PROCUREMENT PROCESS: / PSSC Selection Criteria:
Effect that prior work with the County has on new selections:
If the Consultant had been selected for another project within one year prior to the submittal due date, the PSSC would take that into consideration in the selection of a new contract.
The PSSC has suggested using two years instead of one year.
The PSSC feels that work is not being spread out enough.
SIZE OF CAPITAL PROGRAM:
ADVERTISING: / Website:
336 people are on Distribution List for CountyWeb Site for Notification of Projects. Consultants need to sign-up for Prequalification List. The County is thinking about going to Website Notification only. They will need a change in the charter for this.
Ed Adams thought that the County will be losing State Funding of 11 to 30 Million Dollars.
Upcoming Projects include the following:
DEPREM Project - There will be a possible Sewer-Shed Analysis contract and Water Tank Project.
The County still has a lot of money remaining in the On-Call Civil Contracts.
On the Transportation Contracts, next time they will not include Water and Sewer.
PSSC has suggested more contracts at a smaller cap.
MBE GOALS: / MBE Goals remain unchanged:
10% MBE Goal and 2% WBE Goal
CONTRACT ISSUES: / Errors and Omission Policy:
Given to ACEC for information only:
At the 11/22/07 County Liaison Committee meeting we were advised that the County had placed a “TIME IS OF THE ESSENCE” provision in an upcoming contract with a member firm where penalties of $1,000 to $6,000 per day may be assessed if County approved completion schedules are not met. This issue has been discussed with Steve Walsh and still needs to be resolved.
There have been some job-specific issues relating to late submittals by consultants. The County has addressed this individually basis with effected consultants.
Some Consultants are not talking to County about design issues and they become bigger issues later in the design process.
Certificate of Insurance:
Resolved; Clause has been struck from the Certificate of Insurance.
Update to Standards:
The County put out a Draft for review.
Rural Roads are an issue.
There is a meeting coming up with Planning Board to discuss the Draft Standards.
The Sewer Group has not had time to review the Standards.
The County plans to wrap it up next year; it will then go to the Planning Board & Council for approval.
