REGULAR MEETING
April 11, 2016
The Monroe City R-1 Board of Education met in regular session on Monday,
April 11, 2016 at 7:00 P.M. Board members present were Mr. Dennis Long, Mr. Jim Underhill, Mrs. Linda Greening, Mrs. Suzanne Quigley, Mr. Todd Hays, Mrs. Michelle Kendrick, Mr. Dennis Moss, Mr. Roger Pennewell. Also present were Dr. Jim Masters, Mr. Josh Klusmeyer, Mrs. Kim Shinn, and Mrs. Linda Bichsel.
Mr. Dennis Long called the meeting to order with the pledge of allegiance at 7:15 p.m.
Board President, Mr. Dennis Long appointed Mrs. Suzanne Quigley as acting Board Secretary for the Organizational meeting.
Mr. Jim Underhill made a motion to certify the April 2016 election results; which was a No Contest Election. Mrs. Linda Greening seconded. The motion carried 7-0.
Mr. Dennis Moss made a motion to approve the declaration of the Board of Education 2015-2016 Sine Die. Mrs. Linda Greening seconded. The motion carried 7-0.
Mrs. Linda Greening made a motion to adjourn at 7:20 p.m. Mr. Dennis Long seconded. The motion carried 7-0. Mr. Todd Hays left the meeting.
Dr. Jim Masters, Superintendent of Schools called the organizational meeting to order at 7: 20 p.m.
Dr. James Masters issued the Oath of Office to elected members, Mr. Dennis Moss and Mr. Roger Pennewell.
Mr. Jim Underhill made a motion to nominate Mr. Dennis Long for President. Mrs. Suzanne Quigley seconded. Mrs. Linda Greening made a motion that nominations cease and Mr. Dennis Long be elected by acclamation. Mrs. Suzanne Quigley seconded. The motion carried 6-0; Mr. Dennis Long abstained.
Mrs. Suzanne Quigley made a motion to nominate Mr. Jim Underhill for Vice-President. Mr. Dennis Moss seconded. Mrs. Linda Greening made a motion that nominations cease and Mr. Jim Underhill be elected by acclamation. Mrs. Suzanne Quigley seconded. The motion carried 6-0; Mr. Jim Underhill abstained.
Mr. Jim Underhill made a motion to nominate Mr. Suzanne Quigley for Secretary. Mrs. Michelle Kendrick seconded. Mr. Dennis Moss made a motion that nominations cease and Mrs. Suzanne Quigley be elected by acclamation. Mrs. Linda Greening seconded. The motion carried 6-0; Mrs. Suzanne Quigley abstained.
Mr. Dennis Moss made a motion to nominate Mrs. Linda Greening for Treasurer. Mr. Jim Underhill seconded. Mrs. Suzanne Quigley made a motion that nominations cease and Mrs. Linda Greening be elected by acclamation. Mr. Dennis Moss seconded. The motion carried 6-0; Mrs. Linda Greening abstained.
Mrs. Linda Greening made the motion to adjourn the Organizational meeting at 7:30 p.m. Mr. Dennis Moss seconded. The motion carried 7-0.
President Dennis Long called the regular meeting to order at 7:30 p.m.
Mrs. Suzanne Quigley made a motion to approve the April regular session agenda. Mr. Jim Underhill seconded. The motion carried 7-0.
Dr. Masters reviewed the financial report.
In Old Business; the Board reviewed the Monroe City R-I School Board Rolling Action Item List (RAIL) No Action was taken.
In New Business:
· Mrs. Linda Greening made a motion to approve the consent agenda which includes: minutes from previous meetings, with corrections to the recorded vote; approval of bills & warrants, with the exception of check # 031070; approve $255,167.55 transfer from Fund I to Fund II; sand to set the next board meeting date for May 9, 2016 at 7:00 p.m. Mr. Jim Underhill seconded. The motion carried 7-0.
· Mrs. Michelle Kendrick made a motion to amend the March 14, 2016 regular session minutes to reflect the correct record of vote. Mr. Dennis Moss seconded. The motion carried 7-0.
· Mrs. Linda Greening made a motion to amend the March 10, 2016 special closed session minutes to reflect the correct record of vote. Mr. Dennis Moss seconded. The motion carried 7-0.
· Mrs. Linda Greening made a motion to approve check # 031070 to Brooke Ludwig. Mr. Dennis Moss seconded. Mr. Jim Underhill abstained. The motion carried 6-0.
· It was the consensus of the Board to execute reserved seating for the High School Graduation Ceremony on May 15, 2016.
· Mrs. Michelle Kendrick made a motion to approve the Principal’s Reports as presented. Mr. Jim Underhill seconded. The motion carried 7-0.
· Mrs. Michelle Kendrick made a motion to approve selling the 2003 Blue Bird AE bus for $ 4,500 and the 2008 IC CE bus for $ 20,000 to Spalding Bus Lines, LLC for a total of $ 24,500. Mr. Dennis Moss seconded. Mrs. Suzanne Quigley and Mr. Roger Pennewell abstained. The motion carried 5-0.
· Mr. Roger Pennewell made a motion to select the District paid health insurance as $4,000 HSA plan; with options to choose the $3,000 HSA plan, or the $1,500 PPO plan for the 2016-2017 school year. Mrs. Michelle Kendrick seconded. The motion carried 7-0.
· Mr. Jim Underhill made a motion to approve the preliminary FY17 tentative Salary Schedule with steps allowed. Mrs. Linda Greening seconded. The motion carried 7-0.
· Approval of Transportation Contract was tabled until Special Board meeting on Friday, April 15, 2016 at 12:00 noon.

Mrs. Suzanne Quigley made a motion to reserve the right to go into closed session at the next regular meeting or any meeting in the interim for personnel and litigation matters pursuant to RSMo 610.021 § (3), (6), (11), (13), and (14). Mrs. Linda Greening seconded the motion. Roll Call Vote:
