This present study is a contribution to the recently launched consultation process on the Green Paper "EU Development Policy in Support of Inclusive Growth and Sustainable Development - Increasing the Impact of EU Development Policy". It provides evidencebased answers to selected questions raised in the Green Paper. In this brief, the authors focus on the topics related to “inclusive growth and sustainable development”, analyzing, in a more general manner, the aspects that relate with development policy impact: Industrial investment projects in developing countries ; Protection of social and economic rights, and better corporate accountability ; Establishing an economic environment to promote business, particularly SMEs ; Financial support and low cost finance and financial guarantees ; Innovation and technology transfer in developing countries ; Climate change, biodiversity and development.

Between 3 and 4 March, 2011, European Commissioner for Development, Andris Piebalgs, will participate in Conference on Climate Change in Vanuatu and sign an Action Plan to enhance Pacific-EU cooperation on climate change.

03/03/11Opening of new Energy Agency "ACER" in Ljubljana
The Agency for the Cooperation of Energy Regulators ("ACER") will formally assume its powers on 3March 2011, the same day the Third Package for the Liberalisation of the Energy Sector will enter into force. On this day, ACER will also formally open its office premises in its host country Slovenia.
ACER will complement and coordinate the work of National Regulatory Authorities in the field of energy (NRAs). Its competences include participation in the creation of European network rules, taking binding individual decisions on terms and conditions for access and operational security for cross border infrastructure if NRAs cannot agree, giving advice on various energy related issues to the European institutions and monitoring and reporting to the European Parliament and the Council.
The event
12:00 h Energy Commissioner Oettinger, Slovenian Prime Minister Pahor, ACER's director Pototschnig and Slovenian Energy Minister Radić will assist in the opening ceremony at TR3 building, Trg Republika of Ljubljana in Slovenia.
