Intra District Permit Process: (Transfer request within SAUSD)

1.  The general rule is that all students attend their “home” school of residence. An Intra District Transfer request is given to a parent wanting their child to attend another SAUSD school.

2.  Requests are considered on a case-by-case basis. The family meets with the principals of both the sending and receiving schools and presents information which persuades each principal that the request should be granted.

3.  The sending school (school of residence) Principal and the Principal of the receiving school (school requested) sign the permit acknowledging that they met with the parents and student regarding the request to transfer schools. Principals who deny a student must sign the document and indicate (denied).

4.  If both Principals do not agree on the requested change, the parents are to make an appointment with Senior Director of Pupil Support Services (PSS) to appeal the decision. The Senior Director of PSS will review the transfer request and make the final decision.

5.  Younger siblings of students who were on a permit in 2010-2011 will be given permits to attend the same school as their older siblings. (This process is similar to the process at fundamental schools – sibling priority.)

Intra District Transfer Request: Public School Choice

6.  Public School Choice/Program Improvement Schools: Schools must offer parents of eligible students the option of transferring to an available school within the District that has not been identified as P.I. (Program Improvement).

·  Parents who wish to apply for Public School Choice from any eligible Program Improvement school to a non-P.I. school may obtain a Public School Choice Transfer form from their school of residence or the district’s website at www.sausd.us.

·  Accommodating Public School Choice requests is based on space availability at non-P.I. SAUSD schools.

·  Students on a Public School Choice Transfer will be able to continue enrollment at the non-P.I. until they complete the highest grade level the school offers.

·  Senior Director approves Public School Choice requests.

·  Fundamental schools are excluded from this process.


Coding Intra Permits in the SIS:

7.  School Registrars will change fall school codes of students who are granted permits reflecting the change.

8.  Office Managers will conduct an address verification process before Friday, April 1, 2011 to ensure that all 5th/8th graders are coded correctly for the 2011-2012 school year.

Inter District Transfer Permits

Enrolling Inter District Permits: (Transfer Request into SAUSD)

9.  Inter District permits are valid for only one year. The Senior Director approves and signs all Inter District Transfer forms. Principals will be consulted to advise Senior Director to approve or deny request. Principals are not authorized to sign as district designee.

10.  Priority enrollment is granted to children whose parent/legal guardian is assigned to that school as his/her primary place of employment, siblings of student already attending the requested school, or for childcare reasons. Transfer permits normally will be approved if space is available at the school to school the transfer is requested.

11.  For the 2011-2012 school year, SAUSD is approving transfer request for continuing students with Principal’s approval.

12.  PSS will keep all 2011-2012 Inter District Transfer requests for the following schools: Heroes, Wilson, Davis, and Fremont until early part of September for placement. Parents are to enroll their child at their home district until space becomes available at the desired school.

13.  The priority is to provide space for students who live in their home school attendance area.

Revoking Inter/Intra District Permits:

14.  Once a student is on an Intra District transfer permit, the receiving school becomes the home school for the duration of the grade span of the receiving school.

·  A permit cannot be revoked unilaterally by a site principal; only Pupil Placement Committee (PPC) can remove a student from the receiving school.

·  The PPC procedures are to be followed for revoking the permit. On the Request for Action (RFA) form, check “Other” and write “Revoking Inter/Intra Transfer Permit”.

·  A parent may chose to move a student to the home school at will to return to school of residence (pending space availability) or to return to their district of residence.

15.  In the event that an approved transfer permit must be revoked due to: 1) Overcrowded classroom, 2) Poor attendance, 3) Poor academic performance, 4) Poor citizenship or 5) Providing false information in the transfer request, the school will make a good faith effort to notify the family of revoking their transfer in advance.

·  For reasons numbered 2 through 4 the transfer permit will be revoked at the close of the current semester or as determined at the Pupil Placement Committee Hearing.
