AUGUST 4, 2014

Meeting called to order at 7:00 p.m. All members present.

People in attendance were as follows: Roger Wavrunek, Lee Kaufmann, Kevin Fager, Frank Hlinak, Jim Falkowski, Dan Dufek and Steve Zeitler.

Pledge of Allegiance was recited.

Minutes of July 2014 meetings as presented were approved, as they coincide with existing recordings, on motion by Wavrunek, seconded by Herzog. All voting aye, motion carried.

Treasurer’s report read and approved on motion by Herzog, seconded by Wavrunek. All voting aye, motion carried.

Next meeting date is September 8, 2014 at 7:00 p.m.

A motion was made by Wavrunek, seconded by Herzog, to adopt agenda in any order. All voting aye, motion carried.

Public Input - Kaufmann mentioned large tree branch down in Krcma cemetery..

Building and Zoning. Kevin Fager appeared on behalf of Kurt Skaletski. Both Fager and Zeiter presented information on proposed building plans and lot combination survey. Motion made by Wegner, seconded by Herzog, to grant Kurt Skaletski a building permit for a new residence located on Old CC, contingent upon survey completion and recording, and receipt of all necessary sanitary and building permits from Manitowoc County. All voting aye, motion carried.

Town Board Reports -

Herzog reported $12,500.00 check has been returned to Legacy Construction.

Herman reported on receipt of Manitowoc Co. Board of Adjustment letter regarding inspection for KRR Enterprise LLC property and that bridge aid forms are due August 31, 2014.

Wavrunek reported that farmer is hauling feed over Old Y bridge.

Wegner reported Freon appliances collected weighed 3160 pounds. Did not attend ambulance meeting in July.

OLD BUSINESS:

Emergency Plan - Plan complete and copies distributed to board, county supervisor and Manitowoc County Emergency Management director.

Road Maintenance Projects -

Herzog gave update on road maintenance projects including:

Pautz Road - telephone poles have been relocated and work should begin August 11, 2014.

North Lake Road - work has been completed by Scott Construction. Cost was $330.00 higher due to change in stone used.

Old Y - work to begin 3rd week of August by Northeast Asphalt.

North Lake Road Culvert - paperwork has been completed by John Kropp and approved by DNR. Approximate cost from county = $4200.00. Dufek spoke to Tarnowski at Planning & Park regarding possible alternative water route. Herzog will take Dufek’s information and comments to John Kropp for review. Motion by Wavrunek, seconded by Wegner, to proceed and have Manitowoc County place culvert matter on schedule for work to begin. All voting aye, motion carried.

Kudick Culvert - blocked culvert. Kudicks would like 18” x 40’ culvert. Manitowoc County would charge $2500.00 for culvert and installation.

Motion by Wegner, seconded by Herzog, that from today’s date forward, the town will pay for culvert installation and the landowner will pay the cost of the culvert. All voting aye, motion carried.

Alberts Water Issue - water in ditch. Culvert rotted. Cost of materials (36” x 58’) and installation by Manitowoc County would be approximately $5,000.00, which would qualify for bridge aid. Board will look at matter and place on September agenda.

Meissner Driveway Issue - Zeitler presented information to board regarding driveway access to parcel Meissner purchased. Under county zoning ordinance, Meissner has access to his parcel via existing driveway access easement. Herzog will contact Meissner.

Grass Cutting - Call received on SE corner of Melnik and Old Y. Kaufmann will handle. 2nd cutting is not to begin yet.

Storage Building - - Motion by Herzog, seconded by Wavrunek, to purchase 12’ x 18’ storage building from Sunnyview Storage Sheds for the sum of $3,495.00 for placement at the recycling center. All voting aye, motion carried. Wegner will handle purchase and preparation of area for placement.

Inspection Packet Costs - Wegner spoke with Larry Maloney. Motion by Wegner, seconded by Herzog, that the cost for necessary partial inspection of an addition to a residence will be $450.00. All voting aye, motion carried.

Dose Bill- regarding road work done on Twin Bridge Road in 2012. Short discussion was held. Motion by Wavrunek, seconded by Wegner, to offer $300.00 for blacktopping costs incurred. Wavrunek and Wegner voted aye, Herzog abstained. Motion carried.

NEW BUSINESS;

Board of Review Ordinance - Motion by Herzog, seconded by Wavrunek, to adopt Ordinance 2014 - 2 - Confidentiality of Income and Expenses Provided to Assessor For Assessment Purposes. All voting aye, motion carried.

Assessor Contract - Motion by Herzog, seconded by Wavrunek, to accept Contract Agreement for Consulting, Assessing and Appraisal Services from Tennessen Appraisal Services for 2015 through 2017. All voting aye, motion carried.

Electronic Recycling Date - Wegner has arranged for Cyber Green to handle electronic recycling and it will be held on September 20, 2014.

Liquor & Operator Licenses - none.

Razing Permit- short discussion and matter will be placed on September agenda.

September agenda items - razing permit, Dose bill and Alberts water matter.

Motion by Wavrunek, seconded by Herzog, to pay all bills including social security by EFT. All voting aye, motion carried. Checks were then written from 11967 to 11976.

Motion by Wavrunek, seconded by Herzog, to adjourn. All voting aye, motion carried. Meeting adjourned at 9:02 p.m.
