative system” in the extended format of venture fair.
The main events and schedule of the project:
May of 2007:
Proposal of the project during the 32 Meeting of APEC Industrial Science and Technology Working Group, acquisition of necessary information from the representatives of APEC economies.
Holding of the first Pacific Venture Platform “Primorye – Innovative Hub of Russia in APEC”
August of 2007:
Preparation of the Innovative Hub website, making contacts with innovative infrastructures of APEС economies through it.
September of 2007:
Report on the project implementation process during the 33 Meeting of Industrial Science and Technology Working Group.
November of 2007:
Development of educational course “Promotion of scientific-technical developments in APEC economies using mechanisms of the innovative hub”
February – April of 2008:
Innovative agents’ training
Report on the project implementation process during the 34 Meeting of APEC Industrial Science and Technology Working Group.
May of 2008:
Holding of the First Pacific Venture Fair and Forum on development of innovative cooperation of APEC economies with the use of mechanism of the innovative hub
July – August of 2008:
Consultations in APEC economies in the sphere of establishment of innovative hub in their territories with the next establishment of network structure.
September of 2008:
Report on the project implementation process during the 35 Meeting of APEC Industrial Science and Technology Working Group and proposal of new project devoted to creation of international innovative structures.
Innovative hub venue: Vladivostok, Russia.
The project meets the ECOTECH priorities:
-  Development of knowledge-based economy (the project will facilitate the intensification of transfer of new technologies to economy and, therefore, increase the share of hi-tech product in the total gross volume of product in the region).
-  Integration into global economy (the innovative hub will get a kind of bridge between Europe and APEC economies and by this it will strengthen integration processes in the region).
The project also meets the priorities of Manila Declaration:
-  Strengthening of economic infrastructure (the project will consolidate and strengthen the infrastructure of support and development of innovative entrepreneurship in APEC economies).
-  Development of human capital (the project is oriented to increase of creative level of people, dealing with innovations, increase of demand in APEC economies for innovation-motivated specialists)
-  Development of technologies of future (the project is designed to activate and intensify the process of development of technologies of future from idea to real implementation)
-  Development and strengthening of dynamics of growth of small and medium enterprises (it is supposed that during the project realization the mechanisms of creation and replication of small innovative enterprises, of increase of their sustainability and rates of capitalization, decrease of risks in their development will be worked out).
Project results’ dissemination:
The results of the project will be proposed to APEC economies for establishment of the analogue structures in their territories (with the next creation of a network).
The obtained information is planned to be applied in special trainings, schools, seminars for various people, engaged in the innovative process. The projects’ results will be disseminated through Mass Media and special web site of the Innovative hub.
Gender concern:
The project envisages a wide participation of women in the innovative process in the region, including as the heads of small innovative enterprises, directors and employees of the organizations established within the frameworks of the complex project implementation, as a teachers and coachers in the educational and training courses.
