2 / Minutes of last meeting / Matters arising / The minutes of the last meeting were agreed as a true record.
Carole advised that the short breaks caravan is in place. A few clients and their families have been identified to try the caravan for a short break.
3 / Health Group / The health group is planning a number of cancer awareness sessions. The sessions will raise awareness of general cancer signs and symptoms with people with learning disabilities and their carers, as well as raising awareness of screening services for breast, cervical and bowel cancers.
It was not possible to coordinate these sessions with carers’ week in June 2016, so revised timescales will be set out by the health group. / New timescales to be set for cancer awareness sessions. / RP
4 / Carers’ Group / The carers’ event was well received and positive feedback was achieved, but it was acknowledged that such events need to be advertised more widely.
Carers are still unclear of where they can receive support when they have a parental responsibility for a child who does not have an eligible need. / SA to speak to George Irving, who will link with children’s services to clarify the relevant process. / SA/CW

5 / Your Life Your Choice group / The Your Life Your Choice group has been working with transport providers to highlight issues people with learning disabilities face when travelling. The group has been linking with Cathy Summers (public transport officer). Cathy has provided information about new Apps that the bus companies are using and given us information on how to complain. Cathy advised that it is very important for people to keep their bus ticket as this holds key information about the driver, route etcto support complaint investigations.
A meeting has been set up with Northern Rail to explore how we can support people to travel by train. We are looking at identify some ‘familiarisation trips’ to give people more confidence to use rail services.
Tracey Russell (STEPs) is planning some consultation work with people to see ‘what makes a good day’, but this has been put on hold whilst the community transport review is in process.
6 / CCG update /
  • Jo gave an update on the learning disability mortality review.
  • Health checks have improved to 60%. A regional audit, led by TEWV, is underway with some primary care practices. The annual health check Enhanced Service is now within the CCG’s remit and a clear plan on how to improve uptake will be implemented.

7 / Co-Chair Update / We have identified some co-chairs, but we have decided to wait until the reward and recognition policy is in place before making appointments. Tracey Russell has been identified to support self-advocates to develop their skills and understand the role. / LW and Angela Connor to progress. / LW
8 / Safe Places conference / Andy and Tracey from STEPS attended the conference with a number of people from the STEPS service. Stockton Safe Places are currently being reviewed as part of the Tees scheme to see how we can make sure everyone is aware of the schemes and ensure appropriate ‘coverage’ across the borough. / SA to feedback. / SA
9 / Budget Agreement / Lynn presented information about a performance and film group called CULTURAL*SH/FT. The group will meet to discuss social issues for disabled people and to promote the development of skills in self-advocacy. The pilot will cost £6,000.00[HL1]. / SA to check funding is available. / SA
10 / Access to Services Scrutiny Review report / The report and recommendations were reviewed. It was agreed that an accessible version of the report should be developed and made available to self-advocates/ clients. / SA to liaise with Inclusion North on behalf of the Partnership. / SA
11 / Any Other Business /
  • Accessible information standard: there are new standards that need to be considered when any information is produced. The standards can be found at
The STEPS service has used alternative approaches, tailored to the person’s abilities to ensure they understand the information.
  • NHS quality checkers: the NHS will be supporting people to become health quality checkers. Any actions will be fed into the keeping healthy group.
  • Transforming Care update: A new post to support the Transforming Care work stream will be hosted by Stockton for the CCG area, for one year.
  • Sporting Steps has delivered some excellent outcomes and funding is being sought to enable the service to continue moving forward.
  • Picnic in the Park event: the event is difficult for people to attend due to the Gateshead location. Day services are supporting people to explore a friendship model locally.
  • Allensway open days received excellent feedback and parents and colleagues are very pleased with the service and environment.
