Local Governmental Relations Committee Mission Statement

Represent SCCAR membership on governmental issues affecting the real estate business; meet with local policy makers and key government staff; and recommend association policies on political and legislative issues.

In attendance: Ian Crueldad, Robert Singleton, Sebastian Fry, Fred Anataki, Paul Burrowes, Rose McNair, Rene Mello, Candie Noel, and Dan Davis.

1.  Introductions - Meet our new GAD, Ian Crueldad

2.  Approval of Last Meetings Minutes

·  Minutes were not approved due to quorum not being met

3.  Update on County Affordable Housing Program Amendments: Inclusionary zoning, in lieu fee increases, and inclusionary rental housing

·  Robert Singleton made a presentation in regards to current legislation about inclusionary zoning, fee increases, rental housing, and updates on Measure J.

a)  Measure J controlled the number of permits in Santa Cruz County

b)  15% Mandatory Inclusionary zoning for low and moderate income on all residential development 5+ units

c)  Rezoning from Commercial to residential must be 40% affordable

d)  2014 -2015 amendment process was approved

1.  Amendment process started as a result of the loss of redevelopment funds

2.  Kaiser Marston provided economic nexus study

3.  Recommendations from the planning commission to the County board was disregarded

4.  Update on UCSC’s P3 Private/Public Partnership to renovate family student housing

·  Robert updated the committee on the current UCSC family student housing situation

a)  UCSC is leasing the land and developer will own the building This will help the issue regarding the debt ratio

b)  Housing project will be housing upperclassman

c)  The proposed housing developments is currently going through an environmental process

d)  There is protest among the students about the housing situation

e)  There will be 2200 units in total

5.  Jurisdictional Updates

·  Santa Cruz Police Chief will not cite people for camping and hopefully there will be some sort of plan to mediate the situation

·  Discussed possible speakers for next meeting

·  Tobacco company buying up agriculture land in the county
