Completion Fluids / Solids (Zinc Bromide)

Before you begin
Description
/ Fluid used to complete the well prior to first flow.
Category
/ E&P exempt if used downhole.
Analysis
/ No analysis is required, Zinc Bromide is identified from its MSDS. All completion fluid should be captured and returned to the vendor for credit.
Accumulation
/ Fluids that contain zinc bromide must be contained in portable tanks, cuttings boxes or drums and sent to an E & P waste disposal facility.
Waste Reduction
/ Return to vendor.
Disposal
/ NOTE: Do not discharge into water
·  Return to vendor for credit. This completion fluid is very expensive and this completion fluid is a Marine Pollutant.
·  As a last resort, dispose of at a state permitted E&P waste facility. Identify waste as 04 Completion Fluids.
Recordkeeping
/ ·  Complete entry in Hazardous Material Section [Section I] of the Apache Shipping Manifest.
The material description “Environmentally Hazardous Substance, liquid, n.o.s. (Zinc Bromide) RQ, 9, UN3082, PGIII” should be written in a blank line in Section I. The letters RQ are not needed if the containers hold less than 1000 pounds (23 gallons). Enter the number “171” in the column headed “Emergency Response Guide”.
If the zinc bromide is being sent to a state permitted E&P waste facility:
·  For shipments to shorebases in Louisiana, prepare Non-hazardous Oilfield Waste Shipping Control Ticket Form UIC-28 (See Example).
·  For shipments to shorebases in Alabama, Prepare State Oil and Gas Board of Alabama Waste Liquids Manifest (See Example).
·  For shipments to shorebases in Texas, or Mississippi no state documents are required.
·  Maintain a copy of manifest records at offshore and onshore facilities while active. Send original manifests with shipment.
·  Retain records for three years.


Shipping Instructions:

Completion Fluids / Solids (Zinc Bromide)

1. Call or FAX Dock/Base to schedule shipment.

2. Package Fluids in one of the following containers:

a. Cutting Boxes (15 barrels or less in volume)

b. 1A2 removable head and 1A1 non-removable head steel drums

c. Marine Portable Tanks

d. IM 102 Tanks

3. Mark Package:

a. Stencil container "Environmentally Hazardous Substance, liquid, n.o.s. (Zinc Bromide) RQ, 9, UN3082, PG III".

b. If shipping less than 1000 pounds (23 gallons), the letters "RQ" are not required.

c. Stencil Container-”Apache” and the generator's location (Eugene Island 158)

d.  MARINE POLLUTANT placard. (See example)

1.  For transport vehicles that contain bulk or non-bulk packaging holding more than one gallon of zinc bromide:

a.  The MARINE POLLUTANT mark must appear on each end and each side of the transport vehicle and must be visible from the direction it faces.

b.  Each side of the mark must be at least 9.8 inches (250 mm).

2.  A bulk packaging holding more than one gallon of zinc bromide:

a.  Must be marked with MARINE POLLUTANT on each end and each side and must be visible from the direction it faces.

b.  Each side of the mark must be at least 9.8 inches (250 mm).

3.  For non-bulk packaging holding more than one gallon of zinc bromide:

a.  The MARINE POLLUTANT mark shall be placed in association with the CLASS 9 hazard warning label.

b.  Each side of the mark must be at least 3.9 inches (100 mm).

4. Label Package:

a.  CLASS 9, Miscellaneous Hazardous Materials label near the proper shipping name.

b.  For packages having a volume over 64 cubic feet (478 gallons) and for portable tanks of less than 1000 gallons: place labels on at least two ends (other than the bottom) or two sides.

c.  See attached labels

5. Prepare manifest using either of the following:

a.  Complete entry in Hazardous Material Section [Section I] of the Apache Shipping Manifest:

The material description “Environmentally Hazardous Substance, liquid, n.o.s. (Zinc Bromide) RQ, 9, UN3082, PGIII” should be written in a blank

line in Section I. The letters RQ are not needed if the containers hold less than 1000 pounds (23 gallons).

b.  For shipments to shorebases in Louisiana, prepare Prepare Non-hazardous Oilfield Waste Shipping Control Ticket Form UIC-28 in Louisiana (See Example). DO NOT SIGN THIS CONTROL TICKET. It is required to be signed in the presence of the truck driver. Dock personnel must sign.

c.  For shipments to shorebases in Alabama, Prepare State Oil and Gas Board of Alabama Waste Liquids Manifest.

d.  For shipments to shorebases in Texas, or Mississippi no state documents are required.

6. Placard Vehicle/Vessel:

a.  For cargoes of 1000 pounds (23 gallons) or more: Class 9 placard with number 3082 in center and number 9 underlined in the lower corner.

b.  For cargoes less than 1000 (23 gallons) no placard required for transport vehicle.

c.  Cargo or portable tanks shall be placarded as above on opposing sides if capacity is between 119 and 999 gallons and on all four sides if 1000 gallons or more.

d.  See attached placard

7.  Load cargo in accordance with the following shipping limitations:

AIR / RESTRICTIONS (49 CFR 172.101)
Passenger Aircraft / No Restrictions
Cargo Aircraft / No Restrictions
WATER / RESTRICTIONS (49 CFR 172.101)
Cargo and passenger vessels / No Restrictions

8. Include MSDS with shipment.

INSTRUCTIONS

Read Carefully and Comply Fully

1.  Every shipment of wastes liquids shall be accompanied by this form.

2.  At the time of transport, the operator shall initiate the manifest by completing and signing Part I. The operator shall assign a sequential manifest number in the upper right corner. The number should be preceded by the operator code number provided by the State Oil and Gas Board.

3.  The transporter shall complete and sign Part II.

4.  The operator shall copy form and mail to the Board within ten (10) days.

5.  The original shall accompany the wastes shipment.

6.  Upon receipt of the wastes, the disposer shall complete and sign Part III.

7.  The transporter shall retain a copy.

8.  The disposer shall retain a copy and mail a copy to the operator and the original to the Board within ten (10) days.
