BACKGROUNDs

IFAD support for NPP-2 aims to achieve national coverage over a three-phase implementation period consisting of 15 years. The present project constitutes the first phase of IFAD support. It will be implemented in three selected pilot provinces, namely Balkh, Herat and Nangarhar, with planned geographical expansion to additional provinces over the second and third phases. The selection of Balkh, Herat and Nangarhar provinces is aligned with MAIL's intention to commence with seven priority provinces for NPP-2 roll-out across the country. The present project will cover 589 CDCs consisting of 60,000 households (450,000 people) across six districts – NahriShahi and DihDadai in Balkh, Karukh and Zendhajan in Herat, and Darah e Noor and Khewa/Kuzkunar in Nangarhar.

Job Summary:

Under the direct supervision of Senior Finance Manager and Finance Manager, Incumbents of the senior cashier is responsible for performing complex cashiering functions including receiving, recording and securing cash for fees or in payment for services.

receiving, recording and securing valuables; maintaining detailed account ledgers using automated equipment and files; and regularly auditing and reconciling accounts.

This position involves exercising considerable independence in handling large amounts of cash.

Duties and responsibilities:

1-The selected senior cashier will work directly under supervision of finance manager, receives payments in the form of cash/checks through Da Afghanistan Bank, Ministry of Finance for the expenses of Office operations.

2-Accepts cash, checks or bankcards for payment of fees or cost of goods/services received; completes check and bankcard transactions according to established procedures.

3-rendered; records amounts received; issues receipts; and secures cash;

4-Maintains cash drawer by adding deposits, and balancing total amounts of cash and

checks received against receipts and/or on-going accounts;

5-Posts charges and payments to an automated account keeping file, and checks the

accuracy of the information recorded;

6-Regularly audits and reconciles posted accounts; and cash books of all relevant projects.

7-Maintains tapes of daily cash register transactions and verifies records with collected cash

and bills at the end of the day;

8-Prepares cash and checks for deposit with appropriate bank deposit slips, and reconciles

bank statements with internal account records;

9-Disburses petty cash, makes change and cashes checks in accordance with established

procedures;

10-Preparing cash clearance with the mission team, while they are going for any mission outside of Kabul,

11- Preparing m12 clearance as per the Gov procedures, and submit it on timely basis to MoF.

12-Prepares reports and statements of cash receivable accounts by financial category and bytype of service for specially designated accounts; and report it to the finance manager

13-Receives and returns valuables for safekeeping and maintains detailed records thereof;

14-Uses computer applications or other automated systems such as spreadsheets, word

processing, calendar, e-mail, and database software in performing work assignments;

15-Performs related duties as needed to ensure the effective operation of the area of

Assignment;

16-Maintain and update daily, monthly and yearly accounts spreadsheets

17-Handles routine correspondence, as needed.

Required Knowledge and Experience:

  • At least 12 grade graduate preference would be given to university degree specific experience of cash management at least 3 years.
  • At least 4 years work experience in accounting and finance;
  • Committed, dedicated and trustworthy;
  • Fluent in Pashto, Dari andbasics of English;
  • Knowledge of accounting management;
  • Skills of advance payment clearance as per Government Policy;
  • Knowledge of basic cash management;

Knowledge, Skills and Abilities:

  • Knowledge of basic arithmetic.
  • Knowledge of basic bookkeeping.
  • Skill in cashiering procedures and techniques.
  • Skill in dealing effectively with people and problem solving.
