MINUTES OF A MEETING OF CLYST ST GEORGE PARISH COUNCIL

HELD IN THE VILLAGE HALL ON WEDNESDAY 13 APRIL 2016 AT 8pm

PRESENT: Cllr. M. Ackland-Smith (MAS) Cllr. J.Manser (JM), Cllr. P. Bragg (PB), Cllr D. Baker (DB), Cllr A. Meechan (AM), Cllr R. Horner (RH), Mrs. C. Newbery (CN).

  1. Minutes to Meeting 9 March 2016

Minutes were approved and signed.

  1. Declarations of interest

Cllr Bragg personal interest in 16/757 Res Land North of Ebford Lane as tenant.

  1. Correspondence – Clerk to report.

(a)Letter from Mr. Capon, EDDC Planning Appeals, dated 17.03.2016

(b)Update on BT and phone box – forms were delivered by Special Delivery and signed for,

Despite several calls to BT as yet we have not had any written response from them.

(c)VAZ – we are in dialogue with the officer in charge of this, Cllr Bragg is due to be trained shortly.

(d)Email re query regarding a closed pathway and reporting of dead tree needing treatment.

(e)Email re CPRE (Best Kept Village) I would advise that this is something we could look into for next year – we need the notice and time to prepared for this.

(f)Email Cllr Bowden re lack of pavements in Clyst Road – MAS to report later in Cllrs Reports

(g)Email to Environmental Agency regarding possible discharge of water from a business in

Darts Business Park directly into a stream – They have replied to say they are investigating this and will be in touch after investigations.

(h)Email to Highways re demolishing signage on Dual Carriage A376 towards Clyst St Mary – they have replied to say this will be done ‘in time’ – they are very busy at the moment.

5 County Councillor’s Report.

Cllr Bowden was not present and no report was forthcoming.

District Councillor’s Report.

MAS read report from Cllr Howe. Cllr Howe suggested that we could consider Branscombe Farm Lane 15/2101/MOUT as a community asset and apply to EDDC planning for consideration. This could also apply to other areas in the parish. This will be discussed at the

next meeting.

  1. Open Forum

(1)Mrs. Ouseley enquired whether the Queen’s birthday celebrations would be held inside or outside. Cllr Horner responded that it was, weather permitting, be held outside.

(2)Mrs Ouseley wished to organise a cricket match and asked whom she should contact. Cllr Bragg responded that she should initially contact the Cricket Club.

  1. Police Report –

The Clerk reported there was one crime reported during the month – on the 28th March criminal damage was caused by a drunk person leaving the pub and damaging a window. This is currently under

Investigation.

PCSO Donna Baker commented that she did notice that on the 27th March (rugby match day)

Civil Enforcement Officers had again ticketed all offending vehicles on Clyst Road, so she is

hopeful that the message is now getting through that any illegal parking will not be tolerated.

Clerk reported on the accounts that had been circulated.

  1. The Pound

In the absence of Cllr Dearsley Cllr Bragg reported. He had also attended when the school visited the Pound. There were approximately 7 – 8 twelve or thirteen year olds who looked atthe work required. They were going to report back to us with details of what they intended to do. We will await Cllr Dearsley’s return for further update.

  1. Neighbourhood Plan

Cllr Manserreported that he is currently writing the Pre-Submission Plan and putting policies forward and justifying them, when completed he will circulate to Councillors after which will submit draft to Council. He reported that the Parish Council requires a design statement and any new development will have to comply with reference to architecture etc. The design statement to go in conjunction with the Neighbourhood Plan. He confirmed that if this is agreed, then this document will have to be complied with. MAS queried timescale. CllrManserhoped this would be by September/October.

  1. HM The Queen’s 90th Birthday Celebrations

Cllr Horner requested funding from the Parish Council to hold celebrations in Clyst St George for the parish. There were five residents involved in the organisation of this. He requested that the Council could fund the hog roast, which will cost £500 and include 2 people to serve the roast, as they had in past jubilee celebrations. Cllr Bragg confirmed that the past celebrations had been very well supported. Cllr Horner said that there would be two bouncy castles, other food, a beer tent and that the Village Hall would also be contributing. After discussion, it was unanimously agreed that the Council would fund the hog roast to the sum of £500, which will be paid direct to the supplier,on the proviso that any surplus funds be donated to local charities, as had been done in the past. The Parish Council also need a written detailed request for their records.

  1. Future Public Safety of Pedestrians

MAS reported that there is still an issue with the width of the pavement on the A376 along the boundary of Rosario. She requested authority for the Clerk to approach Highways as the footpath presently there is too narrow. Cllr Baker commented that a large amount of mud had been washed away into the path, which was unacceptable. He confirmed that there cannot be a crossing on the dual carriageway. MAS confirmed that Cllr Bowden had been enquiring about a footpath in Clyst Road but this was development driven. It was also felt that there may not be sufficient space for a pavement.

Cllr Baker – nothing to add

Cllr. Horner – no report

Cllr Manser – reported that we had been successful with the 2015/2016 Parishes Together Fund for £200 for ditch clearing. Cllr Bragg queried whether this included grass cutting - Cllr Manser confirmed not, ditch clearing only.

Cllr Bragg – nothing to report.

MAS reported that she had received a query from a resident in Clyst St George regarding the unofficial footpath. She had met with Mr Philip Broom. He confirmed he had shut the gate providing access – there was no official footpath – because some dog owners had let their dogs run looseand contaminate his grass which is used for animal feed.He was also going to remove the stile, which would block off the cricket field because of this. MAS could not persuade him to change his mind – Mr Broom could not tolerate possible damage to his animals because of some carelessness of dog owners and MAS agreed with his decision.

MAS reported that the Enforcement Officers had attended four times in Clyst Road, and would continue to do so on match days – it was proving effective. She also reported that the Clyst Valley News was now being delivered again to the Sandygate area which is appreciated.

MAS also reported that she had received a phone call from South West Water regarding flooding at the Wharf. They confirmed they were having CCTV cameras put into the sewers, and had sealed manhole covers in an effort to remedy the problem.

PLANNING

1]16/0496/FUL Green Mead, Clyst Road, Topsham EX3 0DB First Floor Extension to bungalow

Cllr Baker confirmed that this had been discussed last month. All agreed to approve with no

comments.

2]16/0351 Compound 3 Business Park - Application for storage for Boat repair.

Cllr Baker confirmed been discussed last month. Cllr Manser commented that this had been

Turned down years ago because of access – this has now been changed. All agreed to

approve.

3] 16/0434 LBC Marianne Pool Farm, Clyst St George – Alterations to farm building to facilitate

conversion to dwelling.

Cllr Baker reported that the comments had now been received from the Conservation

Officer which was generally supportive, but not of application. All agreed to support

Conservation Officer.

4] 16/05632/FUL Rosario, Ebford, EX3 0QN Demolition of bungalow and construction of two

storey dwelling and provision of paddock (revised design to planning approval 15/0605/ful

to include addition of two chimneys and alteration to fenestration)

Cllr Baker reported that the main elevation remained unchanged, he had no issues with this.

All agreed.

5] 16/0711/LBC Marsh Barton Farm, Clyst St George EX3 0QH – Re-slating roof, repairs to 5

Chimneys. Form new eaves detail and ventilation.

DB reported this was a Listed Building. All agreed to support.

6] 16/0757RES Land North of Ebford Lane Between Kingston Hill and Netherfield, Ebford.

Reserved matters application for the construction of 1no dwelling granted under appeal

Reference APP/U1105A/13/22/0594 (approval of access, appearance landscaping, layout

And scale)

Cllr Baker considered this was acceptable, was outline with matters reserved for single

Dwelling. Cllr Bragg remarked that it was in keeping with other properties. MAS reported

that she had been in touch with neighbours, both of whom had made comments regarding

being overlooked. Mr. Prest had complained indicating that he objected to the windows,

was not allowed to have his windows overlooking neighbours, and if this application was

approved, then there would be double standards. Cllr Meechan queried whether further

development was intended and the privacy of the adjoining property. MAS queried also the

drainage problems there, and Cllr Mansersuggested that EDDC could tighten up on

drainage in the area. DB will report accordingly.All agreed.

Late Application 16/0871/ful Rosario, Ebford EX3 0QN Construction of detached garage,

Home Office and games room ancillary to detached dwelling approved under 15/0805/ful.

DB reported that this application had only been received late today and full plans had not

yet been received. He requested that this matter be deferred to next meeting in view

of lack of plans. All agreed.

MAS enquired whether anyone had any questions.

Mrs. Francis enquired whether it was necessary to have a hog roast for the Queen’s Birthday Celebrations. She asked whether burgers, sausages and chicken could not be supplied. MAS suggested she speak directly with Cllr Horner regarding this.

Mrs. Cross enquired whether the Parish Council was dealing with an agent regarding Branscombe Farm. and the possible community asset registration. MAS confirmed that we were dealing with the Planning Department at East Devon District Council.
