PURPOSE OF THE JOB

The Corporate Programmes have a critical, council-wide role in several dimensions:investment, resource management, change and benefitsrealisation. In this context the post holder will:
  • Deliver a Corporate Programme (and its associated portfolio of Projects), cross cutting the Directorate and Council, aligned to the council’s ambitions.
  • Maximise and realise benefits from programme activity
  • Ensure sub-programmes and projects are managed to the highest possible standards and that accurate and meaningful reports and reviews are available to the board.
  • Champion the concepts of programme and project management in the Council and Directorate
  • Lead the development and implementation of systems and processes at a corporate, programme and directorate level for effective programme management

The post holder will:

  1. Provide support, guidance, direction and challenge to the Programme Board, and to the Programme’s Project Sponsors and Managers.

  1. Lead, motivate and develop people and teams within the host Directorate and wider partner group, providing effective strategic leadership in order to deliver on specific duties and responsibilities and creating an appropriate culture, empowering others and demonstrating high standards. .

  1. Display personal and professional authority in order to effectively manage relationships with senior management across the Programme and the Council, and to support engagement and effect working with partners and stakeholders.

  1. Work with Programmes and Projects (Sponsors, managers and teams) and business/service areas in order to maximise and realise benefits to the Council and its customers.

  1. Build and maintain a sustainable business case for the programme, including a benefits realisation strategy, which drives the programme and its project portfolio.

  1. Identify links and dependencies outside the direct programme area and ensure synergies are maximised, opportunities exploited and risks minimised and the effective co-ordination of plans, projects and strategies.

  1. Develop and implement a stakeholder strategy that informs both the programme and its projects. Develop alliances and work effectively with partners, stakeholders and collaborators,

Put in place (or review), maintain and develop those systems and processes necessary for the effective running and management of the programme, its Board and the individual projects reporting to it. This must be done in line with the Sheffield City Council project management processes (PPM), such as:

8.Be an effective member of the relevant host directorate’s service area Senior Management Team, contributing as necessary torelevant service plan priorities, key performance and development objectives.

  1. Oversee and manage (either through line or matrix approach) the programme office where relevant, including all service plans, budgets and staff.

  1. Be responsible for embedding the corporate Programme Led Delivery agenda. In this context, corporate programme board managers will be an active part of a ‘virtual’ team made up of all six corporate programme board managers and Portfolio, Programme and Project Office (3PO). Precise tasks will be agreed once all programme managers are in place, but as a minimum, the post holder will:
  2. Work with Portfolio, Programme and Project office, the Corporate Programme team, and other Directorates to build and maintain a robust Sheffield City Council project portfolio;
  3. Contribute to the ongoing development of Sheffield City Council’s project and programme management approach – ensuring it remains fit for purpose;
  4. Lead on the implementation of EMT and Deputy Chief Executive (Programme Led Delivery sponsor) decisions relating to Programme Led delivery, ensuring the programme and host directorate is properly prepared to respond accordingly.
