1. Background:

Global Framework for Action

The Global Framework for Action (GF4A) is an alliance of national governments, donors, civil society organizations and other development partners working together to increase political will and strengthen resource allocations for water supply and sanitation. Strengthening resource allocations will require improved mobilisation and better targeting of resources by both donors and national governments. The ultimate goal of GF4A is sanitation and water for all.

UNICEF will play a key role in the GF4A as host of the first annual High Level Meeting (April 2010) and will also house the temporary “Secretariat” from June 2009 to April 2010. Additional short-term inputs are required in order to meet UNICEF’s responsibilities within the GF4A over the next year.

Meetings

UNICEF is responsible for organizing the HLM, set for April 2010. In preparation for this meeting, there will be an Interim Core Group meeting in January 2010 in Europe, and a 3-4 country preparatory meetings in Asia in January and February. There will also likely be a donor meeting in January in Europe. The HLM will be in Washington DC in April 2010.

2.Purpose:

The purpose of this consultancy is to serve on the Global Framework for Action temporary Secretariat providing coordination, reporting, progress tracking and planning for GF4A and the UNICEF-hosted High Level Meeting.

3.Duty Station and Duration:

The consultant will be based in UNICEF/NY and will work for a period of 85 working days from 4 January to 30 April 2010. The consultant may work remotely when agreed upon with the Chief of WASH as long as it is from a location with good internet connectivity.

4. Activities, duration and deadlines

The consultant is tasked with:

  • Logistics: Manage meeting logistics and follow up, ensuring necessary services are provided and information, before and after the meeting, is communicated to participants
  • Internal Communications: Organize communications with the approximately 150 interested parties, ensuring the appropriate level of information is shared with the appropriate groups in a timely manner. This includes documenting meetings and tracking follow-up.
  • Progress Tracking: Organize and maintain current information and monitor progress for all countries and donors engaged in the High Level Meeting preparation process
  • Website Management: Work with the communications advisor to ensure content is up-to-date on the website

5.Supervision, Feedback and Reporting

The consultant will work under the daily guidance of the GF4A Advisor and the overall supervision of the Chief of the WASH Section, Programmes Division. The consultant will also work closely with GF4A’s Interim Core Group and the other GF4A Consultants (Senior Advisor, Communications Advisor). Regular feedback will also be provided as and when required.

7. Key skills and experience required:

-A University degree related to international development

-Experience working with meeting logistics and project management

-Effective communication skills in both written and oral communication

-Strong organizational skills

-Ability to multi-task and attention to detail

-Experience with and knowledge of institutional sector development partners in the WASH sector would be an asset

-Experience in international development, preferably the water and sanitation sector would be an asset

-Understanding of the work of the UN, and UNICEF would be an asset
