INFORMATION PACKAGE
- Introduction
The ICT Advisory Panel provides government with access to a broad range of industry and research sector expertise as it implements the NSW Government ICT Strategy. The ICT Advisory Panel will also assist in identifying new technologies and opportunities to deliver better services and achieve better value ICT investment.
The ICT Advisory Panel works under the direction of, and provides advice to, the ICT Board. The Panel’s terms of reference are as follows:
- assist the ICT Board by providing expert advice about ICT trends and opportunities;
- recommend to the ICT Board options that respond to emerging ICT trends and issues; and
- provide advice to the NSW Government ICT Board on sector wide ICT matters, including industry standards, future directions for ICT hardware and software, procurements strategy, and the impact of Government ICT strategies on the industry.
In June 2011, the NSW Government established the ICT governance framework to provide clear direction for a whole of government approach to ICT, and to partner with industry to deliver its ICT reform agenda. The governance arrangements include the NSW Government ICT Board, the NSW Government ICT Leadership Group, and the ICT Advisory Panel.
It is proposed to refresh the Panel, appointing five membersthrough an expression of interest process.
The NSW Government is seeking nominations from suitably qualified persons with business or research experience, knowledge and skills for membership of the ICT Advisory Panel for a 12-month period. This may also involve participation on time limited working groups.
- Application Procedure
2.1Who can apply?
Expressions of interest are sought from suitably qualified persons with ICT experience, knowledge, skills and a commitment to help make NSW a leader in the use of ICT to transform government service delivery.
Membership of the ICT Advisory Panel and working groups is subject to making a declaration concerning conflict of interest, and responsibilities must be undertaken in accordance with the Conduct Guidelines for Members of NSW Government Boards and Committees. This includes in relation to the confidentiality requirements set out in those Guidelines, as well as any applicable Code of Conduct.
Please note that people on the NSW Government’s Lobbyist Register are not entitled to be appointed to NSW Government Boards or Committees.
Applications should indicate also whether the applicant would be willing to be considered for service on the procurement Industry Advisory Panel.
2.2How to apply?
Interested persons should:
- Provide their name and contact details, details of their organisation, and a short summary of their background and experience.
- Identify up to three key areas of specific interest, experience or capability.
- Provide succinct supporting information on their capabilities and experience in relation to each of the selection criteria (see 2.3 below).
- Provide certified copies of any relevant qualifications.
2.3Selection Criteria
- A strong interest in and knowledge of current trends and future directions in ICT.
- Well positioned to advise government, while avoiding conflict of interest.
- A clear understanding of the key issues affecting the development of the ICT sector in New South Wales government.
- A blend of research and business acumen.
- An understanding of ICT procurement practices in government.
- Submission of Expression of Interest
