ECOP for Small-scale Civil Works of Pilot Towns in Gansu

1. General Introduction

1.1 Project Background

Gansu province is in the middle part of China, on the upper reach of Yellow River. The province has a total land area of 454,400 km2, with a total population of about 26.35 million. It consists of 14 cities/prefectures, 86 counties and 1191 townships. The GDP of the province is 411.946 billion RMB, 11.70% more than the last year. The robust industries with national advantages are seed production of maize, raw material production for brewing and beer, vegetables and potatoes. The small towns are experiencing facilitated development with the improved industrial support, infrastructures and social services.

Though some achievements have been made in the development of the small towns in Gansu, there are still some constraints for its further development. In order to speed up the agricultural modernization and industrialization at the township level in Gansu, and to establish the featured small towns, such as industry-oriented towns, resources-developing towns, agricultural towns with local specialties, traffic hub towns, commercial and trade communication towns, touristic towns and the towns combined with agriculture, industry and trade, the application has been made for securing the WB financing under Integrated Economic Development of Small Towns Project. One of the important components of the project is small-scale civil works. The project is aimed to solve the trading problem of the agricultural products, improve the infrastructure, increase the farmers’ income and promote the steady and speedy socio-economic development of the small towns.

The activities under this project component include the construction of the vegetable trading center in Dongwan Town, the demonstration center of animal husbandry cooperatives (association) in Hongshui Town, fruits and vegetables market in Zaojiao Town, fresh-keeping storage house in Ganquan Town, processing zone of the Chinese herbal slices and reconstruction of the Chinese traditional medicinal market in Meichuan Town, fruits products market in Shizi Town, agricultural products distributing center in Dongzhi Town, vegetables logistics and trading center in Dangzhai Town, Qilian jade-processing center and its supplementary facilities, and agricultural market in Hongsi Town, grape gas modulation base in Qili Town, agricultural technical service and agricultural product storage and dispatch center in Huahai Town. The above-mentioned sub-components will be constructed in accordance with the ECOP.

This ECOP include such contents as brief description of small-scale civil works component under IREDPT project, institutional arrangement for executing ECOP, plan for implementing environmental mitigation measures, plans for environmental supervision, reporting procedures and documentation.

1.2.2 WB Safeguard Policies

This ECOP is prepared to satisfy the WB safeguard requirements under OP4.01 (EA) which requires, that for Category B project, to develop an environmental management plan before and during construction, implement and supervise the environmental management plan and the mitigation measures during construction.

1.3 Main Activities under Small-Scale Civil Works Component

The main activities under small-scale civil works component are summarized in Table 1-1. Geographic location of the Project activities are also shown in Figure 1 and Figure 2 attached in this ECOP.

1.4 Objective of This ECOP

The Objective of preparing this ECOP is to develop a set of detailed, technically feasible and practicable, financially viable environmental countermeasures to mitigate potential adverse impacts; to make institutional arrangement among constructors, supervisors, operators, environmental administrators to implement the mitigation measures during project construction and operation phases to eliminate or reduce the adverse environmental impact to the acceptable level. The specific objectives are to:

⑴Define Obligations of Constructors and Operators in Managing Environment

The EPB of each project counties/districts, Gansu Design and Research Institute of Environmental Science (GDRIES) , as well as relevant design institute should check and verify environmental protection targets in details, to put forward practical environmental prevention and mitigation measures in the light with environmental features in the project region and construction site, and are to ensure that the prevention and mitigation measures be incorporated into the project engineering designs and contracted responsibilities of constructors and operators.

⑵Be the Operational Directory for Environmental Management

The procedures and rules proposed in this ECOP are to ensure the effective implementation of prevention and mitigation measures during construction and operation. This ECOP will be provided to construction supervisors, environmental supervisors and other units concerned whose responsibilities are defined and communication between them are also proposed.

1.5 Applicability

In view of the type of project activities, locations, sensitivities, scales and potential environmental impact, this project is categorized as “Category B” according to screening and categorization required by the World Bank safeguard policy on environmental assessment (OP 4.01). There is a need to establish environmental management mechanism, prevention and mitigation measures to minimize negative environmental impacts during construction and operation phases.

This ECOP is applicable to the small-scale civil work construction sub-projects of the 11 towns. This ECOP is prepared on the basis of the individual EIA carried out for the 11 project towns, and will be used as guidance to the key parties (including the contractor, environmental supervisor, the project owner, etc.) to take effective actions to mitigate the potential adverse environmental impact.

8 / Sunan, Hongwansi / Qilian jade-processing center and its supplementary facilities, and agricultural market in Hongsi Town: new construction of one ethnic product processing and entrepreneurial training center, two-storey main body, 30m long, 17m wide, storey height 4.2m, land coverage (512m2), construction area (2048m2); new construction of one trading hall in Hongwansi Town for livestock products, two-storey main body, 40m long, 30m wide, net height 8.1m, construction area (1980m2); new construction of two cold storages (each of 500t), 49.5m long, 18.6m wide, 4.8-6m high, each with a construction area of 920.7m2, of which, (machine room: 19.5m long, 18.6m wide, 6m high, construction area of 362.7m2 ; storage room: 30m long, 18.6m wide, 4.8m high, construction area of 558m2 ), the total construction area is1841.4m2 , hardened floor1637m2 ; green area 1000m2 ; purchase of 5 refrigerator cars and 2 forklifts.
