SUMMARY

Supervises and coordinates activities of personnel engaged in carrying out departmental objectives in the Community Development Department by performing the following duties personally or through subordinate personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Reviews unit's workload, schedules, personnel assignments, and status of on-going wok, projects and available personnel for work assignment in order to plan unit activities.

Assigns specific duties to personnel such as enforcing of department rules and regulations or government laws and codes; conducting investigations or research; writing technical, informative, or operational reports and papers; or working on special projects.

Reviews reports, papers and other records prepared by personnel for clarity, completeness, accuracy, and conformance with City and Department policies.

Prepares and administers department budget.

Coordinates work activities of the department with other units, committees, or agencies to prevent delays in action required, ensure compliance with applicable regulations; and to improve services to public.

Plans and conducts, or arranges for training of personnel in cooperation with Human Resources personnel.

Develops and coordinates federal and state grant funded programs for the City by performing the following duties.

Write grant application(s), according to format required and submits application to funding agency.

Writes periodic reports to comply with grant requirements.

Maintains files on grants and monitors paperwork connected with grant funded programs.

SUPERVISORY RESPONSIBILITIES

Is responsible for the overall direction, coordination and evaluation of the department. Also directly supervises four non-supervisory employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE

Fifth year college or university program certificate; or two to four years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS

Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from department heads, customers and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interests, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
