INTRODUCTION

The 2016 Legislature appropriated funds for the Teacher Principal Evaluation Program (TPEP) implementation during the 2016–17 school year. These funds support professional learning, research, and program development and maintenance.

TPEP ADMINISTRATOR TRAINING FUNDS 2016–17

A portion of the TPEP program funding is being set aside for administrator training for TPEP. School districts will apply for their allocation through iGrants Form Package 773. This grant funds TPEP administrator training activities from July 1, 2016 thru June 30, 2017. Note: claims for allowable expenses (listed below) will not be paid until a school district's plan for administrator learning has been approved by the Office of Superintendent of Public Instruction (OSPI) through the iGrants system.

Reimbursement of Expenses

Districts will claim reimbursement for TPEP administrator training expenses via the iGrants claiming system, in accordance with OSPI’s current grants management process. Documentation for expenses should remain in district files for audit purposes.

Allowable expenses (July 1, 2016–June 30, 2017):

·  Travel expenses for administrators to attend the following Educational Service Districts (ESD)-sponsored trainings:

o  Stage I and/or Stage II Instructional Framework (CEL 5D+, Danielson, Marzano)

o  Stage I Association of Washington School Principals (AWSP) or Marzano Leadership Framework

o  Rater agreement training

o  Feedback Conversations for Professional Growth: Learning-Focused Supervision

o  Teacher Overview Training of Trainers (TOTT)

o  eVAL 2.0 training

·  Substitute administrator/teacher cost so that administrators can attend the trainings listed above.

·  Stipends for non-contracted administrator time for the trainings listed above.

·  Consulting contracts with the instructional or leadership framework authors, ESDs, framework trainers, or Learning-Focused Supervision trainers listed as TPEP Training Providers on the TPEP website (http://k12.wa.us/TPEP/ProfLearning.aspx).

·  Copy and supply expenses to support local trainings for administrators.

·  Publications from the instructional and leadership framework authors, (CEL 5D+, Danielson, Marzano) and Learning-Focused Supervision are approved. Publications that support a deeper exploration of framework components are contingent upon written approval by the OSPI TPEP Director.

·  Registration fees for OSPI or ESD-sponsored regional events related to TPEP. Other events that may support TPEP implementation are contingent upon written approval by the OSPI TPEP Director.

·  Purchase of licenses for rater agreement tools to support the three instructional frameworks (CEL 5D+, Danielson, Marzano).

Excluded expenses:

·  Purchase of equipment, technology support, DVDs, videos, software, or licenses other than the rater agreement tools cited above.

·  Purchase of curriculum or assessment materials.

·  Consulting contracts, except with the instructional or leadership framework authors, ESDs, framework trainers, or Learning-Focused Supervision trainers listed on the TPEP website (http://tpep-wa.org/trainingpd/tpep-training-providers/).

·  Salary/benefits that supplant currently contracted administrator time.

·  Expenses before July 1, 2016 or after June 30, 2017.

TPEP TEacher TRAINING FUNDS Igrant 664

Districts are currently submitting grant proposals for iGrant 664 TPEP Teacher Training funds. This grant also closes on October 28.

changes in waSHINGTON ADMINISTRATIVE CODE (WAC) 392-191A

Several changes in WAC 392-191A have just been finalized. These changes include:

·  Carrying the score from the Comprehensive evaluation through the Focused evaluation period for teachers and principals who have completed the Comprehensive evaluation, have received a Level 3 (proficient) or Level 4 (distinguished), and have been moved to the Focused evaluation. This change is proposed to encourage teachers and principals to address areas of challenge during the Focused evaluation process.

·  Establishing a December 15 deadline for a teacher or principal on a Focused evaluation to be moved to a Comprehensive evaluation for that school year.

·  Expanding the definition of “observation” to include activities that may take place outside the classroom or school day.

The rules go into effect before the start of the 2016–2017 school year; however, districts may choose to implement the changes to the Focused evaluation in either the 2016–2017 or the 2017–18 school year. See the website for answers to anticipated questions about this pending rule change.

EVAULATOR TRAINING REPORT

By September 15, OSPI will distribute to district superintendents information about principal attendance at state-supported evaluator training during the 2015–16 school year. Districts should retain this information as another piece of documentation regarding the training of evaluators. Each district’s Superintendent is responsible for assuring that all evaluators have completed required training (see RCW 28A.405.130 at: http://app.leg.wa.gov/RCW/default.aspx?cite=28A.405.130.

LAUNCH OF eVAL 2.0

On July 25, eVAL 2.0, a completely redesigned version of the eVAL evaluation management system, was released. This version integrates a number of suggestions from users of the original eVAL, and provides a faster, more intuitive user interface. The tool is free to Washington districts. ESDs are offering trainings and support for implementation. Please see http://k12.wa.us/TPEP/eVAL/default.aspx for additional information.

IMPLEMENTATION OF CEL 5D+ VERSION 3.0

The TPEP Steering Committee approved the use of CEL 5D+ version 3.0 for evaluation purposes beginning in the 2017–18 school year. The scoring document that aligns CEL 5D+ 3.0 to the Washington State 8 Teacher Evaluation Criteria will be available next spring. Districts may begin training in CEL 3.0 at this time to prepare for the transition in 2017–18.

TPEP TRAINING OPPORTUNITIES

ESDs currently offer a variety of professional learning opportunities for both teachers and principals to support the implementation of TPEP. These include, in addition to the required instructional and leadership framework trainings, the following sessions:

·  Teacher Overview Training of Trainers (TOTT) prepares teacher leaders and administrators to deliver the six-hour teacher overview in their schools/districts.

·  Feedback Conversations for Professional Growth: Learning-Focused Supervision offers administrators practical tools and strategies for providing feedback conversations that support professional growth.

·  Rater Agreement provides administrators with opportunities to calibrate their observations with others and with their frameworks.

·  Fundamentals of Assessment offers teachers, coaches, and administrators an opportunity to dig deeply into this key area of instructional practice.

·  Evidence explores a practical approach for organizing a meaningful comprehensive evaluation.

·  Coherence examines the relationships and integration of Washington State Learning Standards (WLS), TPEP, and the Smarter Balanced assessments.

·  Student Growth provides teachers with support in developing robust, meaningful student growth goals and authentic ways of measuring their attainment.

Other modules in development include Criterion 3 (Differentiation) and Student Engagement. In addition, all TPEP trainings will be undergoing revisions throughout the course of the year to better address issues of equity and cultural competence.
