1Administration
1.1Welcome and introductions
In order to move forward within the uncertainty of reconstruction methods, policy and institutional arrangements in post earthquake by the government of West Java, the shelter coordination group initiated a first TwiG on information outreach. The aim was to give necessary information on how to buld back safely to community through various information media such as poster and leaflet.

- Existing Materials
Within the limited condition (time, human resources and financial), all participants agreed to work with available posters (from previous experience such as Yogyakarta and West Sumatera) as started point and modified them especially based on West Java’s context. Some of the existing materials are:
- Confined masonry- by UGM and IOM (modified from Yogyakarta to West Sumatera Context)
- Lightweight wall with timber and concrete construction- by UGM and IOM (for West Sumatera)
- Bamboo basic principles – by UGM/JAR (for Yogyakarta)
- Bamboo technical guidelines – by UGM/JAR (for Yogyakarta)
- Clean Up – Oxfam and JAR (for Yogyakarta)
- Confined masonry – by JICA (for Yogyakarta and West Sumatera)
- Basic DRR – by UN HABITAT (for West Sumatera)

Construction Materials
Since bamboo is endemic here in West Java and evidence found in the field that most of community use this materials for their houses, then it is decided that one of the outreach (poster) should disiminate information on bamboo construction.
It is also decided to give option on how to build earthquake resistant house with reinforced concrete structure and brick walls. It was thought that perhaps there are still many people want to build back their homes with these materials, therefore it is also important to give proper technical guidelines through poster.
Terminology & Durability
There was a question on how to use ‘Transitional Shelter’ and ‘Permanent Shelter’, but it was decided not to put those words in the posters for outreach. The most important thing is how to make the best out of the available local (construction) materials to be long lasting for future use (for housing extension, stall or warung, kitchen, etc). It is hoped that community could easily understand the basic principles of construction, and have options to build back safer.
While it is considered to be ‘too much’ to put process of treatment (for bamboo or timber for instance) for durability issue, one small section to explain few basic things to make the building more durable is need to be displayed (for instance selecting type of bamboo, sustainable harvesting, quality control, storage system, etc).
Using Local (Sundanese) Language or Terminology
Even though it was not necessary to use local/Sundanese language for technical guidance poster (with assumption that most of members of community understand Bahasa Indonesia), but some words perhaps will be better understood if using local language (for instance for DRR poster) or spesific terminology that known locally.
Logo
Apart from logos from respective agancies,donors,universities, It is agreed to also getting endorsement from Dinas PU (Public Works Office) and Provincial Government, and having their logos in the posters.
3Next meeting time/location
For efficiency issue, all participants agreed to have the next TwiG meeting after the regular Shelter Cluster meeting on Wednesday, 6th of January 2010. The tentative venue is in Ruang Rapat, Posko Gempa Jawa Barat, Gedung Merdeka.
